ECCD Monitoring Evaluation Supervisor-  Kupang Based
 
Job Purpose 
The M & E Supervisor  will work full time , The position will ensure effective monitoring systems are in place and strengthen the ECCD  program’s capacity and expertise in the areas of monitoring of results, program learning, and evaluation of ECCD implementation , The position will represent ECCD Project within relevant learning networks related to the field of Monitoring, Staff who report to CM ECCD Project Manager

Key Responsibilities:
Monitoring (50%)
 Coordinate the development of the monitoring framework for Community Managed ECCD ProjectProvide relevant tools for monitoring Gather information that will assist in tracking progress of the project including changes and their causes.  This may involve extensive research and analysis, Identify the gaps in quantitative and qualitative data and information that needs to be filled for adequate monitoring of Community Managed ECCD projectCollect and analyze secondary data that are relevant with Community Managed ECCD project Work with PUMs and ECCD technical officer in implementing effective project monitoring tools, Review POs for technical quality
Reporting (50%)
Provide data and information on project progress reports to Community Managed ECCC Project Manager to improve the project management and quality of the projects.Support inputs and data analysis for ECCD program reporting Training and capacity building of project staff in monitoring and reporting
COMPETENCY REQUIREMENT :
Knowledge and Skills: Ability to manage all program aspects including planning, implementing, monitoring and evaluationAdvance skills on MS Access, Epi Info and SPSS or other tracking system applicationAnalytical skills, Research methodology,  Learning abilit, Writing skill in English
Education: Minimum of University degree. Bachelor degree in Social Science or Statistics is preferable.
Experience: At least three years in project monitoring and evaluation Experience in writing reports and publications,  Experience in ECCD project
Attitude: Meticulous Personal Integrity, Enjoy working with details Able to work independently and team work
Range Salary : IDR 4 000 000 – 6 000 000,-

Farsight Indonesia under the coordination of The Asia Foundation is currently working on Program Peduli (http://programpeduli.org/). The Peduli program is a part of the Government of Indonesia’s large-scale poverty alleviation program, and was designed to bring benefits to marginalized groups who have not benefited from Indonesia’s economic growth and poverty alleviation programs because they are socially excluded. The program is overseen by the Coordinating Ministry of Community Development and Culture – Kemenko PMK – which has acknowledged that particular people in society are denied full participation in economic, social and civic life and lack access to public services. The program design notes that their exclusion is generated and maintained by social norms, internalized and external stigma, geographic isolation, and lack of public visibility. The Peduli program theorizes that social exclusion causes impoverishment, and further prevents individuals from benefiting from economic growth and poverty alleviation programs that are otherwise reducing poverty in Indonesia. Farsight team has responsibility to manage the Monitoring, Evaluation and Learning  (MEL) activities and coordinate the Peduli MIS system.

Job Description

 
We are looking for a 3-month (October – December) role intership person which based in Jakarta that will be working full time with Program Peduli team. The person will work under the supervision of Peduli-Farsight team leader and will be provided with a monthly internship stipend. Some of the main responsibility are:

·         Assist Peduli-Farsight team leader to generate and compile reports from MIS system
·         Administrate Peduli filing system (soft and hard copies)
·         Assist Outcomes Research Coordinator with outcomes research activities
·         Other tasks given by Peduli-Farsight team leader or Program Peduli Director

KEY JOB REQUIREMENTS

·        Motivation to learn about social inclusion and social problems
·        Willingness to develop your skills, including with guidance and time to engage in your own training.
·        Minimum S1 fresh graduated from reputable education institution or university on social related subjects
·        Good English for communication and enough ability to write and read report.
·        Some years of working experience or volunteering experiences in social related issues will be a consideration

HEALTH OFFICER
(Medan - Indonesia)

Main purpose of roles :
Health Officer will support Program Manager to design and develop health program including learning module and material to children and parents (adults). The program should be practical, easy to understand, and applicable to partisipant. Healthofficer also guide and supervise health program implementation. S/he should keep contact with health stakeholder.  Under the guidance of the Program Manager, the Health Officer shall work closely and mutually with Area Coordinators in regards to technical planning, implementation as well as monitoring of designed intervention programs

Duties and responsibilities
  1. Establishes and maintains interpersonal relationships - develops constructive and cooperative working relationships with others, and nurturing them over time
  2. Designs and develops health program, strategic goals and objectiveswork plan and budget of health sector in logical frame
  3. Formulating service plans and priorities in cooperation with other providers or integrate the resources of health care institutions, social service agencies, NGOs. CBOs, and other stakeholder to improve the community health;
  4. Formulates and revise learning curriculum and module to address behavioral changes as FH value in health sector;
  5. Facilitating public health education programs dealing with topics such as preventable diseases, nutrition, immunizations, food service sanitation, etc. to communities (adult) and children group in cooperation with CDF and volunter;
  6. Identifies capacity building needs of volunteers/cadres/ facilitator and developeducation or training programs or classes, and teach or instruct them
  7. Provides guidance and expert advice to management or other groups on technical, systems, or process-related topics;
  8. Encourages and builds mutual trust, respect, and cooperation among team members;
  9. Provide information about potential health hazards and possible interventions to the media, the public, other health care professionals, or local/national health authorities in cooperation with program manager;
  10. Performs day-to-day administrative tasks such as maintaining information files and processing paperwork
  11. Reports activity concerns and maintenance issues to the program manager;
  12. Documenting best practices, stories and communication pieces;
  13. Performs other duties as required.

Competencies
  1. Possesses in-depth knowledge and methodology in health program;
  2. Strong analytical and conceptual skills to think and plan strategically and evaluate options
  3. Demonstrates good practice and a thorough understanding of current approaches to effectivelearning (adult and child)across the curriculum;
  4. Able to guide and supervise facilitator and cadres with good mentoring and training skill;
  5. Creates a positive, collaborative environment and establish effective working relationships  with other staff and cadres providing support, encouragement and resources
  6. Has a good self-management, focuses on result, work with energy and a positive, constructive attitude, good humored even under pressure;
  7. Excellent writing skills;

  11. Having wide networks with other organization both international and local is favorable.

Special Required 
  1. University Degree preferably in public health or other related field.
  2. At least 5 years of experience in the design and implement health program in development projects implemented by national/international NGOs/UN bodies/ Government;
  3. Experience in develop curriculum, module and manual with various grade/groups and adult;
  4. Experience in organize meetings/training/workshops/conferences and in deliver training & discussion;
  5. Experience in deliver creative learning to children and adult;
  6. Experience of working on health, child protection, gender or other relevant development issue.
  7. Fluency in written and spoken English
