II. Organizational Context and Scope

Under the direct supervision of the IOM Indonesia Labour Migration and Counter-Trafficking National Project Coordinator (NPC) and in close coordination with  the Project Manager based in Dhaka and under the overall supervision of the Chief of Mission IOM Indonesia, the incumbent will provide assistance in the  implementation of Indonesia-based activities of the EC-funded IOM regional project “Strengthening labour migration management capacities in Bangladesh, Indonesia, Nepal and the Philippines for replication in other Colombo Process Member States” as well as other  labour migration-related projects in Indonesia.

III. Responsibilities and Accountabilities

1.    Provide input to the NPC on the most strategic approach to implement the following project components by providing assistance to the consultant to (i) Assess Indonesia’s recruitment monitoring regulatory framework and capacities; (ii) Develop standard operating procedures (SOPs) for monitoring recruitment in Indonesia; (iii) Design training materials on recruitment monitoring in Indonesia; (iv) Conduct capacity-building on recruitment monitoring in Indonesia; (v) Assess of  Indonesia’s labour market research capacities; (vi) Develop training materials and conduct capacity-building on labour market research; (vii) Conduct Migrant Resource Centre Feasibility Study in Indonesia; (viii) Assess pre-departure training capacities in Indonesia; (ix) Update/revise pre-departure training materials; (x) Conduct capacity-building on  pre-departure training; (xi) Conduct  public  awareness-raising on safe migration.   
2.    Assist the NPC with the day-to-day operational coordination and implementation of the above-mentioned project components in accordance to the contractual terms of the project. 
3.    For the capacity needs assessments, research, development of SOPs and training materials, the incumbent’s specific tasks will be: liaise with the Consultant contracted to conduct capacity needs assessment and research and develop the SOP training manual; provide any additional information and documentation to the Consultant; assist in organizing consultation and working group meetings with relevant government and non-government stakeholders on the conduct of needs assessment and the development of SOPs and training materials; review the Consultant’s work and provide in consultation with the NPC input and feedback to the Consultant for further revision if needed; and coordinate  with relevant government counterparts for the official endorsement of the capacity-needs assessment, SOPs and training materials .  
4.    For conducting the trainings, the incumbent’s specific tasks will be: coordinate  with relevant government counterparts to identify potential training participants; undertake all necessary administrative and logistical arrangements for the preparation of the trainings; and prepare reports of each training 
5.    For the public awareness-raising on safe migration, the incumbent’s specific tasks will be: assist in the development of an efficient and realistic awareness-raising approach; identify relevant partners to deliver awareness-raising activities; assist in the design and production of IEC materials with high impact messages; train and monitor partners on raising public’s awareness on safe migration; assist in the development of evaluation tools to assess people’s knowledge increase and behaviour change towards safe migration and risks of migration including human trafficking.   
6.    Liaise and coordinate with national provincial and local authorities, international agencies and relevant other non-state actors to meet project objectives; 
7.    Ensure that all administrative and logistics arrangements for all project activities are carried out efficiently and effectively.
8.    Undertake monitoring of on-going activities, review project performance to recommend appropriate interventions and strategies to improve project implementation to the NPC. Provide input to IOM Indonesia’s monthly monitoring reports.
9.    Provide inputs to the progress narrative reports to be submitted to the donor, and any other reports and information materials as requested by the NPC. 
10.  Undertake representational duties in project-related functions (workshops, seminars, coordination meetings, etc.) on behalf of NPC, as required. Draft minutes of any meetings or event attended. 
11.  Ensure meeting minutes and monitoring reports are filed, and that all project files are maintained and kept up-to-date.
12.  As requested, provide inputs into the development of new project proposals pertaining to labour migration and counter trafficking.
13.  Undertake in-country duty travel related to project implementation, monitoring, assessment and problem-solving, as requested.
14.  Provide clerical assistance (drafting letters of correspondence, etc.) as necessary.
15.  Provide translation and interpretation services as required.
16.  Perform such other duties as may be assigned.

d)     Strong research and analytical skills.

Islamic Leadership in Indonesia

JOB OPPORTUNITY WITH SILE/LLD PROJECT
 
1. INTRODUCTION
 
The Project Supporting Islamic Leadership in Indonesia (SILE/Local Leadership for Development (LLD), funded by the Canadian International Development Agency (CIDA) and executed by a Canadian Consulting firm, is to build the capacity of a) selected State Islamic University (UIN) and State Islamic Institute (IAIN) in their outreach functions with local communities and b) the Ministry of Religious Affairs to effectively integrate democratic governance practices in their strategies, programs and budgets to support university-based community outreach.

2. ADMINISTRATIVE ASSISTANT
 
Position:                      Administrative Assistant (AA)
Reports to:                  Project Officer (Makassar or Surabaya)
Location:                     Makassar or Surabaya
 
Overall responsibilities:
 
The Administrative Assistant reports to the Project Officer (PO).  He/she will provide assistance on administrative and logistic matters to the PO and in close coordination with the Finance Assistant.  The Administrative Assistant will ensure that office systems and logistic support is efficient, effective and dependable and in accordance to the Project Procedures Manual.
 
Specific responsibilities:
 
* Assist in establishing and maintaining efficient administrative systems including filing, IT systems, inventory and other related matters
* Coordinate with the Office Administrator in Jakarta to ensure application of Project procedures for administrativeand logistical aspects
* Maintain good working relations with project partners (UIN/IAIN faculty members and staff) as well as PIUand Project team members/advisors 
* Ensure duplication and/or distribution of Project reports, invitations as per request from PO or from Jakarta office 
* Provide necessary assistance in the organization of CD activities (work sessions, seminars, short courses) in Makassar/Surabaya office in coordination with AA, PO and PIU
* Arrange for venue of Project activities (meetings, work sessions, seminar, training sessions), meals, photocopy, invitation, meeting material
 
* Assist in the preparation of supporting documents for meetings, work sessions, training, seminars, etc.
* Provide administrative support (preparation of letters, documents, preparation of reports) for PO, Project advisors and short-term consultants
* Ensure logistic support (ticket reservation, hotel reservations, transportation) to Project advisors(Canadian and Indonesian) and short-term consultants 
* Provide assistance in the preparation of participants of capacity developmentactivities in Indonesia and outside of Indonesia (application forms)such as scholarships, internships, conference, exposure visits, courses, etc. 
* Provide support for the implementation or monitoring of annual work planactivitiesrelated to Project Components 100 and 200
* Assist, under the guidance of the PO, in procurement/purchasing of goods and equipment according to Project Procedures Manual
* Ensure the proper maintenance of all project equipment, in particular computers and the project vehicle.
* Assist in managing and coordinating general maintenance of the Makassar or Surabaya office premises including office space and furniture.
* Assist POin coordinating the use of the project vehicle 
* Provide assistance, when required, to the Finance Assistant
 
3. QUALIFICATIONS REQUIRED
 
-       Minimum Sarjana (S1) 
-       Experience(minimum 10 years) in administrative and logistic aspects
-       Experience working in the context of project preferably in higher education sector
-       Strong Indonesian language communication and a very good command of spoken and written English
-       Familiar with computer software such as Excel, Word, etc.
-       Experience working in Surabaya or Makassar is an advantage
-       Ability to work well with team from different background
