JOB TITLE : Regional Coordinator/Gender and Inclusiveness Specialist
CARE is a leading humanitarian organization fighting global poverty that has been working in Indonesia since 1967. CARE seeks qualified candidates for an upcoming USAID-funded climate change adaptation program in Indonesia to strengthen climate and disaster resilience, working at national, provincial and local levels, including working directly with communities, local governments and the private sector. The program will focus on building capacity for integrating climate change adaptation and disaster risk reduction into development planning. Successful candidates for the position of Regional Coordinator/Gender and Inclusiveness Specialist will have a demonstrated ability to work and coordinate effectively with a wide variety of stakeholders.
 
 
 
QUALIFICATIONS
 
  • An advanced degree in natural resources management, environmental science or a related field.
  • Minimum of five years of relevant experience in climate change adaptation, climate vulnerability assessment, disaster risk reduction or a related field.
  • Experience working with donor-funded programs in Indonesia.
  • Experience working with district and/or provincial governments in Indonesia.
  • Excellent verbal and written communication skills in English and Bahasa required.

Swisscontact Indonesia

Swisscontact Indonesia, in collaboration with SECO, IDH, EKN, MCA-Indonesia and MoHA, is currently implementing the Sustainable Cocoa Production Program (SCPP) in 23 districts across 6 provinces in Sumatra and Sulawesi. The program provides a range of training packages for smallholder cocoa farmers in good agricultural practices with focus to transfer new farming technology to cocoa farmers and promote increased productivity. As the Program is continuously growing and SCPP is determined to deliver high quality output achievements and simultaneously reviews interventions, training manuals, and teaching material, the program identifies the need to add a specific unit to undertake research, content development, and intervention design and provide supports to the program implementation unit.
Climate change has emerged as an important threat to economic development, environment, and public health. As a program implementer in Cocoa sector in Indonesia through SCPP, Swisscontact needs to find ways to mitigate the impact of climate change especially that linked to Green House Gasses emission and carbon stock. One of the results in logical framework includes a plan for improvement in ecology socio economy condition of production. It emphasizes Swisscontact commitment to encourage all programs by creating innovative and efficient systems.

Overall Task:

Task, Authority, and Responsibility:
Spesific Tasks
  • Prepare yearly budget and review yearly progress/modification budget Cocoa Sector Program in cooperation with the Sr. Finance Manager.
  • Monitor monthly budget VS actual spending Cocoa Sector Program and report to Sr. Finance Manager.
  • Provide reliable periodical accounting and financial report of the Cocoa Sector Program to the Sr. Finance Manager in timely manner.
  • Supervise and ensure properly accounting data entry Cocoa Sector Program by Senior Project Accountant and Program Accountants.
  • Ensure all the international invoices related to Cocoa Sector Program received in timely manner from Head Office Zurich.
  • Ensure the respective payment of Cocoa Sector Program applies Indonesia taxation regulation properly.
  • Ensure tax remittance and reporting Cocoa Sector Program in timely manner in accordance to Indonesia taxation regulation in corporation with Sr. Program Accountant.
  • Supervise the Cash Accountant in order to daily payments in the Main Office Cocoa Sector Program level.
  • Ensure all Accountants Cocoa Sector Program receive adequate information, guidance, and training in cooperation with Sr. Finance Manager.
  • Measure the best practice internal control Cocoa Sector Program on the place in accordance to SOP Swisscontact in general and the SOP Cocoa Sector Program specifically. Any deviation must be reported to the Sr. Finance Manager.
  • Facilitate yearly external audit Cocoa Sector Program properly done and meet deadline in conjunctions with Sr. Finance Manager.
  • Foster good relationship with bank officer and update ultimate service for smooth business 
 
Key Performance Indicator
  • Finance Manager Cocoa Sector provides reliable monthly, quarterly, bi-annual, and annual financial report every 10th in the following month
  • Finance Manager Cocoa Sector provide and review monthly budget VS actual spending for Sr. Finance Manager to ensure achieve the target every 12th in the following month
  • Finance Manager Cocoa Sector measure best practice internal control on the place in accordance to SOP Swisscontact in general and the SOP Cocoa Sector Program specifically

Communication, Supervision, and Reporting:
Keep good communication and reporting to Program Director/Country Manager, HO, and other Stakeholder for any related work activities.
 
Education/Qualifications:
University degree in Accountancy, preferably with post graduate qualification
 
Experiences:
  • Minimum of three years for experience in the relevant field
  • Previous working with one of NGO’s
  • Experience of writing narrative and financial report is advantage
  • Experience of planning and managing budget
  • Experience of risk mapping and capacity assessment on a local level
 
 
Knowledge/Skills
  • Understanding of opportunities and constrainst for sustainable development.
  • Strong sense of responsibility and control
  • Good interpersonal skills and commitment working in a team
  • Skills in computer, software systems  (windows, spreadsheet, word processing, e-mail, internet)

Our unique livelihoods approach identifies and serves the most marginalized youth and creates job linkages through local market assessment, local private sector partnership and dynamic training approach, which combines life skills, market relevant skills, and financial literacy topics. In order to address the skills gap and societal barriers faced by unemployed youth, SC will directly reach over 30,000  youth in Indonesia in the provinces of Bandung and Lampung in the period 2015-2018 in order to secure a job or start/improve their business. This will be achieved by testing and implementing an eLearning methodology, combined with our classroom approach, to strengthen employability skills through a variety of channels. SC will implement an ICT-enabled database management system to improve data collection and conduct major research to better understand the impact of various interventions.
The three main program components are:
  1. Train and support youth at scale.
  2. Learn by building evidence base through ICT and research.
  3. Build partnerships for sustainability.

     
Purpose of the role of Senior Project Officer is to lead on implementation of Skill to Succeed activities in Lampung, in close collaboration with Youth Employment Manager and the programme team. The post will provide line management to the MEAL Officer based in Lampung. The post will be in charge of development and maintenance of relationships with key stakeholders, including partners.

1.     National Engagement Officer  – API Perubahan II
 
GENERAL POSITION SUMMARY:
National Engagement Officer will be responsible to Assist Mercy Corps Indonesia’s SCALE Resilience program in collaboration with relevant actors at national level to ensure that all program goals and objectives are met. She/he also will work with Climate Change Adaptation Specialist to build and maintain proper communication and coordination with relevant actors for CCA-DRR implementation at national level, Organize and conduct meetings/workshops/trainings that are planned at national level.
The National Engagement Officer will work closely with national stakeholders to mainstream the convergence of climate change adaptation and disaster risk reduction, approach government structure at different levels including province and kabupaten level to channel additional resources and ensuring sustainability of cooperation between level of governments and alsoresponsible for all administrative matters that are required in executing its functions according to the Mercy Corps Indonesia’s regulations and procedures.
Qualifications:
  • The candidate should have at least 3 years of work experience in Indonesia DRR and/or climate change initiatives;
  • Experience in building networks involving government, private sector, and civil society;
  • Experience working as part of a multi-disciplinary team;
  • BA/S or higher in disaster management, environmental sciences, engineering, or similar field.
  • Proven to have good writing and documentation skills;
  • Ability to communicate in English both verbal and written is preferred;
