BackgroundUnited Cities and Local Governments Asia Pacific (UCLG ASPAC) is the biggest regional section of the United Cities and Local Governments (UCLG), with its Secretariat based in Jakarta, Indonesia. UCLG is a worldwide association of local governments, and is the officially recognized voice of local governments by the United Nations. UCLG ASPAC has linkages to more than 7,000 local governments. It represents well over 3.76 billion people - more than half of the world population - and incorporates fast economically developing countries such as China, India, and Indonesia.
 
UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities, local governments and their associations, and facilitates programmes, networks and partnerships to develop the capacity of local governments and associations. UCLG ASPACalso represents local governments politically within theinternational community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social, and economic justice, and sustainable community development. UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development, such aspoverty alleviation, climate change, disaster resiliency, culture, strategic planning, decentralization, local finance,gender equality, women leadership and empowerment, as well asgood governance.
 
UCLG ASPAC is looking to hire a Member Services Officer (MSO) for a period of one (1) year, with a possible extension to support the Member Services Division in implementing the planned activities, and in improving the outreach and effectiveness of the Division.
 
Objectives and goals:
  1. To provide assistance in developing strategies, and implementing the main role of Member Services Division, including the implementation of its programs and activities
  2. To provide assistance in expanding the network of UCLG ASPAC related with the local governments
  3. To support the development of profile of member services and plan to attract the potential member and maintain the existing member
  4. To support the promotion of UCLG ASPAC activities to members, potential members, and partners
.
 
Scope of Work/Key Duties:
The key duties and activities of this role are:
1.       Updating and maintaining the contacts of members, database and members profile
2.       Collecting information and developing membership category/sub category and directories of each type of memberships
3.       Contacting and reminding members for payment of membership fee  
4.       Performing administrative duties related with members services division needs
5.       Supporting the conduct of annual membership needs survey, the evaluation of past services provision, and strategizing and planning of new services
6.       Taking Minutes/Notes of meetings initiated by Member Services Division
7.       Providing article/information requested by other divisions
8.       Assisting in recruiting new member and in processing the membership applications
9.       Assisting in the preparation of biannual Executive Bureau, annual Council and biennial Regional General Assembly Meetings with the host local governments/ associations
10.   Assisting in the preparation and ensuring the completion of Regional Executive Bureau/Council/General Assembly Meeting papers
11.   Assisting in liaising with UCLG World for biannual World Executive Bureau, annual Council and biennial General Assembly participated by UCLG ASPAC President, Secretary General and other representatives
12.   Assisting in developing procedures related to placement of members and foreign expert
13.   Assisting the manager for performing in being in charge of legal and official status of the organization
14.   Assisting the manager for the event preparation ( invitation, mobilizing, correspondences, photocopy mail, fax, stationary)
15.   Performing other duties as required from time-to-time by theSecretary General and Member Services Manager
 
Special Requirements of the Assignment:
  1. Minimum Bachelor Degree in relevant discipline (relevant experience may substitute the relevant degree)
2.       Minimum 3 (three) years experience in a similar position in an NGO and/or an International Organization.
  1. Demonstrated experience working with local governments, multi-donor agencies, and/or development partners.
  2. Excellent communication and writing skills (English; knowledge of Bahasa Indonesia an asset).
  3. Highly developed communication skills, including ability to draft/edit texts and to articulate ideas in clear, concise style to a variety of audiences, as well as facilitation skills.
  4. Experience in working in an international environment, respecting different cultures and nationalities.
  5. Positive work ethic with a willingness to learn and grow.
  6. Considerable domestic and international travel may be required.
 
Deliverables
  1. Updated database and profiles for members
  2. Implemented planned activities and reporting within member services division
  3. Written and/or published articles in UCLG ASPAC’s media outreach

Penjelasan Singkat
Indonesia Climate Change Trust Fund (ICCTF) yang berdiri sejak tahun 2009 adalah satu-satunya lembaga wali amanat nasional di Indonesia untuk penanganan perubahan iklim yang dilengkapi dengan mandat Pemerintah. ICCTF didirikan dengan tujuan utama untuk meningkatkan efektivitas dan efisiensi koordinasi penanganan perubahan iklim di Indonesia sesuai dengan Rencana Aksi Nasional/Daerah Penurunan Emisi Gas Rumah Kaca (RAN/RAD-GRK) dan Rencana Aksi Nasional Adaptasi Perubahan Iklim (RAN-API). Sesuai dengan tujuan didirikannya, ICCTF mendukung target mitigasi penurunan emisi Indonesia sebesar 29 persen dengan usaha sendiri dan 41 persen dengan bantuan internasional di tahun 2030 dengan menyalurkan sumber daya domestik dan pendanaan internasional ke program-program yang selaras dengan pelaksanaan RAN/RAD-GRK. Satuan Kerja Majelis Wali Amanat ICCTF berada di Kementerian Perencanaan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional.
 
Tujuan
Di bawah bimbingan dan pengawasan Project Finance Coordinator dan Finance Coordinator, Finance Officer bertanggung jawab kepada Deputy of Finance & Operation atau Executive Director untuk mendukung dan mengkordinir implementasi dari proyek pendanaan ICCTF baik hibah luar negeri maupun hibah dalam negeri di 3 fokus area, khususnya pada manajemen keuangan dan pelaporan administrasi.

Fungsi Utama:
1. Melakukan supervisi pekerjaan  Finance Assistant dalam mematuhi sepenuhnya proses  dan  pencatatan keuangan sesuai  dengan dengan  aturan,  peraturan, kebijakan dan strategi Pemerintah Indonesia
2. Membantu Project Finance Coordinator dan Finance Coordinator dalam menyediakan dan  memproses  dokumen  pendukung     untuk  pembayaran  dan  laporan   keuangan; pelaksanaan pembayaran.
3. Membantu Finance Coordinator dalam mendokumentasikan  proses   keuangan  (voucher,  dokumen,  faktur  telepon,  dll)   dan memelihara sistem pengendalian internal pengeluaran dengan memastikan bahwa voucher yang telah diproses sudah sesuai dan lengkap, transaksi sudah tercatat dengan benar dan memposting dalam sistem ERP; klaim perjalanan, dan hak-hak lain diproses dengan semestinya.
4. Membantu Project Finance Coordinator dalam menindaklanjuti proyek-proyek yang didanai untuk informasi yang berhubungan dengan pembayaran dan membuat laporan keuangannya.
5. Di bawah koordinasi Project Finance Coordinator dan Finance Coordinator, mendukung upaya untuk menjangkau dan terlibat dalam penerima bantuan ICCTF yang meliputi: Kementerian/Lembaga, Pemerintah Daerah, dunia Akademik, Organisasi non-Pemerintah dan asosiasi sektor swasta
 
Syarat Melamar:
Calon kandidat harus memenuhi syarat berikut:
·  Minimum mempunyai pendidikan S1 di bidang  Akuntansi/Manajemen Keuangan
·  Mempunyai pengalaman kerja minimum 3 tahun di Bidang keuangan/Akuntansi. Diutamakan mempunyai  pengalaman di organisasi internasional atau sistem keuangan pemerintahan.
· Mempunyai pengalaman bekerja dengan lembaga pemerintah/organisasi non- pemerintah (LSM)/organisasi internasional/akademisi/sektor swasta dalam pengembangan keuangan dan akuntansi manajemen proyek.
·  Mempunyai pengalaman dalam hal perpajakan Indonesia.
·  Mempunyai pengalaman dalam pengoperasian paket database/ sistem akuntansi

MAJOR RESPONSIBILITIES:
·         Collaborate and assist in the creation of communication products. This includes researching, writing, and editing content for reports, documents, Power Points, newsletters, and website content
·         Coordinate with other staff to meet goals and deadlines for creation, production, and delivery
·         Assist with writing and editing case studies and other project deliverables
·         Track, file, and report on all press releases related to the project
·         Responsible for ensuring that all project communications are compliant with relevant provisions and USAID rules and regulations as well as in line with the goals and objectives in the Communication Strategy
·         Help refine systems, resources, and guidelines to enable project staff and key partners to efficiently contribute to deliverables and publications
·         Support to the formulation and implementation of internal and external communications strategies and documents
QUALIFICATIONS AND BACKGROUND:
Education:            Bachelor’s degree in relevant discipline
 
Experience:          Two years project management experience working with an international donor. Experience in communications related to natural resource management, sustainability, or palm oil is preferred. Fluent in English and Bahasa.
 
Skills:                      Requires the following skill set acquired through education or experience:   Excellent writing skills; familiarity with issues of transparency, accountability, and development; deadline oriented and organized; exceptional attention to detail; experience in the usage of computers and office software packages, proven ability to work and manage time independently and professionally, good interpersonal and team building skills, experience handling complex enquiries and interactions with multiple stakeholders.
