USAID-APIK


USAID-APIK IT Specialist position opening: 
IT Specialist

Background
DAI seeks an Information Technology (IT) Specialist for a 5-year, $19 million USAID funded “Adaptasi Perubahan Iklim dan Ketangguhan (APIK)” Project. The purpose of APIK is to support the Government of Indonesia to strengthen climate and disaster resilience, working in an integrated manner from the national level down to the community level. APIK will help to mainstream climate change adaptation and disaster risk reduction into national and sub-national governance frameworks, build the capacity of local communities and the private sector to address climate change and weather-related natural hazards, and support the use of information for climate and disaster risk management among key stakeholders.

The IT Specialist will be based in Jakarta but will travel to APIK regional offices to set up and deconstruct local area network.  S/he will also travel to the regional offices trouble shoot when required.  

Summary of Primary Duties 
The Information Technology (IT) Specialist is responsible for the IT needs of the project, including system installations, maintenance, support and technical consultations to clients. S/He is responsible for ensuring that standards set by the DAI home office are followed and project solutions are the most efficient and cost effective. Responsibilities also include assisting in the setup, maintenance and troubleshooting of the LANs (Local Area Networks) at the various project offices.  Responsible for the setup, maintenance and troubleshooting of client computers and peripherals such as printers and scanners. S/He will ensure that proper back up, anti-virus and disaster recovery procedures are identified and followed and that end users have access to shared files, printers and to email. Other duties as assigned from time to time by the Director of Finance and Operations.


Essential Duties
Oversight
•        Oversee the establishment of robust information technology systems throughout project locations, including regular travel to project office sites to oversee the installation, configuration and troubleshooting of individual and networked computer systems.
•        Develop and oversee compliance with written operating guidelines and maintenance schedules.

Support
•        Quickly respond to problems or interruption in network access.
•        Help all APIK Project staff with computer-related problems, requests, or questions.
•        Work with appropriate administrative staff to resolve problems with network connection caused by factors outside the office space.
•        Stay on-call when out of the office to help staff with problems or questions related to the network.
•        Establish strong IT support systems through staff training.
•        Establish regular communication with the Home Office OIMT IT Operations team regarding network, system hardware and software changes/issues/updates and user registration, updates and termination.
•        Train and supervise regional staff on basic server maintenance.
•        Supporting installation, configuration DAI Email on Smartphone (Android, Blackberry, and Apple).
•        Support the communications team to maintenance expire time APIK website to webhosting provider.
•        Support the communications team to upload APIK website content.

Access
•        Coordinate management and upkeep of Information Technology Systems, as well as requesting access or deleting access to project systems.
•        Setup new staff on the active directory and establish Lotus Notes accounts; Remove staff access to the active directory and terminate their lotus notes email account.
•        Maintain email accounts for all staff and confidentiality of all passwords and other restricted information.

Procurement/Inventory Management
•        Where appropriate, work with Administrative Officer to establish agreements with local vendors.
•        Verify the adequacy of power supply, grounding, cabling, telephone line wiring, connectors, and other system infrastructure.
•        Verify the completeness of delivered software, including adequacy of licensing, and ensure that licensing and registration is completed for all project procured software.
•        Maintain tracker of software licenses within project TAMIS.  Maintain copies of licenses and request the purchase of additional licenses from the Home Office Project Coordinator.
•        Maintain warranties for IT related products.

Installation 
•        Install LAN hardware and all procured software, including, but not limited to, the LAN operating system, Windows, Lotus Notes, TAMIS, Microsoft Office and Suite components, antivirus and backup software.   
•        Install network and personal firewalls. 

Uninstallation 
•        Uninstall all software, including, but not limited to, the LAN operating system, Windows, Lotus Notes, TAMIS, Microsoft Office and Suite components, antivirus and backup software back to the original. 
•        Dismantle Local Area Network. 
•        Working with DAI System Administrator on cleaning the data of the server and create the back up for HO record.   

Maintenance
•        Ensure that all IT systems are well-protected against viruses, power supply fluctuations and other threats to the systems.
•        Properly maintain all computer and multimedia equipment in the APIK project office.
•        Ensure the safety of the server and other equipment in the computer room by locking the door at the end of each day.
•        As required, verify the completeness and functionality of delivered computers, hubs and switches, modems, UPS machines, printers, scanners, and other hardware accessories, and take remedial replacement or repair action if needed.

Backup 
•        Back up project servers with a frequency as determined by the DAI/W Systems Administrator.
•        Remove backup tapes from server and store in a secure location.
•        Backup all project electronic records and clean equipment prior to disposing to other partners.
Qualifications 
·        At least 3-5 years of experience in related field
·        4 year Diploma received 
·        PC and Server support experience, especially with Windows Server & Windows Client operating systems
·        LAN, WAN and VSAT knowledge and experience
·        MS applications, MS Office, MS Project
·        Common client applications such as Adobe Acrobat
·        Basic IT troubleshooting skills and experience
·        Experience or basic knowledge of Lotus Notes Client Administration, and replication within a WAN preferred
·        VSAT setup and maintenance preferred
·        Cisco administrative experience preferred
·        Good working knowledge of English

Specific Tasks: 
·            To provide support – in matters related to IT infrastructure and systems – to RTI Indo regional office and project offices in Indonesia which do not have a permanent IT staff, including on share internet access, network devices, file/database server, backup systems and other IT-related support tasks
 
·            To maintain Project servers at offices which do not have a permanent IT staff:
         To ensure Windows Server and other softwares are maintained and that patches are promptly applied on all servers
         To ensure that both the engine and signature files are kept up-to-date
         To ensure information is backed up and maintained in accordance with RTI policies and procedures
         To maintain spare parts and carry out hardware repairs and restoration
 
·            To provide support in matters related to PC software and its peripherals (Win XP Pro, Win 7 Pro, Microsoft Office 2010, McAfee antivirus, Checkpoint Pointsec, etc) including:
         To ensure Windows and other softwares are maintained and that patches are promptly applied on all computers.
         To ensure the anti-virus software is installed and that both the engine and signature files, are kept up-to-date
         To ensure information is backed up and maintained in accordance with RTI policies and procedures.
         To provide user support on hardware-, networking- and software-related issues.
 
·            To install and manage the configuring and troubleshooting of laptops / desktops / printers / scanners.
 
·            To serve as the first port-of-call for the maintaining of network infrastructure including ISP, router and ethernet switches for RTI Indo regional office and project offices in Indonesia which do not have a permanent IT staff.
 
·            To coordinate with the Administration Unit of RTI Indo regional office for IT Inventory Management and for conducting physical checks on a regular basis.
 
Required Qualifications:
  • Education: Completion of a Bachelor’s Degree from an accredited university (or its equivalent) in computer science, computer engineering, information technology or other related field
 
  • Work Experience:
       At least 3 years of experience in supporting a wide range of IT infrastructure systems in multiple locations
       Prior experience working on USAID- or AUSAID-funded programs or other international organizations  in a senior-level IT support capacity would be an added advantage
       Skills/ Competencies:
       Strong PC and Server support experience
       Demonstrated experience in or basic knowledge of Windows Server 2008, MS Office 2007/2010, Win 7 Pro and McAfee anti-virus
       Good work ethics and strong desire to complete tasks in a timely manner as directed
       Ability to work in a team environment
       Ability to work effectively with minimal supervision
       A customer service oriented individual
       Ability to work well under pressure
       Tact and discretion in dealing with confidential matters
       Show willingness to keep abreast of available technology or to learn new technology; while at the same time understand applicability and limitations of technology to the work of the office
  • Language: Excellent verbal and written communications skills in English and Bahasa Indonesia
