Knowledge Sector Initiative

The Knowledge Sector Initiative (KSI) is a joint program between the Australian Government (Department of Foreign Affair and Trade - DFAT) and Bappenas (The National Planning Agency) to improve the quality of public policies in Indonesia through the use of research, analysis and evidence.  The program, projected to be 15 years in duration, began implementation in May 2013.

RTI International as the managing contractor for the Knowledge Sector Initiative (KSI) is in search of highly qualified and experienced candidates to fill the following positions;

1. Information System ( IS ) Programmer – Sistem Informasi TB Terpadu (1 Orang)
a.       Kriteria :
1)      S1 Teknik Informatika/ S1 Ilmu Komputer. Fresh Graduate dipersilahkan untuk melamar.
2)      Menguasai software development berbasis web/ desktop dengan bahasa pemrograman PHP, AJAX, Javascript, XML, dan CSS.
3)      Menguasai software development berbasis database MySQL. Memiliki sertifikasi database merupakan nilai tambah.
4)      Menguasai konsep OOP (Object Oriented Programming).
5)      Berpengalaman membuat aplikasi dengan user cukup banyak dan database berukuranbesar.
6)      Berpengalaman dan menguasai penggunaan framework PHP, Web API merupakan nilaitambah.
7)      Latar belakang mengerjakan Sistem informasi yang berhubungan dengan kesehatan dan Tuberkulosis (TB) merupakan nilai tambah.

b.      Job Description:
1)      Maintenance sistem informasi dan database
2)      Melakukan pengembangan, development, optimasi, ujicoba, dan implementasi sistem
3)      Membuat dan memelihara/ mengupdate dokumentasi teknis atau kode program aplikasi
4)      Melakukan instalasi/ development dan troubleshooting kelokasi client
5)      Memastikan performa aplikasi berjalan dengan baik
6)      Memberikan rekomendasi tentang teknologi terbaru/ konsep baru dalam pengembangan aplikasi

PRIORITAS is a five year USAID-funded project designed to improve access to quality education for children in Indonesia. USAID PRIORITAS is part of a cooperative agreement between the Governments of the United States of America and the Republic of Indonesia. The project will work closely with national and local partners to : Improve the quality and relevance of teaching and learning in schools ; Develop better management and governance in schools and districts ; Support better coordination within and between schools, teacher training institutions and government at all levels. USAID PRIORITAS will work across 60 partner districts in Aceh, North Sumatra, Banten, West Java, Central Java, East Java, South Sulawesi and Papua.
 
RTI is seeking for IT Manager for our RTI PRORITAS Project based in Jakarta, Indonesia. 
 
 
Job Summary:
 
The IT Manager is responsible for the IT needs of all offices under the specific contract, including system installations, maintenance, support and technical consultations to end-users. She/he is responsible for ensuring that standards set by the RTI IT Home Office are followed and that the most efficient and effective IT solutions are applied. 
 
Responsibilities of the IT Manager also include maintaining the LANs (Local Area Network) at National Office as well as the provincial offices. She/he needs to manage systems and support staff located at Jakarta National Office and project offices located throughout Indonesia in coordination with IT Specialists. The IT Manager will supervise, manage and oversee the working of IT Specialist on each provincial office for any IT infrastructure related matters.
 
She/he must also ensure that proper backup, antivirus and disaster recovery procedure are implemented and that end-users have access to shared files, wireless access, printers and emails. She/he will coordinate and report to the RTI ITS Asia Pacific Regional Manager to ensure compliance to the RTI IT guidelines and regulations.
 
 
Essential Duties and Responsibilities:
 
  1. Install and maintain network infrastructure including ISP, router, Wireless Access Point, Ethernet switches/hubs, printers, faxes, etc.
  2. Install and maintain Wide Area Network connectivity (internet connection and services, device configuration and maintenance) in the National office as well as provincial offices
  3. Install and maintain Project Servers, both in Jakarta National Office and each provincial office
    1. Ensure Windows Server and other software are maintained and that patches are promptly applied.
    2. Ensure anti-virus signature file is kept current
    3. Ensure information is backed up and maintained in accordance with RTI policies and procedures
    4. Maintain spare parts and perform hardware repairs and restoration
  4. Perform IT Support
    1. Ensure Windows and other software is maintained and that patches are promptly applied
    2. Ensure McAfee anti-virus software is installed and both the engine and signature files are kept current
    3. Ensure information is backed up and maintained in accordance with RTI Policies and Procedures
    4. Ensure that only licensed software is installed on each of end-user’s computer
    5. Provide user support on hardware, networking and software related issues.
    6. Configure and troubleshoot laptops/desktops/printers/other shared devices problems
  5. Evaluate IT products/services whenever required
  6. Ensure compliance with RTI Information Security policies, procedures and standards
  7. Maintain voice communications – small PABX systems and conference room system
  8. Supervise and work together with the IT Specialists to ensure the smooth operation of IT infrastructure at provincial offices
 
Minimum Required Qualifications:
 
-          Education: Bachelor degree in Computer Science/Engineering
-          Minimum of 6 years experiencing in installing/supporting/maintaining a wide range of IT infrastructure systems (Windows Servers, Windows PCs, Mac OSX, Backups, Printers, Scanners, Voice, Recorders, etc.) in multiple locations
-          PC, Macbook & Server support experience
-          Experience or basic knowledge of Windows Server 2008, MS Office 2010/2013, Win 7 Pro, Mac OSX  and McAfee anti-virus
-          Good work ethic and strong desire to complete tasks in a timely manner as directed
-          Excellent written and oral communication skills
-          Proficient in English
-          Work well independently and in a team environment

Specific Tasks: 
·            To provide support – in matters related to IT infrastructure and systems – to RTI Regional office and project offices in Indonesia which do not have a permanent IT staff, including on share internet access, network devices, file/database server, backup systems and other IT-related support tasks
 
·            To maintain Project servers at offices which do not have a permanent IT staff:
        To ensure Windows Server and other softwares are maintained and that patches are promptly applied on all servers
        To ensure that both the engine and signature files are kept up-to-date
        To ensure information is backed up and maintained in accordance with RTI policies and procedures
        To maintain spare parts and carry out hardware repairs and restoration
 
·            To provide support in matters related to PC software and its peripherals (Win XP Pro, Win 7 Pro, Microsoft Office 2010, McAfee antivirus, Checkpoint Pointsec, etc) including:
        To ensure Windows and other softwares are maintained and that patches are promptly applied on all computers.
        To ensure the anti-virus software is installed and that both the engine and signature files, are kept up-to-date
        To ensure information is backed up and maintained in accordance with RTI policies and procedures.
        To provide user support on hardware-, networking- and software-related issues.
 
·            To install and manage the configuring and troubleshooting of laptops / desktops / printers / scanners.
 
·            To serve as the first port-of-call for the maintaining of network infrastructure including ISP, router and ethernet switches for RTI regional office and project offices in Indonesia which do not have a permanent IT staff.
 
·            To coordinate with the Administration Unit of RTI regional office for IT Inventory Management and for conducting physical checks on a regular basis.
 
Required Qualifications:
  • Education: Completion of a Bachelor’s Degree from an accredited university (or its equivalent) in computer science, computer engineering, information technology or other related field
 
  • Work Experience:
       At least 3 years of experience in supporting a wide range of IT infrastructure systems in multiple locations
       Prior experience working on USAID- or AUSAID-funded programs or other international organizations  in a senior-level IT support capacity would be an added advantage
       Skills/ Competencies:
       Strong PC and Server support experience
       Demonstrated experience in or basic knowledge of Windows Server 2008, MS Office 2007/2010, Win 7 Pro and McAfee anti-virus
       Good work ethics and strong desire to complete tasks in a timely manner as directed
       Ability to work in a team environment
       Ability to work effectively with minimal supervision
       A customer service oriented individual
       Ability to work well under pressure
       Tact and discretion in dealing with confidential matters
       Show willingness to keep abreast of available technology or to learn new technology; while at the same time understand applicability and limitations of technology to the work of the office
