SurfAid International is a nonprofit organization working towards healthy and resilient communities in remote areas connected to us through surfing. We have community based health programs in Nias, Mentawai, Sumba and Bima.
We are looking for an enthusiastic, entrepreneurial, community orientated and driven team members for Sumba Program.

PROGRAM MANAGER – SUMBA (PMSUMBA) – 1 position
To manage the program implementation and successful delivery of the SurfAid Hawuna Program in line with SurfAid values and program design. The Program Manager is expected to lead the SurfAid team in Sumba, coordinate with the local authorities and ensure the local communities have a chance to contribute to their own development.

Minimum Qualifications
Bachelor degree in social development, water and sanitation, public heath
More than 5 years’ experience as Program Manager in a non-profit organisation
Proven track record in program management and people management
Strong report writing skills in English and Bahasa Indonesia
Experience in building personal network at senior level
Willing to be based in Sumba
Good knowledge on key trends in health promotion and community mobilization is a plus

THE POSITION

LOCATION: HEADQUARTERS - UBUD,BALI
We are currently looking for a dynamic, hard-working and motivated Program Manager to engage new partners, manage internal and external relationships and mentor staff in project management and social enterprise management.
This is an initial 6 month maternity leave position.

REQUIREMENTS

  • At least 5 years work experience, with at least two years in a similar role supervising others;
  • Experience developing and implementing project management policies and procedures. Experience in social enterprise sales and marketing strategies is a plus;
  • Strong problem-solving and decision-making skills with the ability to work independently with professional maturity, think creatively and learn quickly;
  • Superior oral and written communication skills in English;

 RESPONSIBILITIES
  • Implement Kopernik’s Project Management procedures for crowdfunded projects and mentor team in project management principles;
  • Learn how to manage Kopernik’s website in terms of publishing project details and managing donations for crowdfunded projects;
  • Work to promote crowdfunded projects and gain donations, funding projects as quickly as possible;
  • Identify and manage new partnerships;
  • Respond to external partnership requests from potential local partner, tech producers and donors;
  • Build strong relationships with internal and external stakeholders to promote Kopernik’s mission and develop new crowdfunded projects;
  • Maintain current relationships, particularly with local partners, tech producers and donors;
  • Mentor team to increase sales in the Tech Kiosk Ubud store by maintaining current campaigns and introducing new marketing and sales strategies;
  • Assist team to respond and attend to outreach events to promote the Tech Kiosk Ubud;
  • Assist team to research and engage new tech producers, introducing new, innovative products to Kopernik for the technology catalogue and Tech Kiosk Ubud product offering.

Statement of work (SOW)

General description

Under the supervision of the Director of Programming & Training, Program Managers performs functions to ensure support of Peace Corps Volunteers (PCVs) and the effective operation of the Peace Corps Indonesia Project Plans.  Performs all aspects of programming, planning, site development, and PCV support.
 
Program Implementation and Management Duties
§  Manages project-related information, meetings, visits, briefings, site visits and documentation.
§  Keeps informed about changes in the Indonesian educational system, informing PTO and PCVs of relevant changes.  Adjusts project to those changes when needed.
§  Represents Peace Corps in project related matters and acts as liaison with the Ministries of National Education and Religious Affairs on a national and regional level.  Represents Peace Corps to school officials and other partners and institutions.
§  Monitors the implementation of the Project Plan and assists in internal and external evaluation and reporting.
§  Explores possibilities for enhancing/enlarging programming directions.
§  Writes and revises information packets for Trainees and PCVs.
§  Prepares Quarterly Trainee Request, quarterly reports, Project Status Reports and other reports.
§  Participates in the Integrated Planning and Budgeting System process and budget decisions regarding project implementation.
§  Designs and implements Pre-Service and In-Service Trainings (PSTs and ISTs) together with training staff.
§  Assists in locating resources – human, training, and financial – to support PCVs' activities.
§  Develops and maintains close contacts with other volunteer organizations to foster collaboration and mutual knowledge sharing.
§  May coordinate activities of a Program Assistant, including coordinating training and programming activities with the Program Assistant, providing guidance, and working as a team to accomplish goals and objectives.
 
Site Development Duties
§  Collaborates with the Ministries of National Education and Religious Affairs to identify possible site placements for PCVs.
§  Updates and revises site selection criteria according to policy changes and feedback received from PCVs.
§  Visits sites and meets with potential supervisors and counterparts to identify potentially successful site placements.  Consults PCVs, PC site files, and other PC staff in the process of site identification and site selection.
§  Identifies best matches between available sites and PCVs.
§  Helps supervisors and counterparts develop realistic expectations about PCVs helps Trainees have realistic expectations about future work sites.
§  Checks housing possibilities identified by the Host Agency.
 
Volunteer Support Duties
§  Serves as the point of contact concerning all aspects of the project implementation for PCVs.
§  Helps PCVs develop realistic expectations towards their service.
§  Visits Volunteers at their sites, observes classes, and meets PCV teaching colleagues and supervisors.  Organizes feedback sessions with Volunteers, partners and supervisors.
§  Maintains prompt, responsive, and proactive communication for technical advice and cross-cultural assistance. 
§  Helps PCVs identify their needs for professional development.  Provides technical support, oversight and guidance to PCVs and partners.
§  Advises PCVs in advance of upcoming program activities.
§  Advises PCVs on Peace Corps policies, and monitors adherence to policies.  Performs appropriate discipline for non-compliance with policies.
§  Maintains PCVs records referring to placement, housing, work progress, primary job and volunteer/community initiated projects.
§  Directs Volunteers to appropriate staff for in-depth support for medical, administrative or counseling needs.
§  Monitors and evaluates PCV work through plans and reports, site visits, and discussions with PCVs, school directors, partners, and colleagues.
§  Advises PCVs on funded projects
§  Advises PCVs on opportunities and procedures for extensions of service, and provides support for completion of service.
§  Approves or otherwise responds to PCV out-of-site requests. Tracks PCV annual leave taken and accrued.

Materials and Resource Development Duties
§  Develops and revises Project and PCV support materials and resources.
§  Researches external resources for Project and PCV support.
§  Guides PCVs in resource and material development.
 
Other
§  Performs other duties as assigned according to Peace Corps Indonesia’s needs.
 

Safety and security support

§  Per Peace Corps Manual Section 270, all members of the Peace Corps staff must be familiar with the Emergency Action Plan and their responsibilities in the event of an emergency. 
§  Act as duty officer to support PCVs during emergencies on a 24/7 basis on a rotating schedule with other staff.
§  Addresses safety and security proactively by ensuring appropriate assignments for Volunteers and adhering to Peace Corps site development policies and procedures.  Identifies and communicates Volunteer safety and security concerns or issues to the Safety and Security Coordinator (SSC) and the CD.  Ensures prospective sites meet established programmatic and safety/security criteria (e.g., safe housing, a clearly defined assignment with an organization that shows real interest in working with a Volunteer, etc.). Reviews and references site history files when evaluating potential sites.  Incorporates appropriate site-specific safety and security-related information into site history files.  Ensures designated host country counterparts participate in counterpart orientation/training and are prepared to work with and support Volunteers, including their role in Volunteer safety and security.  Maintains communication with each Volunteer and solicits periodic feedback, including information about Volunteer safety and security.  Maintains a calendar of Volunteer site visits, and completes appropriate number of site visits to assess Volunteer progress, safety and security, and to provide technical guidance and moral support.  Monitors Volunteer compliance with Peace Corps policies, especially related to safety and security, and initiates corrective action as necessary. Participates in the design and implementation of the Emergency Action Plan (EAP).  Acts as duty officer, as needed.  Knowledgeable and supportive of Peace Corps safety and security policies and procedures, including the timely reporting of suspicious incidents, persons or articles.               
                 

Level and effort

§  Performs duties at assigned Post during a 40 hour work week.    Will be required to travel on an overnight basis as needed to support Volunteers and coordinate with RI officials.  May be required to work outside of or in addition to normally scheduled hours to support Volunteers and fulfill other post requirements.  Participates in in-country or out-of-country trainings provided to PC staff.
 

Occasional Money holder

§  The PSC may be required to courier cash and/or purchase orders to various vendors who furnish supplies and/or services to PST/IST training site, or other locations as directed by the Contracting Officer. The PSC may also be required to courier cash to PC trainees or volunteers. The PSC will not be functioning as a procurement or disbursing official but will only be acting as an intermediary between the Contracting or Disbursing Officer and the recipient. In the case of dealing with vendors, the PSC will not exercise any procurement discretion concerning the supplies or services to be purchased or the cost limits of these purchases; these will be determined by the Contracting Officer.
 

work experience requirements and qualifications

Experience:
o    At least three years of progressively responsible work in an educational development organization, preferably with an international organization.
Languages:
o    Fluent in Bahasa Indonesia and English required.  Excellent, translator-quality English is preferred, as is ability to speak Bahasa Jawa, Bahasa Madura, or other provincial language.
Knowledge, Skills, and Abilities:
o    Thorough knowledge of the structure and operations of the Ministries of Education and Religious Affairs
o    Knowledge of Peace Corps’ cooperative development philosophy, goals, and policies
o    Skill and ability to design implement and evaluate training
o    Skill as a trainer, teacher, facilitator
o    Ability to use computer word processing equipment
o    Ability to act with diplomacy and tact with staff, PCVs, Trainees, community members and members of government

Swisscontact

Swisscontact promotes economic, social and ecological development by supporting people to successfully integrate into local commercial life. Through its projects, Swisscontact works to enable access to professional training, promotes local entrepreneurship, creates access to local financial service providers and supports the efficient use of resources with the goal of successfully promoting employment and income generation.
The foundation is based in Zurich, Switzerland, and is active in 28 countries and has some 900 employees.
The SCPP is a large Public Private Partnership (“PPP”) in Indonesia which has started in January 2012. The Program is financed by the Swiss Secretariat for Economic Affairs SECO, The Sustainable Trade Initiative IDH, the Embassy of the Kingdom of the Netherlands, International Fund for Agriculture Development IFAD, MCA-Indonesia and five Private Sector Companies from the cocoa sector for the duration from 2012 – 2015. The Program works directly with 60,000 cocoa farming households in six Indonesian Provinces to improve farm productivity and livelihood conditions.

For our Sustainable Cocoa Production Program (SCPP) in Indonesia, we are looking for

Regional Program Manager - Sulawesi (RPM)
Begin of Employment         : June 2015 or as agreed
  Place of Duty                    : 2 persons  – Makassar, Sulawesi - Indonesia.  
 
 The Regional Program Manager plays an important role in implementing the cocoa development program at Sulawesi  regional level and supporting overall operation of program. Main responsibilities include:
  • Leading and as program representatives and responsible of operational and implementation of SCPP program in one of Sulawesi Region;
  • Overseeing and supervising Program Officers and Support Services Team in the region in terms of administration procedure and approval process;
  • The Regional Manager will assume responsibility for all regional level activities, ensuring timely and effective delivery of activities and output based on quality management system as well as strengthening technical cooperation with local constituent, government and private partners;
  • Building and maintaining partnership between implementing partners, government and other key stakeholders in the regional for development of SCPP Program;
  • Providing monthly, quarterly and yearly plan and update (report) to Sr. Program Manager Sulawesi, Program Partners as required by program;
  • Providing detailed budget plans of activities for the region in monthly and yearly basis.        
                                 
 
 
Task, Authority, and Responsibility
  • Under the direction of the Sr. Program Manager Sulawesi and close collaboration with other Core Leadership Team (CLT) and other stakeholders, to:
  • Lead in the development and adaptation of implementation of cocoa farmer training component of Good Agriculture Practices and Technology Transfer Systems, Farmer Organization, Market Access and Cocoa Certification, Nutrition and Gender Sensitivity Integration, Integrated Agribusiness Financing and Co-operative Establishment and Stakeholder Management and Networking Platform;
  • Providing overall direction and guidance for the implementation of all activities in the region;
  • Providing management, technical and strategy advice to the Program Officers with close consultation with Sr. Program Manager Sulawesi;
  • Manage the implementation of all Program components and conduct monitoring based on standard operating procedure and/or guideline);
  • Ensure compliance with program gender strategy and policies in all component activity, planning and development;
  • Conducting regular coordination and communication with stakeholders and private partners in collaboration with the Public Relation Unit and other relevant team;
  • Supporting other Program activities according to the SCPP project management direction;
  • Supporting the MRM and PR Team, in supervising quality data collection process and preparation of reports.;
 
Communication, Supervision, and Reporting
  • Close coordination and communication with Private Partner Project Managers;
  • Conduct regular monitoring of each area of project in coordination with private Project Managers and local government officers;
  • Preparation of information and documents in English and Bahasa Indonesia for program development and evaluation;
  • Report to the Sr. Program Manager on a monthly basis.
 
Skills/knowledge                 
  • University degree ( in Agriculture or Community Development) , preferably with post graduate qualification;
  • Minimum of six years experiences (included two years on management level);
  • Previous experience in managing project operation and at least 10 staff;
  • An understanding on UTZ/Rainforest Alliance Certification process;
  • Experience of writing narrative and financial report;
  • Experience of planning and managing budget, risk mapping & Capacity Assessment on a local level;
  • Understanding of opportunities and constraints for sustainable development;
  • Demonstrated interest and experience in development of agricultural financing
  • Proven teambuilding and problem solving skill
  • Develop, maintain and encourage relationship with program stakeholders
  • Strong sense of responsibility and control;
  • Good interpersonal skills and commitment working in a team;
