Helen Keller International (HKI) is an international nongovernmental organization whose mission is to save the sight and lives of the most vulnerable and disadvantaged by combating the causes and consequences of blindness and malnutrition. We do this by establishing programs based on evidence and research in vision, health and nutrition. Established in 1915, HKI maintains its Headquarters in New York City, with Regional Offices in Senegal and Phnom Penh to support 22 country offices in Africa and Asia. 
Since the 1970s, HKIIndonesia has been working to establish sustainable evidencebased approaches to enhance health and nutrition, improve education for the disabled, and expand access to eye health services for Indonesians, particularly women and children. HKI-Indonesia’s programs are integrated at all levels of the government health and education structures by helping to develop its human resources and infrastructure, conduct needs assessments, analyze local context to inform program design and implementation, train personnel, provide basic equipment and medicines, deliver services if needed, and monitor program progress and evaluate program impact.
We are currently seeking an Operations Officer who will be responsible for serving as the focal point for procurement within the office and supporting on other key administrative and operational activities.

Overall responsibilities

 
The Operations Officer will assist HKI-Indonesia’s staff as they support our three technical areas in nutrition, eye health, and education for children with disabilities.  In addition, the Operations Officer will serve as the focal point on all Procurement issues for the Jakarta office and field offices in other cities.  Finally, under the direction of the Senior Operations Coordinator, the Operations Officer will provide administrative support for our office.
 

Specific responsibilities

  • Manage all HKI-Indonesia procurements with assistance from program staff when necessary;
  • Maintain the inventory database to ensure that all eligible materials are appropriately tracked;
  • Maintain vendor lists;
  • Serve as the focal point for travel arrangements;
  • Serve as the focal point for Jakarta-based transportation;
  • Manage documentation for office vehicles;
  • Support the maintenance for the Jakarta office;
  • Provide support to field-based administrative and operations teams;
  • Liaise with government offices for registration and tracking of documents
  • Ensure the appropriate management of all important communications to external partners and other HKI offices worldwide;
  • Other duties as assigned.

Expected qualifications:

  • Degree in a relevant field including management, administration, law, social sciences, psychology, or business;
  • Minimum three years of experience in procurement and administration;
  • Experience working with nongovernmental organizations is an asset;
  • Capacity to be self-reliant, results oriented, and manage multiple deadlines;
  • Energetic, flexible, collaborative, and proactive; a team player who can positively and productively impact both strategic and tactical initiatives;
  • Ensure appropriate confidentiality for internal documents;
  • Exceptional written, oral, interpersonal, and presentation skills in Bahasa Indonesian;
  • Proficiency in verbal and written English;
  • Demonstrated ability to convey messages through clear and concise writing; and
  • Ability to travel domestically on short notice.

THE POSITION

As an Operations Officer (Accounting), the position will support the project teams with budget administration, monitoring and financial reporting to donors in close collaboration with the Accounting Officer, Analyst, Procurement and Logistics department. In addition, you will assist the finance team in monthly and yearly closing procedures and during the audit process.

REQUIREMENTS

  • Indonesian national with a Degree in a relevant discipline.
  • Minimum four years of work experience in accounting
  • Brevet A and Brevet B certified 
  • Excellent knowledge of accounting principles and taxation for not-for-profit context is preferred but not mandatory.
  • Experience with accounting software and willingness to learn Quickbooks
  • Experience with preparing financial reports using advanced spreadsheet skills.
  • Good analytical skills
  • Positive attitude, hard-working, reliable, motivated, and passionate about social impact.
  • Ability to work in a multicultural environment and to communicate in English
  • Ability to perform to a high level under limited supervision.
  • Fully computer literate

RESPONSIBILITIES

  • Enters all financial transactions in the accounting system in accordance with the accounting standards
  • Maintains supporting documentation for all transactions
  • Prepares and monitors invoicing and payments to client and payment to vendor, also prepares the payroll process
  • monitors travel advances to staff and their timely liquidation
  • prepares tax reports and ensures all payments and reportings are done timely, accurately and in accordance with the Indonesian taxation standards
  • prepares comprehensive monthly, quarterly and annual financial reporting to 
  • prepares annual budgeting and assists teams in managing and evaluating their financial performance.

We are currently looking for a talented and motivated Operations Officer (Contracts & Procurement) to work with our team on our micro-small enterprise (MSE) technology distribution network. Kopernik provides technologies on consignment to MSEs and provides a suite of training and support to help them succeed. MSEs are (mainly) female and male entrepreneurs that sell life-changing technologies, such as water filters, cookstoves and solar lights within their communities, earning a margin from each sale.  Many of the locations where MSEs are based are remote with little or no access to telecommunications or internet.
The role is responsible for effective recording and reporting of procurement, shipping and warehouse activities across several islands in Indonesia and contract development. You will work closely with the Senior Operations Officer (Logistics); field and program staff to ensure inventory is managed and replenished on a timely basis. You will also manage other procurement activities required by program teams. This position covers the administration and finance aspects of procurement activities.
The position requires someone innovative with ability to multi-task in areas like contract management. inventory management, finance management and people management. You are willing to work with and learn new skills from a diverse team of professionals. The position offers potential for career growth.

  • Relevant university degree (finance, logistics, business administration)

Higher Education and Leadership Management Project (HELM)

Chemonics International Inc. seeks qualified Indonesian personnel for the USAID Higher Education Leadership and Management (HELM) project in Indonesia. Position is noted below the project background description.

Project Background:
The USAID/HELM project was awarded to Chemonics International on November 28, 2011. Chemonics implementsHELM with support from partners: the Indiana University Alliance; JBS International Inc., Aguirre Division; and the University of Kentucky (UKY). The five year project was designed to support Indonesia’s Higher Education (HE) sector in increasing its quality and relevance through improved focus on administration and management capacity. In partnership with the Ministry of Education and Culture (MoEC) and the Directorate General of Higher Education (DIKTI), HELM provides technical assistance, training, and additional support to strengthen the leadership capacityand increase effectiveness in the following four core management areas:
·         General Administration and Leadership
·         Financial Management
·         Quality assurance
·         Collaboration with external stakeholders

HELM works in close collaboration with DIKTI and, by Year 3, partners with 50 Indonesian Higher Education Institutions (HEI). The project is designed to address the USAID Education sub-intermediate result, “increasedmanagement capacity of Indonesian Higher Education Institutions” which contributes to the intermediate result “improved quality of higher education” under the over-arching assistance objective: “students better prepared for success in learning and work.”

TITLE: OPERATIONS OFFICER

Specific Tasks:
  1. To provide assistance in the organization of meetings, managing schedule, providing logistics support, preparing the agenda and materials, and documentation requirements for meetings. 
  2. To handle minute of meetings & reports and acting as interpreter and translator if needed.
  3. To assist the Operations Associate in providing day-to-day administration, including maintain partial HR files specifically in relation with health insurance files and accrual of annual leave and sick leave.
  4. To assist the Operations Associate in managing recruitment process, including advertisement, organizing interview.
  5. To assist the Operations Associate in managing COP residence monthly maintenance issues.
  6. To cover receptionist duties as required in the absence of Administrative Assistant.
  7. To work closely with the Administrative Assistant in providing logistics support in terms of stationery checking, working with contact person of provider to ensure all billings are correct prior to submission to Finance unit and performing other internal activities under the guidance of the Operations Associate.
  8. To supervise the work of the Driver of Jakarta Office, including managing project driver’s schedule, to perform review on car logs as required for completeness and compliance with regulations and to perform expenses verification to driver’s advances.
  9. To assist the Operations Associate in safety and security portal and to perform periodic checking on first aid in the office and car.
  10. To maintain hard copy of administrative files to ensure compliance with HELM operations documentation requirements and maintain electronic filing system as to follow Chemonics file index rules.
  11. To perform other tasks as assigned by the Operations Associate or his/her designee.
Supervision and Reporting:
The Operations Officer will report directly to the Operations Associate. He/She will prepare regular progress reports that demonstrate the status of assigned tasks and activities, as well as other reports as required.

Duration of Assignment:
This is a long-term, full-time position with an annual approved level of effort of no more than 260 days for each project year. The employment agreement will be renewed on an annual basis following a positive performance evaluation. The HELM project began on November 28, 2011 and ends on November 30, 2016.

Job Qualifications:
1.       Minimum Bachelor Degree in relevant field is required.
2.       Minimum 5 years administrative, human resources, procurement experience required. USAID or other international donor experience preferred.
3.       Experience in handling sensitive and confidentiality matter is a must.
4.       Good analytical skills and attention to detail.
5.       Proof of highly developed English communication skills both written and verbal required.
6.       Ability to use Microsoft Office applications including MS Word, PowerPoint, Excel, and Outlook.
