Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is the German International Cooperation implementing sustainable development on behalf of the German Government.
 
GIZ has a record of more than 20 years of involvement in renewable energy (RE) in Indonesia. Starting from rural electrification and mini hydropower, the portfolio expanded to other renewable energies and larger grid connected systems such as biomass/biogas and photovoltaics.  GIZ in cooperation with the Ministry of Energy and Mineral Resources (MEMR), the Ministry of Home Affairs and the ASEAN Centre for Energy is presently implementing five different projects. GIZ seeks a qualified Indonesian candidate for the Procurement Professional position in the RE Programme.
 
A.     Responsibilities
The Procurement Professional is responsible for
  • Processing of all procurement for the RE Programme
  • Ensuring that the related GIZ regulations are followed
  • Monitoring the inventory of the RE Programme
  • Setting standards for procurement and inventory management
The Procurement Professional performs the following tasks:

1.      Procurement
  • Process all procurements of the RE Programme  according to the GIZ procedures and regulations
  • Prepare requests for procurements above 2,500 Euro to the GIZ Office Jakarta or Head Quarters and consult with technical staff for the required steps and documents
  • Give general advice regarding GIZ procedures and regulations concerning procurement
  • Support in the tax exemption process
  • Develop standards for procurement.
  • Ensure that the procurement filing is in line with GIZ regulations.
2.      Inventory
  • Monitor the overall inventory in the RE Programme
  • Ensure that the inventory lists of the single projects are updated.
  • Maintain a web based inventory database in collaboration with the IT Professional
  • Ensure that the inventory handling of the RE Programme is in line with GIZ regulations and regulations of Indonesian partner ministries
  • Develop standards for inventory handling
  • Ensure that the inventory filing is in line with GIZ regulations
3.      Other duties/additional tasks
  • Support in general controlling related to procurement and inventory
  • performs other duties and tasks at the request of management
 
C.     Required qualifications, competences and experience
Qualifications
  • BA in accounting and auditing or similar area
Professional experience
§  at least 3 years’ professional experience in a comparable position, preferably experience with GIZ
 
Other knowledge, additional competences
  • in-depth knowledge of accounting software
  • good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office)
  • confidential handling of data and information
  • very good knowledge of the European language widely used in the country, ideally a knowledge of German
  • willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management

Project Background
SNV is now seeking the services of international consultants to work with the Country Director and Communications Officer to develop a communications strategy and tools to support its presence in Indonesia. Also a national graphic designer will be appointed to work alongside the International Consultants and support SNV on ongoing basis.
 
Scope of Work
1)     Review SNV global brand toolkit and communications material (1 day)
2)     Review best practice examples from other NGOs (1 day)
3)     Develop an initial draft communications strategy including online, social media, public relations, brochures and events. Major stakeholder groups include donor Agencies, government units throughout Indonesia, the business community including potential providers of goods, works, and services to the public sector, the media, and civil society organisations (3 days).
4)     Refine strategy based on discussion and feedback with the SNV team ( 2 days)
5)     Develop the look, tone and feel of all creative communications across multiple channels and programs for SNV Indonesia cover the below (7 days)
a)   Business cards
b)  Flagship brochure
c)   Brochure for each of the 3 sectors
d)  Media kit
e)  Corporate “gifts”
f)    Project brochures
g)  Other collateral identified in the communications strategy
6)     Copy write the flagship brochures and 3 sector brochures (6 days)
7)     Provide further support to implement the communication strategy (3 days)

Coffey International Development

Coffey International Development is the managing contractor for LOGICA2 (L2), an Australian Aid funded governance reform and community engagement project which supports provincial and district governments in post-conflict Aceh to improve government service delivery in response to community demand and based on national minimum service and staff competency standards. L2 commenced on 4 January 2010 and entered a two-year extension phase from 1 July 2012 to 30 June 2014. 
 
L2 currently works with local governments in six districts to deliver services that improve living standards (health, education and support services for women), in response to community-wide advocacy. L2 builds the capacity of citizens to identify and advocate their needs to governments (village, district and provincial) and to demand better services.

 Consultant(s) for Shrimp Culture and Mangrove Preservation Site Assessment Study

SNV is currently establishing a presence in in Indonesia under the coordination of the Ministry of Home Affairs through the Directorate General of Regional Development.  SNV and the Directorate General of Regional Development have agreed to implement a program of cooperation for 3 (three) years. This agreement covers ten provinces, a number of which have prioritsed aquaculture and mangroves as a priority issue.  

Project Background
SNV is now seeking the services of international consultant(s)or suitably experienced organizations to work with the Program Leader of Aquaculture and Country Manager to perform a short duration site assessment survey to help SNV identify the most relevant specific locations to develop projects in partnership with local government, small holder farmers, industry and other stakeholders in the area of mangrove preservation coupled with shrimp aquaculture.

SNV feels that it is at this intersection where shrimp aquaculture meets mangroves that meaningful impact at scale can be achieved.  Multiple
impact pathways are involved including carbon production, environmental protection, livelihoods and food security. This activity builds upon our
successful efforts from the BMU funded Mangroves and Markets (MM) project in Vietnam that supports preservation and restoration of mangroves while promoting better management practices, organic certification and the facilitation of market linkages for small-scale shrimp farmers.

Scope of Work
  1. Perform desk study analyzing the historical background of mangroves and shrimp; their interactions and ramifications in Indonesia (2 days)
  2. Review best practice examples from other projects (1 day)
  3. Working from a list of 10 sites in Indonesia create a ranking system and prioritize these locations based on relevance and potential for impact. (1 day)
  4. Develop an initial draft suggesting at least 4 sites with justifications for why they are appropriate (2 days)
  5. Visit potential sites and meet with local authorities and stakeholders to identify which would be good sites for more in-depth study (10 days)
  6. Refine strategy based on discussion and feedback with the SNV team (3 days)
  7. Draft a final report with recommendations of best sites and best strategies for project implementation (7 days).
    To include:
  • Identification of 3-4 pilot sites
  • Within those siteidentify key partners, industry players, government contacts
  • Recommended next steps  
26 days total.  This is just an approximation for guidance. For further reference, we have budgeted between $9,000-12,000 for consulting
services including travel.

Consultant/organizational requirements for selection     
The assignment will require the following expertise:
    * Proven knowledge of mangrove ecosystems
    * Demonstrable knowledge of Shrimp farming systems with an emphasis on Extensive/organic systems 
    * Documentable capability to write reports in English
    * Relationships and access to local authorities and stakeholders


Time scheduleTo be completed between October 1 to November 29, 2013

Selection Criteria
  1. University/Master’s Degree in environmental studies, development, aquaculture or other related field.
  2. Minimum of eight years of related professional experience
  3. Experience in project implementation in an international development context
