The Accountant performs a variety of routine and non-routine accounting related works and  is responsible for thorough verification of among others account payables, preparing vendor payments, processing expense reports/claims, banking transactions which include bank reconciliation, act as petty cash holder, prepares journal entries and preparing and/or reviewing general ledger transactions to insure accuracy of TNC’s IP financial reports.  The Accountant is expected to provide valid, relevant and accurate financial and operating information on timely basis to support the Accounting Operations Manager in decision making and controlling the overall performance of the TNC-IP financial reporting. S/he is responsible for expeditiously and courteously responding to, routing, or resolving inquiries and requests from internal and/or external customers.

The Accountant reports to the Accounting Operations Manager and is based in Jakarta.

Qualifications:
·         At least Associate's Degree in Accounting or related field and 3 years' related work experience or equivalent combination.
·         Exposure to basic principles of accounting/finance.
·         Experience using automated and electronic accounting systems.
·         Strong attention to detail, accuracy in work product.
·         Good problem-solving skills.
·         Good verbal and written communication skills in Bahasa Indonesia and English.
·         Experience applying organizational skills, including establishing priorities and meeting deadlines.

PURPOSE OF POSITION :
·        Provides leadership for all financial and grant management activities and ensure that the financial reports are compliance with MDPI’s financial, accounting system and help to prepare budgeting.
·        To provide management information system based on financial data such as monthly financial report, tax report, donor report, and ensure that all financial activities are compliance with Government’s guidelines 
·        Review financial paperwork and procedures, provide recommendations and make necessary changes;
·        Produce periodic financial reports and other financial documents for the management of the MDPI Foundation in accordance with the charging code and each budged source.
·        Ensure timely and accurate monthly and year end closure of accounts, including bank reconciliation, and submit reports to the Director as per prescribed deadlines;
·        Assist in designing, implementing, and maintaining audit-compliant internal financial controls and coordinate financial audit;
·        Ensure timely and effective follow up to audit observations and recommendations;
·        Update the financial status of the organization and coordination using email
·        Prepare staff payroll administrations, including benefit.
·        Manage the finance team and ensure a well-functioning department which is capable of meeting the needs of the organization
·        Advise management of the organization on finance issues
Requirements:
·        At least 7 years relevant experience in non-governmental accounts and financial management with ability to manage and complete numerous tasks with a high degree of organization and limited resources
·        Working knowledge of accounting software (Quick Book, E – SPT, Excel & Krishand)
·        Good communication skills and good command in written and spoken English and Bahasa Indonesian.
·        Experience with government tax rules and regulations and experience working in an international NGO is desirable.

Chemonics International

 Accountant/Senior Bookkeeper - Indonesia
Chemonics International Inc. seeks an Accountant or Senior Bookkeeper for the USAID-funded Indonesia Marine and Climate Support (IMACS) project. This project provides technical support for improving key marine and fisheries sector components with the Ministry of Marine Affairs and Fisheries (MMAF), local governments, coastal communities, and the private sector. The project is in its fifth and final year, and will close on September 29, 2015.

This short-term assignment will take place from on/around August 3, 2015 through September 25, 2015, based in the IMACS central Jakarta office.

Specific requirements
The Accountant or Senior Bookkeeper is responsible for all project bookkeeping tasks and financial functions, including supporting the close out of the project. Specifically, the Accountant or Senior Bookkeeper will carry out the following tasks, among others as needs dictate:

·         Receive and process invoices from vendors to ensure timely payment by the project.
·         Prepare documentation for all payment and non-payment transactions (except payment of mobile phones, office telephone and electricity), including but not limited to vouchers, checks, and transfer forms, and ensure appropriate documentation and approvals are obtained.
·         Timely entry and review of encoding of transactions in the Automated Business Accounting Connection System (ABACUS).
·         Maintain the project's accounting files system. Make sure all vouchers are in order, completed properly and have bank slips/copy of checks attached.
·         Maintain the tax files for the project, and are recorded and paid in timely manner.
·         Maintain vendor tracker and accounts receivable.
·         Maintain bank balances up-to-date and reconcile the account on an ongoing basis with a summary report issued on a monthly basis (bank reconciliation).
·         Liaise with the Human Resource Coordinator to review local staff timesheets.
·         Prepare and process payroll, tax withholding, Jamsostek, and all applicable benefits on a timely basis each month for all local staff.
·         Liaise with tax accountants in managing and monitoring project accounts.
·         Assist outside auditors (as necessary) at year end.
·         Explain generally accepted accounting principles, USAID and Chemonics regulations to staff and consultants, as necessary.
·         Comply with all IMACS Project policies and procedures, as outlined in the Field Office Personnel Policy Manual.
·         Comply with all Chemonics and USAID finance rules and regulations, as outlined in the Field Office Guide to Field Accounting and Compliance manual, and other manuals/regulations as necessary.
·         Support project close out and financial and compliance reviews/file audits.
·         Perform other financial duties as needed and/or assigned by the Deputy Chief of Party (DCOP) and/or Chief of Party (COP).

Qualifications
·         Bachelor's degree in Business Administration, Accounting, or relevant field and at least 1-2 years financial management experience with large-scale international projects required; OR in lieu of a bachelor’s degree, at least 3-5 years financial management experience with large-scale international projects required.
·         Experience working with USAID-funded projects, and extensive familiarity with US government generally accepted accounting procedures, preferred.
·         Experience with project close out on large-scale, international donor-funded projects preferred.
·         Familiarity with ABACUS accounting system used by Chemonics International preferred.
·         Fluent Bahasa Indonesia and advanced English required.

Supervisor Cash Accountant
Overall task:
·         The Supervisor Cash Accountant is in charges to ensure proper cash accounting in Regional and District Offices level and submit financial reporting in timely manner in the SCPP Program to Program Accountant
·         The Supervisor Cash Accountant is in charges to ensure proper accounting in-kind from company incorporation with Project Accountant and Finance Manager
·         The Supervisor Cash Accountant is in charges to measure the best practice internal control on the place in both Regions according to SOP Swisscontact
Specific tasks:
a.        Review financial report from Regional and District Offices incorporate with Program Accountant in timely manner in accordance to SCPP Program Manual:
·         Receive bi-weekly accounting data (Transactions Import File - MyCash) Regional/District Offices from RFO/DAFO and review proper account codes and correct arithmetical,  every 17th in the month
·         Receive monthly accounting data (Transactions Import File – MyCash) Regional/District Office from RFO/DAFO and review proper account codes and correct arithmetical, every 2nd in the following month
·         Reviewed report from  respective Regional/District Office will import into MyCash in Main Office of SCPP
·         If report unsatisfied then communicate with RFO/DAFO
b.       Ensure adequate supporting document upon payment voucher from Regional and District Offices and must be file in passion order incorporate with the Program Accountants in Main Office:
·         Ensure all supporting documents upon payment voucher are in accordance to the accounting data received;
·         Ensure all supporting documents upon payment voucher are adequate and approved in accordance to SCPP Program Manual
·         Ensure proper filing of all Regional/District finance documents in a monthly basis
c.        Controlling outstanding cash advance of staff especially the old outstanding (beyond one month) in Regional and District Offices and reporting to Finance Manager and Sr. Finance Manager
d.       Monitor staffs phone usage from Regional/District Office and report the excess limit to HR Unit for Salary deduction in monthly basis
e.       Receive and arrange transfer of monthly money order to Regional and District Offices
f.         Maintain up to date budget VS actual spending for every office in monthly basis incorporation with the Program Accountant and Finance Manager
g.        Measure the best practice internal control on the place in both Regions according to SOP Swisscontact and reporting to Finance Manager and Sr. Finance Manager at least in quarterly basis. Any deviation should report immediately
h.       Checking in-kind monthly financial report from all private company incorporation with the Program Accountant and Finance Manager
i.         Ensure adequate supporting document of in-kind monthly financial report from all private company incorporate with the Project Accountant and in order filing
j.         Prepare monthly summary taxes calculation SCPP incorporation with Finance Manager
k.        Maintain Regional/District Offices bank accounts for any adjustment of signatory, opening new bank accounts, closing bank accounts, including prepares the letter and other required documents to the Bank
l.         Advise Cash Accountant in Main Office when it is needed
m.      Advice RFO and DAFO upon question or any other advice are need and foster good relationship. Moreover, arrange financial workshop if it is necessary
n.       Supporting in semi-annual and annual audit in corporate with Program Accountant
o.       PIC during absence of Project Accountant in Main Office SCPP
p.       Other tasks arise during the course in needed upon requested by Finance Manager, Senior Finance Manager and Program Director.

Key Performance Indicator:
·         Completed Regional & District financial report in timely manner according to Financial Report schedule.
·         Ensure properly charges of Regional & District Office spending according to budget
·         Ensure adequate financial supporting documents in order to measure internal control according to SOP SCPP
·         Encourages RFO & DAFO in order to make reliable Regional/District Office financial report and problem solve
·         Ensure the monthly Tax Summary Calculation SCPP is paid before 8th of the following month and compliance to Tax Regulation
·         Ensure DAFO and RFO had sufficient training in consultation with FM and Sr.FM

Communication, Supervision, and Reporting
Keep good communication and reporting to Finance Manager and Senior Finance Manager for any related work activities.

Workplace
The main workplace is located in the Country Office in Jakarta but flexibility is expected from the employee for tasks to be conducted outside the project office.

Special Arrangement
This job description can be adjusted according to the development and new requirements of the project upon agreement of both parties.

Person Specification
