Accountabilities: Under the overall guidance of the Country Director and direct supervision of the Head of Business Services, the incumbent will undertake the following duties and responsibilities:

1. Support HR operational activities or projects that are aligned to business needs, following standard processes and ensuring alignment with wider WFP policies.
2. Respond to queries from managers and staff, understanding their issues and ensuring policies, procedures, processes, systems and tools are available and correctly applied to support them.
3. Contribute to the effective management of the employment relationship between WFP and its staff, by administering conditions of service, contracts and appropriate entitlements.
4. Support staff capability building, working with managers to understand individual skills and business requirements, and organizing development solutions which equip people with the skills and knowledge required to meet current and future challenges.
5. Support and deliver onboarding activities to ensure new employees have a positive experience of WFP, and are successfully integrated into their new role and the organization.
6. Provide support in building talent within WFP, working with managers to understand their needs and organizing solutions to recruit, retain and develop a high caliber workforce to deliver the business strategy.
7. Support for organizational design activities that enable senior management to define and organize structures and jobs, and allocate people to the right places in order to improve efficiency.
8. Collate data and contribute to preparation of accurate and timely reporting, supporting a WFP wide view of HR activities that enables informed decision-making and consistent information for stakeholders.
9. Conduct straight forward data analysis under close guidance of a senior HR Officer, in order to support others on projects or contribute to process efficiencies and improvements.
10. Other as required.

Qualifications and Experiences:
Education: Advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology or other relevant field, or First University degree with additional years of related work experience or trainings/courses.

Experience: At least one or more years of postgraduate professional experience in Human Resources with and interest in international humanitarian development.

Knowledge and Skills:
·         Knowledge of HR best practices, techniques and processes with some understanding of the basic theoretical background.
·         Ability to support more junior and/or less experienced members of the team.
·         Basic analytical ability to compile, maintain and analyze data, prepare reports and draw initial conclusions in support of work carried out by another officer; skills in developing sources for data collection.
·         Good communication skills required to give and receive information and work with a variety of individuals.
·         Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.

Language: Fluency in both oral and written English and Bahasa Indonesia.

Overall Task

·         Ensure personal data employees to MIS is updated
·         Supporting and handling staff recruitment process and documentary support. Ensure usage and approval of relevant authorization forms; this is included but not limited to apprentice and consultant.
·         Plan and Conduct staff induction and dissemination of Personnel Manual to all staff
·         Liaison with local government offices on matters related to labour law, industrial relations and government regulations

Position Purpose 

Reporting to the Senior Project Manager, the Human Resource (HR) Officer is responsible for ensuring high quality HR recruitment, hiring and human resource management processes that are compliant with donor, Indonesian law and Pact standards and regulations. The HR Officer works closely with other admin team members in carrying out her/his responsibilities. 

Key Responsibilities 
• Manage job advertisements and ensure applications are well received.
• Pre-screen applications for shortlist and manage interview process.
• Ensure staff and consultant contracts are in compliance with Government of Indonesia and Pact requirements
• Manage and update staff on employee benefits, keeping them fully informed of any updates or changes to benefit packages. 
• Update personnel records including contracts, annual leave, sickness and benefits. 
• Ensure employment filing systems are complete and fully compliant to Pact policies.
• Assist in coordinating orientation for all personnel with respect to human resource and administrative process and procedures.
• Coordinate with the Senior Project Manager and Pact DC to set up the framework of staff recruitment, selection and staff development planning. 
• Coordinate with the Chief of Party and Senior Project Manager to conduct salary and benefits survey as needed.
• Assist in updating position descriptions as needed. 
• Draft and prepare employment contracts. 

Basic Requirements 

• BA and at least 4 years of relevant experience (or equivalent).
• Experience supporting international donor-funded programs, particularly USAID-funded contracts.
• Strong skills in management and coordination of multiple activities and teams. Able to multi-task.
• Excellent communication (written and verbal) and cross cultural skills.
• Highly motivated with strong attention to detail.
• Excellent oral and written communication skills; fluency in Bahasa Indonesian and English.

Preferred Qualifications 

• Knowledge of USAID rules and regulations as related to contracts and cooperative agreements; working knowledge of OMB Circulars.

Functional context
The Human Resources Officer, in close coordination with Hivos South East Asia Regional Director, Operations Manager and the Management Team, provides support to develop and puts into practice the overall HRM strategy, policies and procedures, and deliver suitable HR solutions that lead to organizational success. The HR Officer ensures that the organization vision, mission, values and targets are communicated clearly to all employees, providing them with all the information they need to synchronize their actions with the organizations objectives. The position will be responsible for certain decision making in day to day management of the HR operations.
The incumbent will be expected to adhere to system and processes for smooth functioning of various facets of HR. S/he will be helping in effective execution of  all the HR activities  like recruitment, orientation and induction, performance management, staff development and training and compensation management.
S/he, in close coordination with Operations Manager, supports senior and mid-level management in managing all processes and interactions to develop, attract, retain and enhance performance without sacrificing compliance with Hivos South East Asia policies, systems and procedures in all areas of human resources. The HRO also manages internal and outsourced processes for staff and oversee alignment with head office and other regional offices. S/he manages external service providers in the HR domain.

Roles and responsibilities:
  1. Implement, and as necessary propose revisions to, the HR policy and procedures for national staff to ensure compliance with local labour laws, and to ensure these are clearly understood by staff.
  2. Lead the recruitment process and induction for new staff, and manage contract extensions for existing staff.
  3. Maintain oversight to ensure the proper, legal and efficient administration of payroll, allowances and taxation calculations, and of the leave register.
  4. Support senior management to plan HR requirements including rationalizing and resizing current positions where necessary.
  5. Provide support on review salary scales and advise on COLA as required, work together with survey agency and/or other organizations for salary review.
  6. Support managers to undertake performance appraisals and to manage disciplinary and other issues relating to their direct reports.
  7. Provide support to develop a professional development plan based on needs identified from the performance appraisal process.
  8. Provide leadership and advice on employee relations and manage the staff grievance system and disciplinary proceedings.
  9. Ensure proper maintenance and confidentiality of personnel files and provide an updated record regularly.
  10. Maintain current staffing lists and organizational charts.
  11. Promote an equal employment opportunity environment in relation to gender and diversity.
  12. Build networks with other HR professionals to maintain currency in professional HR practices and legislation.
  13. Provide HR report on regular basis.

  • Relevant higher professional education/academic level of working and thinking.

CIFOR is looking for a Human Resources Officer for Contracts Administration

The Human Resources Officer for Contracts Administration will provide leadership for contracts administration, compliance and management of the database and all associated files. The Officer will also contribute to the development and implementation of best practices in human resources management consistent with CIFOR’s values and aspiration as en employer. 

Duties and responsibilities

1. Manage and coordinate the contract management of CIFOR staff and partners/consultants and ensure compliance with CGIAR’s requirements regarding the procurement of services, including:

1.1 Contract development and administration, tracking and analysis as well as communication regarding performance and contract compliance.
1.2 Develop and maintain up-to-date commonly used contractual agreements for partners/consultants and staff positions.
1.3 Prepare timely contractual agreements for partners/consultants, monitor and follow up contracts with the parties concerned.
1.4 In consultation with other members of the HR team and/or HR Director, review and make recommendations on modifications, extensions and contract closeout documents, including but not limited to, partners’/consultants’ fees to ensure the consistency in the delivery of compensation packages.
1.5 Prepare letters of offer for all staff positions - national, regional and international staff.
1.6 Provide advice on the contractual rights and obligations of staff and consultants.
1.7 Act as a liaison between CIFOR and staff/consultants.
1.8 Negotiate contracts with identified candidates.
1.9 Uphold the internal policies and processes regarding contract management and use by examining the viability of each contract and making the necessary recommendations for revisions as best indicated for efficiency and productivity metrics.
1.10 Monitor the contract management system and HR4U database in coordination with the administrators to ensure up-to-date and well-documented contracts and partners’/consultants’ records on file.

2. Provide general oversight for the processing of visa and work permits for the expatriate staff/partners and consultants, including:

1.1 Liaise with internal units, external parties and relevant government offices for visa and work permit arrangements.
1.2 Ensure that all requisite permits (accreditation, visa, exit permit, stay permit and other licenses) are processed appropriately in a timely manner.

3. Contribute to the development of human resources policies, systems and practices, including:

1.1 Draft and write relevant documents as required by the HR Director
1.2 Liaise with staff representatives and/or internal units

4. Lead or participate in at least one (1) HR project which directly contributes to the attainment of CIFOR’s mission and goals.

Requirements

Education, experience and technical skills
• Bachelor’s degree or equivalent in human resources management, business administration or related studies with at least five (5) years work experience in a similar position
• Extensive knowledge in contract administration and visa/work permit processing for expatriates
• Knowledge and expertise on laws governing contract drafting and management is a must and the ability to discuss the legal aspects of contracts in a timely and professional fashion is an advantage
• Excellent spoken and written English and Bahasa Indonesia

Personal competencies
• Above-average customer support skills, ensuring internal and external client relations are running smoothly when it comes to contract drafts and negotiations
• Good decision-making skills demonstrated by the ability to resolve conflicts or infringements arising from existing contracts
• Excellent management and interpersonal skills with an ability to work as an individual contributor as well as a team player
• Ability to effectively work in coordination with managers within the organizational hierarchy to analyze sourcing and contracting strategies.

Terms and conditions
