Yayasan Kasih Suwitno (YKS) will work with the Ministry of Health to strengthen HIV and STI services for high risk groups in 38 Districts across Indonesia supported by Global Fundfor AIDS TB and Malaria (GFATM)Currently YKS is recruiting technical staff to support sites with training, reporting, monitoring and evaluation. YKS urgently needs:
  1. Three (3) Doctors with previous HIV and STI training and three (3) years minimum work experience
  2. Three (3) Nurses with previous HIV and STI training and three (3) years minimum work experience
  3. Two (2) Laboratory technicians with HIV and STI testing training and three (3) years minimum work experience.
  4. One (1) Monitoring and Evaluation Officer preferably with work experience with HIV programs and three (3) work experience.
  5. One (1) Accounting Officer with one year working experience on the accounting GFATM system
All candidates must have good communication skills, both spoken and written and be able to use MS Office programs. English language skills a plus. HIV positive individuals are encouraged to apply.

Terms of Reference for Accounting Officer (Temporary)

BACKGROUND
The ASEAN Foundation (AF) was established in December 1997 by ASEAN Foreign Ministers in fulfilment of the decision of the ASEAN Leaders. It is a non-profit ASEAN body under the ASEAN Charter and is mandated to promote greater awareness of ASEAN and greater interaction among the peoples of ASEAN, as well as their wider participation in ASEAN activities.

JUSTIFICATION
The ASEAN Foundation requires a temporary accounting officer to work in the Finance and Administration Unit of the ASEAN Foundation. This is to ensure that the general accounting tasks of the organisation is not interrupted and financial reporting of the organisation is not delayed further.

GENERAL OBJECTIVE
The temporary accounting officer will be supervised by the Head of Finance and Administration and will work collaboratively with the Finance Officer and programme staff. The temporary accounting officer is expected to perform general accounting duties as well as to provide support to the Finance Officer in grant management and the Secretary with regards to procurement matters.

TASKS INVOLVED
Finance and Accounting
  • General accounting tasks, including reconciling and maintaining balance sheet accounts and general ledger operations, preparing journal entries, preparing monthly closing and financial reports, preparing account/bank reconciliations
  • Ensure all expenses are within assigned project budget and verify the completeness of all required supporting documentation for all payments voucher
  • Ensure account receivables and payables activities are performed accurately and timely
  • Settle amounts due, or recover outstanding receivables

Grant Management
  • Assist the Financial Officerin reviewing budget proposals of grantees and sub-contractors, if relevant

  • Ensure proper and complete documentation and filing for easy retrieval of all accounting related documents;
  • Track benefit accumulation for the foundation staff and produce monthly summary;
  • In collaboration with the Secretary, implement the ASEAN Foundation’s procurement of goods and services in accordance with the prevailing policies and procedures, obtain written requests for quotations, tracking items ordered, and maintain inventory control and contract tracking system; and
  • Perform other duties as assigned by the Executive Director and the Direct Supervisor.
EXPECTED RESULTS
Finance and Accounting
  • Monthly financial reports to available on the 7th day of the month
  • Financial Data on Quickbooks 2015 updated and on track
  • Year-end Closure of Accounts available for 2015 external auditing
Grant Management
  • Inputs to budget proposals of grantees and sub-contracted incorporated by the respective parties
Administrative
  • Documentation and filing of accounting related documents are up to date
  • Monthly summary of benefit accumulation for the foundation staff
  • Updated inventory control and contract tracking system
QUALIFICATIONS AND SKILLS
Essential
  • Completion of a Bachelor's Degree in Accounting, Business Administration, Management with at least 5 years of relevant experience in an international not for profit organisation or a donor agency
  • Knowledge and hands on experience with Quickbook Accounting Software
  • Proficient in Microsoft Excel
  • Fluency in oral and written English and Bahasa Indonesia

Position Summary
Reporting to the Head of Finance and Administration, the Accounting Officer is responsible forpreparing financial reports and maintaining records of assets, liabilities, revenue and expenditure, payments and other financial activities. S/He conducts regular checks of the internal controls, leads the preparation of the monthly accounts closure of the operation, andensures that disbursements are in accordance with the budget and the ASEAN Foundation’s Financial Rules.

Roles and Responsibilities
Finance and Accounting

  • Update the ED on financial status of the organization;
  • Protect AF assets through maintenance of asset register, internal control and audit procedures; and
  • Prepare staff payroll administrations, including fringe benefit computations.

RutgersWPF Indonesia is an organisation working on sexual reproductive health and rights (SRHR) and sexual gender based violence (SGBV). We have a longstanding expertise in this field and work together with organisations in many other countries. RutgersWPF Indonesia consists of a dynamic team of 20 staff members. RutgersWPF Indonesia works together with many partner organizations in promoting SRHR and working on prevention of SGBV.
 
Currently RutgersWPF Indonesia is looking for enthousiastic candidates for the following position :
 
 
Accounting Officer
(Based in Jakarta, 1 (one) position, contract until December 2015 with possibility of extension)
 
 
Tasks and responsibilities:
 
The Accounting Officer will be responsible for handling multi project activities, general ledger management, account
reconciliation, cash receipts processing, depreciation and accruals, investment accounting, restricted asset release, A/R and A/P collections, and preliminary monthly accounting cycle closing. S/he must also be able to travel regularly to the project areas. Accounting Officer will play a support and coordination role for partner organization implementing RutgersWPF Indonesia’s programs
.

 
Core Tasks :
1.   Responsible and monitoring partners financial report to ensure that they are prepared properly and follow up as required by RutgersWPF Indonesia and donors.
2.    Monitor and follow up on receivables that have been outstanding for unusually long periods of time.
3.   Produce monthly financial statements including balance sheet, profit/loss statements, and accumulative general ledger using a computer – based accounting system.
4.    Ensure that all general ledger accountants are reconciled to subsidiary records on a monthly basis.
5.    Prepare monthly closing general ledger entries.
6.    Oversee filing of Monthly Income tax forms under PPH 21, PPH 23, and PPH 25.
7.    Oversee in conjunction with independent auditor, preparation of annual audit.
8.    Reconcile bank and investment accounts and prepares related journal entries.
9.    Supervise preparation of invoices.
10. Perform other duties as assigned by Finance Manager.

Requirements:
1.    Has minimum 5 years experiences in accounting and/or finance, preferably with international NGOs; experience in Certified Public Accounting (CPA) would be an advantage.
2.    University Degree in Accounting or related field.
3.    High degree of knowledge regarding taxes regulation.
4.    Computer skill, including word processing and spreadsheet; accounting software would be an advantage.
5.    Ability to pay attention to detail and maintain confidentiality.
6.    A good sense to work in team and has effective communication skill.
7.    Available for travel.
8.    Fluent in English and Indonesia both oral and written.
9.    Able to work with minimum supervision.
