GIZ

Technical Advisor
Working area 3 aims at the support of innovative learning materials and (curricula-) approaches to consider climate change (inclusive teacher-education and pilot schools), encourage school campaigns and to undertake initiatives outside schools, especially in cooperation with CSO, youth initiatives and media.

A.     Responsibilities
§  Maintaining an overall good flow of communication and information between all involved institutions, mainly counterparts on national and local level providing professional advice to partners and cooperating with important stakeholders.
§  Assisting the counterparts as well as partners on local level in implementing climate change education measures in regard to sustainable development, adaptation and mitigation according to their financial capacity - Supporting pilot projects at schools, in communities and with scouts within the framework of the green school movement
§  Identifying needs of possible pilot schools and/or pilot communities in pilot cities/regions and developing pilot projects and pilot tools to strengthen mainstreaming climate change education/awareness strategies in selected pilot areas (e.g. Central Java, DIY, East Java)
§  Ensuring cross-school information exchange; and ensuring knowledge transfer on national level to counterparts and relevant partners on local level.
§  Integrating results and experience into PAKLIM’s teamwork and the work of all relevant groups
 Special responsibilities:
§  Support technical implementation of pilot projects in schools, communities and youth groups

B.     Tasks
1.      Professional advisory services
§  Support project planning for the component by developing concepts and strategies, ensure implementation
§  Actualize and coordinate the planning continuously together with counterparts
§  Take part in the formulation of project planning and facilitate synchronization between the planning, and budgeting system
§  Facilitate the process of investigation, assessment, study and analysis in the area of climate change education and the implementation of its technical pilot projects that is needed by the project, the local and national government, and non-governmental institutions
§  Contributing to the monitoring activities and ensuring timely reporting to the team leader and counter parts
§  Evaluate results of activities and give input/feed-back for better implementation.
§  Being responsible for the preparation, execution and documentation of training, workshops, forums, meetings, and other project activities together with the partner institutions
§  Go on repeated and extensive field visits to the regions in accordance with the requirements of the project

2.      Networking and cooperation
§  Develop and maintain communication with all relevant stakeholders on national level and in the selected regions
§  Develop network and build cooperation with relevant development partners or institutions

3.      Knowledge management
§  Support the coordination of the program’s knowledge management activities, especially the knowledge transfer to the different partner institutions
§  Ensure that lessons learned are documented
§  Monitoring and regular reporting of the activities within the area of “module development” and other tasks assigned by the team leader.

4.      Coordination tasks
§  Responsible for the timely compilation, documentation, verification and reporting of project related activities including project administration.
§  Responsible for monitoring and evaluation of project activities based on the results chains
§  Support to all team members of working area 3 when necessary and appropriate.
§  Supporting coordination  of project activities in the regions
 C.     Required qualifications, competences and experience
Qualifications
§  Bachelor/BA in environmental engineering or comparable technical degree, with a focus on a relevant field (Energy, Waste, Environmental of Climate Education etc.)

Professional experience
§  2 - 5 years’ professional experience, with at least 1 year professional experience in a comparable position

Other knowledge, additional competences
§  very good working knowledge of ITC technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office, Knowledge Tree)
§  fluent written and oral knowledge of the European language widely used in the country
§  willingness to up skill as required by the tasks to be performed –corresponding measures are agreed with management

SED-TVET

SED-TVET is a joint effort of German Development Cooperation and Ministry of Education and Culture, Ministry of Manpower & Transmigration, BAPPENAS and Ministry of Industry. It aims at improving the employability of manpower in selected regions of Indonesia.Within Component 2 Provision and Use of Local Labor Market Information and services emphasis is put on decentral management and use of local labor Market Information. The component shall support improved use of Local LMI for quality management of TVET institutions, introduction of career counseling/vocational guidance services and improved concepts for school-to-work transition in selected program provices (Central Java, South Sulawesi, West Java, DI Yogyakarta and East Kalimantan).

In this context, we are looking to fill the position for a national advisor for component 2 - local labor market information and services. The advisor is responsible for:▪ Supporting the Head of Component 2 in achieving the component’s objectives and indicators. Within this corridor the advisor is responsible for managing his/her own area of responsibility in close coordination with the Head of Component 2;▪ Providing professional advice and to cooperate with stakeholders in the Ministry of Education and Culture, the Ministry of Manpower and Transmigration, the Ministry of Industry, BAPPENAS, as well as the government of subnational level responsible for these matters on district level, with school ad training centre management and instructors, with Private Sector representatives and other institutions related to (decentralised) labour market information and labour market services (career guidance, vocational orientation, placement services etc)▪ Support to innovation and knowledge management as well as transmission of innovation to a wide range of audience 
 

Tasks

1.    Carrying out Component 2 activities, e.g. Vocational Education Committee, Local Labor Market Forecasting and other relevant activities (subject to discussion with the responsible person for Component 2), e.g.:▪ Conceptualize, prepare and implement workshops, seminars and other events on subjects that are related to the program’s field of activities▪ Conduct field visits to the regions in accordance with the requirements of the component and in close coordination with the responsible person for Component 2 as well as relevant counterparts;▪ Monitor the development and implementation of component plans and activities in close consultation with the responsible person for Component 2. 
 

2.      Networking and cooperation, e.g.:▪ Supportcooperation, regular contact and dialogue with partners, relevant institutions, and other stakeholders relevant for the component to improve and maintain good working relationships; 
 

3.      Research and Knowledge Management▪ In consultation with the responsible person for Component 2 prepare and carry out research projects (e.g. developing survey instruments, field trials, training field staff, organisational preparation in the field, collecting and analysing data)▪ Compile information about local labor market information, vocational counseling, career guidance, placement services and ensures knowledge transfer to other components of SED-TVET;▪ Prepare presentation materials about component 2 and LMI issues in general 
 
Required qualifications:▪ Required: University/Masters Degree.▪ Specialization or further training in one of the following: labour market economics and policies, counselling, HRD, Lifelong Learning▪ At least 3 years’ professional experience in a similar position;▪ Working experience in other organizations (e.g. international organizations, consultancies, bilateral agencies, NGOs, research) and/or companies. 
 
Duration: 01.01.2013 – 31.12.2013, with possibility of extension

Background
 
SNV is an international not-for-profit development organization that works in 36 of the poorest countries around the world covering water and sanitation, agriculture and energy.  In agriculture, SNV works with smallholder farmers, pastoralists, forest-dependent communities and companies to provide innovative, market-based solutions to the issues of sustainable markets, food security and climate change.  We are now seeking a highly qualified candidate to fill the post of Senior Advisor Agribusiness to work on upcoming assignments and to grow SNV’s 
inclusive business work in Indonesia.  The inclusive Business approach is defined as profitable and sustainable entrepreneurial initiatives that seek to contribute to poverty reduction by including lower-income communities 
within the value chains of companies as employees, suppliers, consumers or distributors.
 
 
Responsibilities 
 
* Development and implement sustainable supply chains with agribusiness, suppliers and smallholder farmers in the coffee sector  
* Support baseline studies, market assessments and value chain analysis across a range of sector
* Establish and maintain effective partnerships with key stakeholders across the private and public sector
* Conduct research and provide information and data necessary for formulating realistic and viable proposals.
* Prepare project progress reports and project references
* Support SNV’s work more broadly as required

Duty Station:  Jakarta with frequent travel to other provinces. Please note that the successful candidate needs to be based in Jakarta on a permanent basis. 
 
Candidate Profile 
* A university degree in agriculture, economics, agricultural economics, agribusiness, business management or other relevant discipline
* A minimum of 5 years experience working in value chain development in Indonesia, preferably with experience in one or more of the following sectors: coffee, dairy, spices and aquaculture 
* Results orientated with an entrepreneurial attitude 
* Direct experience in applying agricultural certification standards such as Utz, 4C, Rain Forest Alliance and Fair Trade 
* Experience in working with major companies to develop supply chains 
* Excellent communication skills in English and proven experience in proposal development, report writing and monitoring and evaluation 
 
Contract Duration:  A one-year associate advisor contract with possibility of extension will be offered to the successful candidate through SNV’s Vietnam office.

To support WVIndonesia’s strategic mandates to “strengthen our grass roots field capacity and ministry” by supporting Area Development Programs and projects in implementing DME task including good quality monitoring and reporting, that is well-documented meets partnership standards (DME/LEAP) and is used for accountability, improved management decisions, and organizational learning. 

Qualifications:
- Bachelor's Degree, Statistic education background id preferable
- Min. 1 years of experience in development program
-  Minimum 2 years of experienced in Design, Monitoring and Evaluation  (DME) task
- Understand, able  and in advance using statistics methods and software
-  Good communication, analytical and interpersonal relationship skills
