CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and enterprise & economic development.


CARE International Indonesia in Head Quarter Office-Jakarta is currently recruiting the following position for its project:

JOB SUMMARY

Program Assistant will work closely with the Project Manager and EED Manager/Business Development Specialist in implementing the project and monitoring the performance of the project. 


RESPONSIBILITIES AND TASKS

In principle, the Program Assistant responsibilities are:

1. Assist Project Manager in arranging and potentially coordinating with local government, local education agency, school, community and other stakeholders.
2. Assist Project Manager in preparing meetings, workshops and trainings, when required.
3. If needed, visit the beneficiaries/field office to ensure the administration and logistical issues are in place.
4. Assist Project Manager in organizing the project and measuring the impact of the project (assist monitoring). 
5. Responsible to make daily monitoring bases and report to Project Manager any issues requiring assistance (ill staff, PR needs, etc).
6. Coordinate with the Field Coordinator in terms of facilitating WAS operations for the four areas (correspondence, HR, Finance, Logistics, Admin).
7. Coordinate with HQ HR, Admin, procurement, IT and finance team to make sure smooth process to support the programming.
8. Maintain log book of field staff asset to be reported to Project Manager. 
9. Collect and make sure the timesheets report in time for all project staffs (Field Coordinator, Field Officer and Social Enterprise Advisor).
10. Provide day to day administration support for program implementation, including filing and correspondence. 
11. Maintain regular database from the field implementation. 
12. Support the EED team in making sure the administration and logistic from HQ to field office smooth. 
13. Conduct any other duties that may reasonably be assigned inline with the position.

QUALIFICATIONS


1) Education: University degree in business administration, communication, marketing or social studies or relevant background.
2) Experience: At least 3 (three) years working in non-governmental organization and/or consulting company. 
3) Specific technical skills:
• Good administration and data management skills, including maintaining log book, database base and asset management.
• Good communications skills, including negotiation skills particularly with supervisor and field team. 
• Good interpersonal skills, including patience, diplomacy, willingness to listen and respect for beneficiaries.
• Honest, responsible, self-motivated, ability to work in tight schedule and able to take initiative under minimum supervision
• Able to give helpful directions, detailed instructions and demonstrations.
• Demonstrate ability to independently work as well as to contribute in a cross cultural environment.
• Experience in building partnership with government and other civil society organizations.
• Competent in Windows, MS Office programs, email and database experience.
• Fluent in English (spoken and written) is preferable.

RTI International

RTI International is one of the world's leading research institutes, dedicated to improving the human condition by turning knowledge into practice. Our staff of more than 3,700 provides research and technical services to governments and businesses in more than 75 countries in the areas of health and pharmaceuticals, education and training, surveys and statistics, advanced technology, international development, economic and social policy, energy and the environment, and laboratory testing and chemical analysis.
 
RTI is contracted to provide high-level technical advice/assistance (TA) and strategic direction to the GoA and the GoI in the field of education. RTI’s assistance may be in the form of TA to complete a specific task; the provision of advice or briefings; the completion of analytical work, guidance on planning, budgeting or program implementation issues; the provision of training; or any other form of development assistance related to the sector. While the nature of TA provided to GoA or GoI will be determined by DFAT in consultation with GoI and RTI, RTI will be responsible for managing the selection and hiring of specialists or service providers, arranging their conditions of service and the logistics associated with ensuring that agreed TA services are provided as described in DAFT-approved Tasking Notes. 
 
DFAT are supportive of RTI hiring a Jakarta-based staff to assist in managing these inputs:
 
Office Manager (OM) and Program Assistant (PA)
Indonesia National Only
Based at RTI’s regional management office in Jakarta
 
 
The Office Manager (OM) will be responsible for ensuring that an effective, efficient and targeted TA-based program engagement is maintained between DFAT, RTI and DFAT in line with activities and tasks described in the DFAT Tasking Notes. Working under the supervision of an appointed RTI manager(s) the OM will provide, oversee, manage or monitor the services necessary to ensure that the required TA for every DFAT approved activity is available as required and that the logistics associated with their task are satisfactorily arranged and supported. 
 
The duties of OM revolve around tasks associated with the selection, hiring and supporting of TA fielded in Indonesia by RTI and may include:
      Involvement in and/or support of TA recruitment activities.
      Scheduling TA in-country programs, and arranging related travel and accommodation.
      Maintaining project logs, impact/uptake logs, and other related management and monitoring systems;
      Providing and/or arranging logistical support before, during and after TA activities, including organizing events and activities, manages scheduling, invitation coordination, and logistics;
      Ensuring close coordination and communication between RTI, MoEC and DFAT (or their representative).
      Coordinating activities/meetings and liaising with other key stakeholders.
      Reporting program activities to DFST on a regular basis and monitoring the broad program workplan.
      Managing activity calendars and schedules of the technical component teams;
      Scheduling and managing component meetings, preparing agendas, and transcribing and distributing minutes;
      Preparing correspondence, and compiling data, spreadsheets, reports, and presentations based on project staff input and research;
      Coordinating TOR, consultant, budgetary, and operational clearances and approvals with DFAT Management, the RTI Asia Regional Office, and RTI, as appropriate;
      In coordination with the Administration team, coordinates domestic and international travel arrangements for program meetings, conferences, and activities;
      Liaising with Administrative Officer on preparing administrative and procurement requests
      Compiling supporting documentation needed including clearances and approvals for payment execution.
      Performing other related duties as assigned.
 
Qualifications:
      Bachelor’s degree with 6 years’ related experience;
      Excellent written and verbal communication skills in English and Indonesian;
      Strong organizational skills and attention to detail, with the ability to be flexible and work well under pressure in a multi-task environment;
      High degree of professionalism and sensitivity to confidential matters;
      Excellent interpersonal skills, and ability to work independently and perform in a matrixed, multi-cultural environment;
      Experience using MS Word, Outlook, PowerPoint, and Excel applications, social media, web-based systems, and Internet research.
      Experience
      Strategic thinking and analysis preferably in a program management environment.
      Experience in supporting senior staff ideally in an international development context.
      Experience in project planning, reporting and monitoring and evaluation.
      Demonstrated experience in developing and maintaining effective work relationships.
      Advanced computer skills including Microsoft Windows Word, Excel, Office, Outlook and PowerPoint.
 
Knowledge:
      Detailed knowledge of the Government of Indonesia and its ministerial and departmental structure.
      Understanding of the Indonesia education sector.
      Knowledge of project planning, implementation and evaluation in a donor funded environment.
      Demonstrated knowledge of contemporary management principles and support structures.

The Program Assistant (PA) will support the Office Manager. The Program Assistant will assist the OM to meet the obligations listed above and be responsible for ensuring effective and fluid program support.
 
The duties of PA also revolve around tasks associated with the selection, hiring and supporting of TA fielded in Indonesia by RTI and may include:
      Performing basic administrative tasks, including photocopying, mailing, filing, and word processing, and internet research.
      Performing other related duties as assigned.
 
Qualifications:
      Bachelor degree with 3 years’ related experience;
      Excellent written and verbal communication skills in English and Indonesian;
      Strong organizational skills and attention to detail, with the ability to be flexible and work well under pressure in a multi-task environment;
      High degree of professionalism and sensitivity to confidential matters;
      Excellent interpersonal skills, and ability to work independently and perform in a matrixed, multi-cultural environment; and

Prioritazing Reform, Innovation and Opportunities for Reaching Indonesia’sTeachers, Administrators, and Students (PRIORITAS)

The USAID project Prioritazing Reform, Innovation and Opportunities for Reaching Indonesia’sTeachers, Administrators, and Students (PRIORITAS) is focusing on capacity building and quality improvements for teacher training institutions (TTI) and for non-academic, pre-serviceteacher training providers. PRIORITAS is building the capacity of schools and MoEC, MORA national, provincial and district offices together with pre- and in-service teacher training organizations to coordinate, plan and train.
On 2014, PRIORITAS has distributed varoious books to 550 PRIORITAS partner schools and will distribute more books to 10,000 non PRIORITAS partner schools starting 2015 until 2017.

Program Assistant
These positions will be based in:
Aceh (Kabupaten Pidie dan Pidie Jaya)
The Program Assistant's responsibilities will include:
  1. Supports Technical Coordinator and Logistic Officer in monitoring book distribution to each school within his/her districts.
  2. Coordinate with District Coordinator (DC) in planning and facilitating meetings with local governments, schools, and other institutions to support book distribution and dissemination of PRIORITAS programs.
  3. Make sure that book distribution process in his/her district run properly and timely
  4. Closed coordination with DC in providing ongoing support for PRIORITAS schools and in supporting schools, districts and other institutions in implementing PRIORITAS programs through dissemination.
  5. Closed coordination with DC in organizing activities and doing administration work in District level especially for book distribution and Reading Program.
  6. Together with DC develops and maintains effective communication with stake holders at district/city, sub-district, and school levels including Office of Bupati, Bappeda, Office of Education, Office of Religious Affairs (Kandepag), DPRD, Dewan Pendidikan, CSO, and local media.
  7. Support DC in collecting best practices and provide reports from district regarding program implementation and opportunities/challenges of education management at district level.
  8. Other tasks assigned by Provincial Coordinator.
 
Position Requirement:
  1. Have at minimum education at the  D3 level,  preferably in education or social science;
  2. Have at least one year of work experience in the education/community development sector, education planning and finance including school based management;
  3. Have capacity to establish and/or extend district network;
  4. Be computer literate and master the following software packages: Microsoft Word, and Excel and e-mail.
  5. Have good work ethic and strong desire to complete tasks in a timely manner as directed.
  6. Ability to effectively organize, prioritize work assignments, and work well under pressure to meet deadlines
  7. Ability to work independently and as a team member
  8. Ability to appreciate international diversity and to establish effective working relationships with international clients
  9. Commitment to basic principles of equity and to broader RTI ethical guidelines.
