VECO-Indonesia


VECO-Indonesia (www.vecoindonesia.org), the regional branch of international NGO Vredeseilanden committed to the promotion of Sustainable Agriculture within the context of agricultural value chain development, is now recruiting an Indonesian National for the position of:

‘MCA Cocoa Finance and Administration Officer’

Responsible to support daily operation of MCA project for VECO Indonesia based on guidelines following the MCA standards. Based in VECO Field Antenna Ende, Flores, NTT Province, with 3 months training period in the Regional Office, Denpasar, Bali. 

Specific Responsibilities: 
1. Support the Project Coordinator and Finance Manager in daily financial and administration management to the implementation of the MCA Indonesia Cocoa project in NTT by VECO Indonesia.
2. Responsible for administration and logistic arrangement to support MCA project Events (e.g. training and workshop). 
3. Support finance manager to prepare monthly project financial reports for the donor.
4. Contribute to partner financial system and control. This includes financial report verification related to the project implementation, building capacity of partners to comply with VECO Indonesia’s and donor standard, including the regular partner financial monitoring.

Key Competencies and qualifications:
1. Minimum of 2 years experience working with a Local NGO or INGO working with local NGO partners as finance staff..
2. Minimum of Diploma III degree in Accounting, Finance, or Administration.
3. Experience in using accounting software and Microsoft Excel spreadsheets. 
4. Attention to detail. 
5. Sound knowledge of the internet, web-functionality, cloud storage, Microsoft Office.
6. Ability to prioritize own workload, to work independently and to work to deadlines.
7. Have a good communication skills and adaptability to the diverse and difficult circumstances.
8. Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
9. Fluency in Bahasa Indonesia and proficiency in written and oral English.
10. Tidy and trustworthy person, methodical in his/her approach to the office environment and financial management of the programme.
11. Experience of organizing events and meetings.

Promoting Sustainable Commercial Scale Beef Cattle Breeding in Indonesia Program (SISKA)

The Promoting Sustainable Commercial Scale Beef Cattle Breeding in Indonesia Program (SISKA) is seeking applications for the role of Finance and Administration Officer.

The Program
The three-year Indonesia Cattle Breeding Program ('the Program') is an activity under the Indonesia Australia Partnership on Food Security in the Red Meat and Cattle Sector. The Program aims to pilot a range of different breeding models and investment opportunities with private sector partners. The Program will be primarily in Eastern Indonesia and Kalimantan and will assess commercially sustainable approaches that can be scaled-up to facilitate investment, innovation and expansion of the beef cattle breeding industry in Indonesia. The Goal of the Program is to: Support the development and expansion of a competitive beef cattle breeding industry in Indonesia. The End of Program Outcome (EOPO) of the Program is the: Establishment of Commercially sustainable models to facilitate investment, innovation and expansion of the beef cattle breeding industry in Indonesia.

The Position
The Finance and Administration Officer will have day to day responsibility for the implementation of the financial and administration systems and will provide administration support to the SISKA Program, including assets management, written and verbal communication with donors, Ministries and project partners. The Finance and Administration Officer will report to Operations Manager.

The Person
To be considered for this role you should strong in Accounting and IT Skills, including MYOB, Excel, MS Office, Outlook and Internet. She/he demonstrated practical experience in administration and financial management role, acquittals of funds, bank reconciliation and finance report. Have experience in project accounting and budget management with good track record in financial administration in development programs with GoI partner. Demonstrated experience in supervising logistic, including assets management and maintenance, procurement and supply chain management of office and program equipment and asset need and having experience in conducting financial audit is an advantage.

THE POSITION
Under the direct supervision of the Program Manager - Rule of Law Program Indonesia, and in close coordination with the Program Associate, the Finance & Administration 
officer is responsible for the overall financial administration & reporting of the IDLO Rule of Law program Indonesia.
 
With delegated authority, the Finance & Administration officer will be responsible for the following main duties:
 
1. Financial management of core IDLO project expenditures:
 
      ·         Monitor the implementation of program activities according to approve project documents, ensuring that appropriate control reporting structures are maintained in accordance with 
                IDLO Rules and Regulations and/or donor requirements;
·         Act as focal point for financial issues relating to the program;
·         With guidance from the HQ, set up overall accounting system for the Jakarta Office in line with IDLO procedures, including but not limited to processing invoices & payments, maintaining bank             accounts and financial records, ensure timely reimbursement of travel expenses to IDLO staff members/experts;
·         Ensure the timely preparation and submission of all financial information, reports and documentation to Headquarters, including monthly project financial forecast, year-end closing of books etc;
·         Assist in preparing the annual budgets, assess financial plans & reports in coordination with Program Manager and relevant IDLO departments;
·         Facilitate the work of external auditor;
·         Administer and  manage the logistics, communication  and  (where needed) contracts with various service providers, such as travel agents, hotels, office suppliers, etc;
2. Financial management of sub-projects funded under the Rule of Law Fund and executed by implementing partners:
·      Act as the first point of contact for financial officers of Implementing Partners with regards to questions pertaining to sub-projects;
·      Review, analyse and assist in the preparation of cost estimates and budget proposals related to the program;
·      Conduct, in close coordination with Program Manager, organizational assessments and regular spot checks assessing risks and quality of implementing partners’ internal processes.
·      Ensure, in close coordination with Program Manager, that program funds are made available when needed, and are disbursed properly in a timely fashion following IDLO procedures;
·      Monitor expenditures, and advise Program Manager regularly whether expenditures are in accordance with the program document and/or existing program work plans;
·      Ensure accounting records and supporting documents are properly kept and required financial reports are prepared, with appropriate analysis of expenditures and issues in disbursement;
·      Ensure financial operations are transparent and comply with IDLO financial procedures/ regulations;
·      Develop and implement, in close coordination with Program Manager, monitoring and evaluation (M&E) mechanism for the program’s financial activities; Ensure monitoring, evaluation and audits are undertaken as per IDLO standards & guidelines;
·      Prepare program financial progress reports against set targets and indicators, with an analysis of evidence of progress towards budgets;
·      Where needed provide coaching, guidance and feedback to implementing partners to ensure proper financial management of sub-projects;
  • Keep the Program Manager updated regularly on developments and challenges in the financial reporting and implementation of the projects.

IDEAL CANDIDATE PROFILE
Education
·         Undergraduate degree in business, finance, or related field is required.
·         Professional accounting qualifications would be beneficial.
 
Work Experience
·         Minimum of 5 years of experience in the field of accounting and financial management preferably within international organizations or private /public organization with donor funded programs;
·         Experience working with complex, multi-partner projects highly desirable.
 
Languages
·         Fluency in English and Bahasa Indonesia is required.
 
Specific knowledge, skills and competencies
  • Significant experience with accounting system management; a relevant course successfully completed is an advantage.
·         Knowledge of administrative procedures of an international development agency is an additional asset;
·         Experience in working with an international/interdisciplinary team.
·         Competency with financial data systems and spreadsheet processes;
·         Ability to handle a large volume of work in an effective and timely manner;
·         Proven ability to see through tasks set and deliver results;
·         Proven ability to develop and foster productive working relationships across a globally based organization;
·         Very good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software;
·         Excellent written and verbal communication skills.

o Experience in using financial databases, spreadsheets and processes, including book keeping and record keeping
o Hard working and attention to detail is essential.
o Good knowledge of the internet, web-functionality, Microsoft Office, Email software. 
o Excellent organizational, communication, and interpersonal skills.
o Fluency in Bahasa Indonesia and proficiency in written and oral English required. 
o Well-organized, tidy and trustworthy person, methodical in his/her approach to the office environment and financial management of the programme.
o Ability to work flexibly and tight deadlines.
