Position        :     Field Coordinator ( KoordinatorLapangan) Invest Co-op Indonesia KUAT  (full-time)
Contract        :     Full time 38 months (Agustus 2016 – September 2019), 6 bulan masa percobaan, dengan kemungkinan perpanjangan
Location        :     Luwu Utara (Bone-Bone) – South Sulawesi
Reports to    :     Project Coordinator


Latar Belakang
LP3M (Lembaga Pengkajian Pedesaan Pantai dan Masyarakat) membuka kesempatan untuk bekerja sebagai FIELD COORDINATOR (KoordinatorLapangan) yang mempunyai pengalaman bekerja di masyarakat,  pengalaman dalam mengelola proyek secara partisipatif serta menguasai peralatan untuk melakukan analisa berkaitan dengan issu-issu pengembangan masyarakat dan gender. Kandidat yang terpilih akan menjadi bagian dari tim implementasi Invest Co-op Indonesia KUAT  yang berlokasi di 4 Kabupaten di Sulawesi Selatan.

Proyek ini merupakan bagian integral dari Implementasi Proyek Invest Co-op di 4 (empat) negara  yang dilakukan oleh CCA (Canadian Co-operative Association) dengan dukungfan dana dari Global Affairs Canada dengan partner kerja LP3M Makassar dan Fisheries and Marine Institute (MI) Memorial University of Newfoundland yang akan memberikan bantuan teknis.

Proyek ini bertujuan untuk meningkatkan 69.787 petani kecil di Malawi, Peru, Mongolia dan Indonesia. Di Indonesia proyek ini akan menguatkan petani rumput laut, bandeng dan udang di 4 (empat) Kabupaten di Sulawesi Selatan, yaitu Takalar, Jeneponto, Bantaeng dan Luwu Utara melalui percontohan koperasi yang dikelola dari dan oleh petani itu sendiri. Diharapkan koperasi ini juga akan berfungsi sebagai alat untuk melibatkan perempuan di sektor ekonomi secara formal sekaligus sebagai agen perubahan yang juga dapat meningkatkan situasi sosial ekonomi keluarga dan masyarakat.

Deskripsi tugas :
1.       Mengembangkan profile data lokasi:
a)      Menidentifikasi daftar petani atau anggota koperasi/kelompok tani
b)      Pemetaan Partisipatif : kelompok tani dalam memetakan lokasi (lahan, gudang, pasar, koperasi, dll) menggunakan metode PRA.
c)       Siklus produksi dan produktivitas
d)      Mengidentifikasi tempat pelatihan yang potensial (alam terbuka, ruang publik, kantorkoperasi, dll.)
e)      Pemetaan stakeholder & strategi komunikasi
2.       Membantu konsultan proyek/trainer dalam melakukan analisis dan kegiatan di lokasi proyek dalam hal ini:
a)      Berkoordinasi dengan Training Coordinator & Logistics untuk kegiatan-kegiatan pelatihan di lokasi proyek.
a)      Penyiapan tempat pelatihan (lokasi, peralatan, sound system, tenda/jika outdoor, dll).
b)      Identifikasi dan seleksi peserta (dengan mempertimbangkan strategi gender) berdasarkan kriteria pemilihan yang disetujui)
c)       Penyiapan undangan kegaiatan.
d)      Ketersediaan materi pelatihan dari MI/CCA/LP3M dan distribusinya ke peserta
e)      Mendokumentasi daftar peserta menggunakan form yang tersedia.
f)       Memastikan kelengkapan dokumen pelaporan dan kegiatan di lokasi proyek, mengumpulkan dokumen pelaporan ( dalam bentuk fisik dan data elektronik ) dan mengirimkan ke koordinator proyek
3.       Kemampuan berkomunikasi dengan penerima manfaat baik laki-laki maupun perempuan,  membangun kepercayaan dengan masyarakat dan menjaga reputasi positif proyek dengan baik.
4.       Melakukan pertemuan rutin sebagai tindaklanjut Training of Trainers: melakukan pelatihan bersama petani dimana peserta ToT  yang telah dilatih menjadi pelatih untuk penerima manfaat yang lain (petani)
5.       Menyiapkan laporan mingguan dan diserahkan ke Koordinator Proyek (berisi kegiatan harian,  isu-isu dan pembelajaran)
Kualifikasi yang dibutuhkan :
1.       Berpengalaman dalam mengorganisir pelatihan
2.       Berpengalaman dalam pengembangan masyarakat, (instrumen, praktek dan prinsip-prinsip)
3.       Pengetahuan teknis dalam satu atau lebih aspek: demo manajemen pertanian, perikanan budidaya, keamanan pangan, sertifikasi, penilaian lingkungan, pengembangan koperasi, manajemen keuangan, pemahaman terkait finansial, pembiayaan yang terkait dan pengembangan gender
4.       Bahasa:
a.       Kemampuan Bahasa Inggris adalah aset untuk memastikan komunikasi dengan ahli Kanada/Relawan di lapangan
b.      Kemahiran bahasa lokal di daerahlokasiproyek.

Task, Authority, and Responsibility
·         Project set up, initiating and implementing Field Farmer School in the districts;
·         Developing Cocoa Farmer Group and/or Smallholder Cocoa Enterprise, also District Cocoa Learning Center (CLC);
·         Developing and implementing of Internal Control Systems (ICS) for the CLC and for all Small Cocoa Enterprises (SCEs) in the District;
·         To support CLC Management and related District government agencies/departments;
·         To support farmer groups and SCEs with ICS implementation and certification procedures.

Communication, Supervision, and Reporting
·         Produce activity reports for submission to the Program Officer on a weekly/monthly basis;

Requirements
·      Bachelor's degree in Social studies, Research ad Management with min. GPA of 3.0
·      At least 2 years experience on research, field facilitator, working directly with communities
·      OR SMA/SMK diploma with 8 years of experience in the field

·      Have experience of researching, interviewing, monitoring on communities programs in slum areas

Job Description
Field Coordinator will work closely with Operations Manager to ensure that the program activities meet the needs and the foundation’s mission. He/she is responsible to prepare the program needs, assist in overseeing, monitoring and evaluating the program’s key performance indicators. He/She will collect and record all information and data. During the program implementation, he/she will oversee the progress, monitoring and evaluating based on foundation procedure policy. He/She will report to Operation Manager in a daily and weekly basis.
 
Duties
 
Pre-program activity
1.     Preparing the training program including fields, candidates, logistic
2.     Implement market research surveys with potential candidates, recording and organizing the data
3.     Gather information and collect the application to register the training program
4.     In coordination with Operations Manager, facilitating and preparing all logistic needs in the field
5.     Coordination with Operations Manager on obstacle and facilitation problem solving in the field
6.     Building relationships with community members, including the leadership, local government, parents and participants.
 
Daily/Weekly/Monthly Program Activity
1.     Oversee the progress and training program reporting to Operations Manager
2.     Assist and facilitating field team/training team on absences /attendance problem
3.     Assist and facilitating the logistic material for the program
4.     Checking the participants’ progress
5.     Maintain the relationship with participants, parents, communities including the leadership and local government
6.     Collect and compile progress on weekly report to Operations Manager
 
Others
1.     Assist the Operations Manager with the fields activities to support foundation’s arts and education programs
2.     Together with the Operations team planning and preparing on monitoring and evaluation regarding the participants progress and communities affect on the program
3.     Together with the Operations Manager support Education team by evaluating and monitoring the programs’ affect to the communities/personal development, including sharing the field/personal obstacles and proposing problem solving that will benefit participants/communities

Planète Urgence

BACKGROUND
Planète Urgence, founded in 2000 around the principle of "Solidarity Leave", is a French non-profit organization which encourages companies, local governmental institutions as well as citizens to act in support of projects designed and managed by local actors around the world for the development of southern populations.
 
The E&D program (Environment and Development) of Planète Urgence is implemented in 4 countries ( Mali , Haiti , Madagascar and Indonesia ). It aims at supporting the development of local communities by taking measures for environmental protection and restoration, as well as sustainable economic growth. In Indonesia , Planète Urgence is present in the Mahakam Delta ( East Kalimantan province). With its partner Yayasan Mangrove Lestari (YML), Planète Urgence implements the MADIMAP project (Mahakam Delta Integrated Management Program) which focuses on the rehabilitation and management of mangroves ecosystems as well as on the development of local communities, through sustainable aquaculture and diversification of income-generating activities for the villages (in 3 villages of the delta).
 
The Solidarity Leave program is a volunteerism-based program. It aims to support and empower local communities and promote environmental protection by sharing know-how, training and technical support in 22 countries. Delivered in the frame of adult training, educational support for children and capacity building for scientific teams working to understand and protect biodiversity, the partners of Planète Urgence are collaborating to offer skilled individuals the opportunity to get involved following a request by a local organization as part of a short-term placement (2-4 weeks).
 
Planète Urgence Indonesia is looking for a Field Coordinator to support the implementation of the MADIMAP project and develop the Solidarity Leave program program in Indonesia.
 
MISSIONS
Based in Samarinda (East Kalimantan Province), the Field Coordinator will be the right-hand person of the national representative of Planète Urgence in Indonesia and will be placed under her responsibility.
 
The Field Coordinator will be an operational actor directly involved in the implementation of the MADIMAP project and the Solidarity Leave program. He/she will show good organizational, management and capacity-building skills. In support of the national representative of Planète Urgence, his/her role will also be to strengthen the skills and capabilities of the YML association, partner of Planète Urgence on this project and which consists of 8 project staff.
 
Fully autonomous in his/her work, the Field Coordinator will assist the national representative of Planète Urgence, when necessary, in representing the association, raising funds or managing the delegation (especially during the absence of the national representative of the project area).
 
Main tasks of the Field Coordinator in the management of the MADIMAP project (80%):
·         Technically and operationally:
- Assist YML in programming, implementing and monitoring the MADIMAP project, in accordance with the objectives, schedule and activities defined in the project documents established by Planète Urgence:
§  Support the setting-up, updating and respect of the work schedule;
§  Support the development and/or improvement of the project monitoring tools;
§  Support the implementation and daily monitoring of the project activities in the field by drafting and/or revising the technical processes and procedures for the implementation of the activities, monitoring the work progress, etc.;
§  Run the project steering meetings;
§  Support YML to develop the regular project narrative and financial report.
 
- Support and strengthen the technical and project management skills of YML:
§  Support YML to develop and implement the capacity-building planning;
§  When necessary, coach and train YML staffs on specific skills;
§  Support YML to assess and evaluate the staff technical and project management capacities.
 
- Participate in the definition and drafting of the procedures and technical processes related to:
§  Reforestation/management of the mangrove ecosystems;
§  Aquaculture;
§  Awareness-raising of local populations;
§  Diversification of income generating activities;
§  Microcredit management
 
- In cooperation with the national representative of Planète Urgence, facilitate the working relationship between the project holders (Planète Urgence and YML) and their institutional and/or technical partners, particularly through the implementation of operational and technical synergies as well as the organization and active participation in meetings and work sessions.
 
- Report on the project activities to the national representative of Planète Urgence by conveying reliable and regular information, through:
§  Updating Planète Urgence’s internal databases tracking activities/monitoring on reforestation, aquaculture and microcredit;
§  Analyzing the project data;
§  Reporting on the activities progress regularly (on a weekly and monthly basis);
§  Taking the minutes meeting.
 
Main tasks of the Field Coordinator in the implementation of the Solidarity Leave program (15%):
- Support the development of the Solidarity Leave program:
§  Development: prospection of new partners, creation of the related documents (project form, mission preparation form, budget, mission report...)
§  Set up the missions of the volunteers on the field within YML and other partners (logistics, follow up of the missions, communication between headquarters and local partners, etc.).
 
Other tasks (5%):
- Participate in the general functioning of the delegation of Planète Urgence in Indonesia , especially in the absence of its national representative:
§  Assist in the translation of internal and external documents (Indonesian to English and vice-versa);
§  Occasionally represent Planète Urgence towards local stakeholders and technical partners of the project;
§  Support fund-raising activities by helping the national representative of Planète Urgence in drafting project proposals.
 
- Assist the national representative of Planète Urgence with any other activity related to the successful implementation of the project (which could lead to a delegation of authority).
 
QUALIFICATIONS AND SKILLS
- In-depth knowledge and experience of project cycle management processes and project monitoring tools (logical framework, budget tracking, etc.);
- Proficiency in Bahasa Indonesia and English (mandatory);
- Excellent command of Microsoft Office (Word, Excel, Outlook);
- Knowledge of Geographic Information Systems ArcView / ArvGIS would be appreciated;
- Strong organizational and planning skills;
- Ability to be proactive and take initiatives;
- Technical skills related to the conservation/restoration of mangroves, aquaculture and sustainable management of key ecosystems would be a plus.
 
EXPERIENCE
- Diploma in project development/management and/or forestry/aquaculture/geography/land management required;
- Minimum 2 years experience required in project management;
- Experience in the field of international cooperation;
- Experience in capacity-building;
- Experience in terms of mangrove ecology, ecosystem management, sustainable aquaculture and/or community development would be a plus;
 
COMPENSATION AND BENEFITS
- Consultant contract;
- A 13th month payment is given;
- Work hours: 35 hours per week from Mondays to Fridays with occasional work over week-ends;
- 2 days leave per month
