The Program

Australia Awards Indonesia is managed by Coffey on behalf of the Department of Foreign Affairs and Trade (DFAT). The goal of Australia Awards Indonesia is that: Indonesia's development is enhanced by the contribution of internationally qualified professionals and a strong and positive relationship with Australia. This will contribute across the whole scope of the Australia Indonesia Partnership, including its goal to work in partnership with Indonesia to achieve a more prosperous, safe and democratic Indonesia.
To contribute to the AAI, Coffey is currently seeking applications for a Communications and Promotions Manager (CPM) to be based (fulltime) in Jakarta, Indonesia.

The Position

The Communications and Promotions Manager (CPM) will be responsible for delivering an ongoing, coordinated and targeted approach to promotion. The role will support the broader program communications needs of the Australian Department of Foreign Affairs and Trade (DFAT) in Indonesia. It will also work to communicate learning from Australia Awards to key stakeholders both in Indonesia and Australia.

The Communications and Promotions Manager (CPM) will support the Australia Awards Indonesia and DFAT by communicating clear messages to existing and future stakeholders. A key component will be measuring effectiveness of communications and reporting against this for internal and external purposes. Close liaising with the Monitoring, Evaluation and Learning Manager will be essential for this to occur.

The Communications and Promotions Manager (CPM) will report to the Alumni and Communications Senior Manager to ensure the communications strategy is an integral component of the broader alumni engagement strategy.
Building upon lessons learnt from DFAT's experience in managing Promotions will be a key element within the Communications and Promotions Manager's contribution to the Communications and Promotions Plan. Developing a coherent and logical allocation of promotional resources across geographic locations in Indonesia and between key stakeholders is essential.
The Person
To be considered for this role you will have demonstrated experience in a related field of study as well as experience in developing quality promotional materials according to specification. Together with a high level proficiency in spoken, written English and Indonesian, you will have excellent planning and demonstrated presentations skills for one on one meetings and group meetings.

We are currently seeking for the best candidate for the consultancy position of: Marine Conservation Science Assistant. 

Background 
As part of WWF’s program strategy to safeguard nurseries of the seas and transform unsustainable fisheries in Indonesia, the Coral Triangle Program implemented activities at the national level, with particular emphasis in the Sunda Banda Seascape (SBS), in an attempt to provide effective monitoring & evaluation (M&E) system to measure biophysical and socio-economic changes and inform relevant managers and decision makers in support of adaptive management.

Beginning in 2013, WWF has implemented an M&E framework for the SBS that includes three complementary systems, designed to meet adaptive management needs:

• An SBS Atlas (sbsatlas.reefbase.org) that documents the status and condition of the Seascape and consolidates existing social, ecological, and biophysical information.

• A performance measurement system, the SBS Dashboard, which tracks progress towards conservation, fisheries, and human well-being objectives. 

• Robust, quasi-experimental evaluation of social and ecological impacts of MPA establishment at strategic sites in the Seascape will allow partners to understand and communicate the impact of conservation efforts in the region.


In February 2014, baseline ecological data were collected in and outside of the Alor and East Flores MPAs, and social monitoring began in the same area in September 2014. Among others, the M&E framework also included scientific capacity building for staff partners, communicating the scientific results to broader SBS partners, and develop science network in the region. The implementation of M&E system will continue on until 2018 with bigger and broader scope of works. Description of Responsibilities Under the overall supervision of Marine Conservation Science Coordinator, and the Director of Coral Triangle Directorate of WWF-Indonesia, the incumbent shall: 

1. Assist in coordinating the upcoming M&E activities in the Sunda Banda Seascape, including but not limited to, SBS Atlas, SBS dashboard, social and ecological impact evaluation, and forgotten islands rapid assessment. The incumbent will be responsible to: 
  • Liasing with different program/support of WWF Office to ensure the development and smooth implementation of the activities; 
  • Liasing and maintaining close contact with partner institutions, and provide reports and information to them in a timely manner at their requests; 
  • Working with Marine Conservation Science team in the planning, development, implementation and monitoring of M&E activities, and provide technical support and advice as necessary; 
  • Providing administrative and financial assistance and advice; 
  • Assiting in analyzing data and developing scientific reports, factsheets and/or other forms of communication; 
  • Providing technical and capacity building assistance for staff and partners; and 
  • Communicating results/outcomes to partners – both technical and for less scientific audiences. 

2. Assist in carrying out marine conservation-related targeted research and literature review based on requests from Marine Conservation Science team and other programs. 

3. Assist in the development and implementation of M&E system in the Birds Head Seascape. 

Competencies and Qualifications: 

Education: A university degree in the environmental, marine or social sciences from a recognized and reputable university, with intimate knowledge on issues related to coastal conservation, fisheries management and/or social development. 

Good skills on statistical analysis and/or GIS are an advantage. Advance degree (equivalent to Masters) is preferable. 

Work Experience: 4-6 years of professional experience in project or program coordination in the field of environment, marine, or social sciences, preferably in, intergovernmental, or non-governmental agencies or research institutes. Intensive experience in carrying out marine related research and publishing publication are an asset. Ability to manage projects are an advantage.

Languages: Must have fluency in spoken and written English and Bahasa Indonesia, in particular the ability to draft documents and express views in a clear and concise manner.

Working conditions: 

• This is a consultancy based contract (or non-staff contract). The incumbent will start working on 1 October 2015 or sooner and last for 9 months, with a possibility of renewable yearly contract, depending on funding availability and incumbent’s work performance. 

• The incumbent will be based in WWF Jakarta office, with frequent travels to some WWF sites in Indonesia, especially in the eastern Indonesia.

BACKGROUND
Following USAID Assistance Agreement No. No. 497-AA-030 and the Implementation Letter No.4, the USAID Environment Office and the designated Executing Agency (EA) at Bappenas developed an Implementation Arrangement (IA) to implement Projects and Activities under the USAID environmental portfolio to achieve IRs 2.1.3, 3.2 and 3.3.  Under the IA, an “EA Secretariat” will be established to support the work of the EA and Facility Board. Under the EA, a “Technical Team” will be established for each thematic area addressed under the USAID environment portfolio, including: 1) Marine and Coastal Biodiversity; 2) Terrestrial Biodiversity; 3) Clean Energy; 4) Climate Change Mitigation, Adaptation and Resilience; and 5) Water, Sanitation and Hygiene.
In support of the establishment and operation of the EA Secretariat, a Liaison Officer will be engaged under the USAID/IUWASH contract. This individual will be posted in the Bappenas office and report to the designated Environment Office EA at Bappenas and the Director of the USAID Environment Office. On a day-to-day basis, the Liaison Officer will work closely with and support the EA Secretariat, the Chairs and members of the Technical Teams,  and relevant USAID Office of Environment staff and specialists. For all contract and administrative support issues, they will refer to the designated position supervisor at USAID/IUWASH.
BASIC FUNCTION OF POSITION
·         Support coordination of USAID activities with the EA Secretariat and other relevant national and sub-national government agencies .
·         Prepare progress reports as concerns the implementation of USAID activities for review by the EA Secretariat .
·         Coordinate and prepare required administrative documentation and correspondence to facilitate the work of the EA Secretariat, including those related to visa and work permit, grantee contributions, required BAST reporting, etc.
·         Arrange and provide support to EA Secretariat and Technical Team meetings and events.
·         Assist in ensure effective and efficient operations of the EA Secretariat.
·         Coordinate with all EA Secretariat of Technical Teams to ensure that support offered through the USAID Environment portfolio is being delivered in an effective, efficient and accountable manner.
·         Exercise a high degree of diplomacy, consensus-building, teamwork, maturity, independence, and flexibility to effectively fulfill the responsibilities of the position, especially considering the political sensitivities and complexities of the position.

REQUIRED QUALIFICATIONS
·         At least  Bachelor’s degree (S1 or equivalent) in International Development, Public Policy, Public Administration, Political Science, or related development field.
·         Must have a minimum of five years of experience working in international development, or related field. This experience includes a minimum of 3 years working with donor organization, or central and provincial government offices in Indonesia.
·         Fluency Speaking/reading/writing in English and Indonesian is required. Must be able to interpret agency policy, guidance and follow procedures accurately.
·         The incumbent must have superior knowledge of general development principles and approaches, the Indonesian development environment, and the Government of Indonesia’s (GOI) development priorities.
·         Have understanding of program design, implementation, financial management, and monitoring and evaluation.
·         Possess knowledge of the local political, government and regulatory context; local development issues and challenges; international development principles and approaches, including aid effectiveness; and USAID policies and processes, especially related to project implementation.
·         Must have good judgment and strong communication and interpersonal skills, able to work independently on multiple tasks and meet deadline.
·         Must be able to mentor and train others and have proficiency in Microsoft Office application.

Expenditure and Liabilities
1.      To check all supporting documents to ensure relevancy and reliability of information provided.

3.      To accurately record all transactions on a daily basis.
4.      Convert actual and budget into budget template every 21st of the month.

       Administration
1.      Ensure that all update CODA documents are listed and proper filling before it send to KL every 10th of the month.
2.    Prepare advance confirmation by respective person every end of the month.
3.    Ensure that finance unit has a copy of all requisition and travel request form.
4.    Ensure finance stamp in all related documents and all transactions are booked properly into CODA on a daily basis.
5.    Ensure the proper filing of financial documents and are not expire by disposal date.
6.    Filing bank correspondence, asset disposal, finance central file, delegation of authority, suppliers contract and other related documents.
7.     Prepare and process all documents to obtain a tax exemption letter from the authorities.

Qualification & Experience :
1.      Professional /academic qualification in finance or accounting.
2.      1-2 years’ experience/without experience or fresh graduate are also encourage to apply.
3.      Knowledge of basic accounting principles and systems
4.      Experience of working for the Red Cross/Red Crescent is preferred.
5.      Advanced skills in computers (Windows, spreadsheets, word processing and accounting packages)

Specific Responsibilities : 
1. Responsible for operationalization of the Monitoring and Result Measurement (MRM) system of the project based on guidelines from MCA (donor) and Swiss Contact (Lead parter) for results measurement;

Key Competencies and qualifications:

• Preferably, experience with Rural Development Programmes specifically on Sustainable Agriculture, Chain Development for agricultural products. 
• Highly proficient in use of excel for analysis and preferably experience with mobile data collection
