BRIEF
SOS Children’s Villages Indonesia is a part of SOS-Kinderdorf International which is an international umbrella organization of national associations. It is a non-governmental, non-political, non-denominational and non-profit social development organization, working exclusively in the public interest. Its objectives are:
-          To provide specialist care and support for orphaned and abandoned children through the SOS Children’s Villages.
-          To support children, young persons and families in need through the establishment of social centers, schools and vocational training centers.
-          To advocate and promote the rights of children throughout the world.
-          To work with international organizations, and promote world-wide understanding and exchange of knowledge on child care issues.

JOB PROFILE
  1. Provide support and coordinate the management of human resources from the recruitment process (identification of recruitment needs, job advertising, selection and administration, interviews, psychological test administration and reporting psychological test); orientationintegration (support mothers to fulfill the role and skills requirements); development (develope the competencies of the mothers) and pensions(prepare pensions for mothers and prepare another mother who will be replace at least one year earlier); as well as HR administration documents (status of the mother, leave, etc.) to the Village Director and Department HROD so the management of human resources for the position of mother can run optimally
  2. Mentoring mothers on child and family issues, personal development and relationships within the work environment to support them in their role as mothers optimally
  3. Assist Village Director to plan, monitor and evaluate work plan (Family Development Discussion) together with the mother so that the mother can work effectively and efficiently
  4. Responsible for the production of bulletins in the area of responsibility so that all information can be disseminated and relationships the mothers of some of the village can be established optimally
  5. Provide and coordinate assistance to children regarding developmental disabilities, psychological etc. to help the mother to perform its role optimally
  6. Expand the network to other institutions that have the same focus with SOS effectively (other NGO, local communities, government etc)

MINIMUM QUALIFICATIONS
1.      Max 40 years old
2.      Min degree in Psychology (Psychologist will be prioritized)
3.      Min 3 years experience in field of counselling and dealing with group dynamics (experience in  NGO is advantage)
4.      Have skills in terms of recruitment, the intervention group (such as training, etc.), coaching, mentoring,
5.      Master in english written and verbal
6.      Has the ability to write articles
7.      Humble, dynamic, adaptive, flexible, communicative, persuasive and have good interpersonal relationships
8.      Ready to travel

II. Organizational Context and Scope
Under the direct supervision of the Head of Sub-Office / Operations Officer in Medan, in close coordination with Psychosocial Support Coordinator in Jakarta for technical guidance and under overall supervision of Deputy Chief of Mission, the incumbent will be responsible for the development, implementation and oversight of a mental health support system for migrant populations in the regional designated area.
 

III. Responsibilities and Accountabilities
1.  Establish mechanisms for standardized delivery of Psychosocial support services based on conceptual framework and programme components for Psychosocial support services  within the irregular migrant’s programme in Medan and Pekanbaru including any other locations in Sumatra in coordination with HoO Medan and Psychosocial Support Coordinator.
2.  Work collaboratively with relevant local authorities, medical and other staff to address a variety of mental health, chemical health, social health, and other related concerns through: assessing the staff skill levels; facilitating for trainings were necessary; establishing close links with existing local systems with an orientation of system strengthening; and improving IOM’s  capacity in responding to the beneficiaries needs by establishing linkages with professional networks on psychosocial and mental health domain.
 
3.  Establishing a system on data gathering and reporting on a periodic basis on the interventions undertaken by the social work teams in the field with clear and concise recommendations for staff concerned in meeting the objectives described in the conceptual frame work for Psychosocial support Services and disseminate to HoO Medan, Psychosocial support Coordinator and the Senior Migration Health Advisor on a monthly basis
4.  Undertake periodic assessments to review: procedures; information management practices; ethics; staff performance and consistency of service delivery and make recommendations to the relevant programme managers on ongoing program development, risk management and evaluation. 
5.  Streamline mental health services with other support services provided by IOM migration health system resulting in a program that covers and addresses the needs of all gender and age categories of the target group.
6.  Establish a recordable system for:  assessing the individual’s mental health and psychosocial needs; case management and record keeping system of beneficiaries; and a monitoring and evaluation of services provided with the aim of adapting and improving programme interventions.
7.   Assess psychosocial and protection needs and identify problems/gaps, risk and vulnerabilities, including those related to gender and age. Propose prioritised initiatives to reduce these risks and increase the resilience capacity within the IMs communities in detention and community settings in regional designated areas.
8.  Implementation of psychological supports where needed, possible and appropriate in a scheduled manner including group counselling sessions and psycho-education activities in addressing the identified psychosocial and related mental health issues. 
9.  Establish a referral network and mechanisms for referring migrants with potential mental/psychosocial health problems or any other general health issues to the appropriate health care service providers in the area. 
10.   Design and facilitate delivery of periodic educational programs and services to the relevant actors involved in the programme on issues related to the promotion of psychosocial support and mental health, and the understanding, management and treatment of mental illness to facilitate appropriate individual responses to beneficiary needs and reinforcement for established procedures
11.   Perform such other duties as may be assigned.

V. Education and Experience 
a)  University degree in psychology, social science, or degree in psychiatric nursing and registered to practice in clinical psychology discipline in Indonesia. 
b) At least six years of working experience with minimum three years of clinical work experience, of which minimal five to several years of experience working in community based programmes or camp settings. 
c) Experience in provision of community based training activities.
