Yayasan Inovasi Pemerintahan Daerah (YIPD) adalah sebuah organisasi nirlaba mandiri yang memfokuskan diri pada upaya-upaya penguatan kapasitas manajerial pemerintah daerah di Indonesia terutama di wilayah kajian keuangan daerah/ekonomi, pemerintahan daerah, lingkungan hidup dan bidang layanan penguatan kapasitas, studi kebijakan, manajemen pengetahuan dan penelitian/survei. Secara lebih spesifik, saat ini YIPD bekerja di beberapa isu sebagai berikut:

1.       Keuangan/ekonomi, antara lain: Pembiayaan Proyek Infrastruktur Perkotaan, Pengelolaan Keuangan Daerah, dan Kelayakan Kredit

2.       Pemerintahan, antara lain: Kerjasama Antar Daerah, Pelayanan Terpadu Satu Pintu, analisa kebijakan, dan penguatan pemerintahan desa

3.       Lingkungan Hidup, antara lain: Kajian Lingkungan Hidup Strategis, Perubahan Iklim, dan Strategi Pembangunan Emisi Rendah

 

Saat ini YIPD mempunyai lowongan untuk posisi Manajer Penelitian dengan cakupan tugas secara umum sebagai berikut:

1.             Mengembangkan desain dan proyek-proyek penelitian organisasi di isu-isu yang relevan dengan isu organisasi

2.             Mengelola dan melaksanakan kegiatan-kegiatan penelitian organisasi sesuai dengan arah dan tujuan organisasi

3.             Menyusun laporan penelitian

4.             Menyebarkan dan mempublikasikan hasil-hasil penelitian organisasi

5.             Mengelola media komunikasi dan publikasi organisasi

6.             Membantu Direktur Program dan/atau Manajer Program dalam hal, sebagai berikut :

a.             Mengembangkan program sesuai dengan visi dan misi organisasi

b.            Mempersiapkan bahan proposal sesuai bidang yang ditawarkan pemberi tugas

c.             Membantu penulisan laporan atas program termasuk replikasi dan diseminasinya jika diperlukan

d.            Mengembangkan dan melaksanakan kegiatan pengembangan kapasitas

7.             Melakukan koordinasi dengan anggota tim YIPD yang lain agar tercapai sinergi dan hasil optimal dalam penyampaian materi pendampingan pada pemberi tugas.

8.             Mengelola proses pembelajaran dan menangani kegiatan pengelolaan pengetahuan di dalam organisasi di bawah arahan Direktur Program.

9.             Melaksanakan tugas-tugas lain yang diminta oleh Direktur Program atau anggota tim YIPD lainnya yang ditunjuk dalam rangka mendukung kegiatan dan pengembangan organisasi YIPD.

 

Kualifikasi:

·            Pendidikan minimal S1 di bidang sosial, pemerintahan, ekonomi, lingkungan, dan/atau bidang lain yang relevan dengan bidang kerja organisasi;

·            Berpengalaman minimal minimal 5 tahun dalam bidang penelitian;

·            Mempunyai kemampuan untuk melakukan penelitian primer dan sekunder;

·            Menguasai metodologi penelitian kualitatif dan kuantitatif;

·            Mempunyai ketrampilan melakukan penelitian partisipatif;

·            Mempunyai keahlian input data dan mempunyai analisa yang kuat;

·            Berpengalaman mengembangkan dan melaksanakan program-program pembangunan di isu-isu yang relevan dengan isu kerja organisasi;

·            Mempunyai sensitifitas jender;

·            Mempunyai keahlian menulis: proposal, laporan, artikel, dan produk-produk tulisan lain;

·            Dapat bekerja secara mandiri dan dalam tim, serta mempunyai inisiatif yang baik;

·            Dapat bekerja secara cepat dan di bawah tekanan dan/atau dapat memenuhi tenggat waktu;

·            Diutamakan yang mempunyai kemampuan pengelolaan website, IT, dan database

Research Officer – Macroeconomics

Selection Criteria

Qualifications:

• A degree in Economics at Bachelors level.
• Expertise in macroeconomics evident in academic or work experience.
• Expertise in using quantitative analysis.
• Understanding of the Indonesian economy and available data on the Indonesian economy.
• Computing proficiency with competency in the use of Microsoft products (Excel, Word, PowerPoint, etc.) as well as one or more econometric software packages.
• Excellent written communication skills with fluency in English (both written and oral).

Experience:

• Either at least two (2) years working experience in the area of macroeconomics and quantitative analysis or, if a recent graduate, an excellent academic record.

Desirable Qualifications:

• Advanced degree in economics.

Program Summary:
Tanimbar Islands are a group of 65 islands in the south east of Maluku province, Indonesia.
The largest island of the group is Yamdena with Saumlaki as the administrative capital, located on the south end of the island. The development of a natural gas field on the offshore and onshore Tanimbar Islands area in Maluku Province will provide opportunities for local economic development and improved infrastructure. It could also lead to the potential relocation of a number of families from some of the coastal areas as well as major transformation on the social and economic side of the communities. Among the 65 islands in Tanimbar Islands, at least five of the islands are expected to be most directly affected by the Gas Plant and other supporting exploration activities. Most of the households will be physically and economically affected by the project developments. Responding to this development is critical not only to meet the immediate needs of the affected communities themselves, but also to prepare them for the potential transformation of the neighborhood in the coming years. Mercy Corps will
conduct a participatory needs assessment with the communities in the affected areas of Tanimbar Islands. The purpose of this assessment is to gain a better understanding of the poverty levels in the target villages, opportunities and challenges, as well as to recommend future interventions, which will be in line with the needs of the community, have the support of local government, are sustainable and have a broad measurable impact in the community.
1. Research Officer
The Research Officer will assist Lead Researcher in preparing assessment tools and research reports, conduct iterative research scans through internet-based search and on-the-ground mapping, collect data from stakeholders and review the accuracy and quality of data before submission, conduct interviews, surveys, and facilitate group discussions with the stakeholders, partners, and donors.
 
The Research Officer will be based in Jakarta and often travel to Maluku Tenggara Barat.
Qualifications:
* Bachelor degree (S1) in social studies; 
* Minimum of 2 years of research and development experience;
* Must have experience in quantitative and qualitative data collection and analysis;
* Familiarity with rural development, market-based approach, and/or human-centered research design is a plus;
* Proficient in Bahasa Indonesia and English, verbal and writing; 
* Proficient in Microsoft Office and must demonstrate excellent knowledge on using search engines analytically; 
 
This position will be as temporary employee for 1 month will possibility to be extended.

A. Background

United Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional Sections of the United Cities and Local Governments (UCLG) and based in Jakarta, Indonesia. UCLG is the largest local government organization in the world and the officially recognized voice of Local Government by the United Nations. The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7.000 local governments. It represents well over 3.76 billion people –more than half of the world population- and incorporates economically fast developing countries such as China, India and Indonesia.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities and their associations, and facilitates programs, networks and partnerships to develop the capacity of local governments and the associations. 

Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable community development.

UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising poverty alleviation, climate change, decentralization, local finance and MDGs.

In the past, UCLG ASPAC implemented the EC supported project Delgosea by focusing on the systematic transfer of best practice in thematic areas related to local development incl. governance issues. Through this  initiative  and in synergy with another EC financed project on decentralization,  a regional agenda has been identified for initiating a policy dialogue with strategic regional actors, in particular ASEAN. Furthermore, UCLG ASPAC has recently established a Standing Committee for Democratic Local Governance  with representatives of Local Government Associations in South East Asia as core members which shall engage in a structured dialogue with ASEAN on relevant development topics related to local governance.

UCLG ASPAC is accepting expression of interests from qualified Research and Policy Officer  candidates. The Officer will be placed at the UCLG ASPAC regional office in Jakarta and provides support to the ongoing advocacy work  ensuring high quality, accuracy and consistency of work. The Officer reports directly to the Secretary General of UCLG ASPAC.

B. Responsibilities

The Officer  will be responsible for the following:

•Supporting the development of  an advocacy component for the work of the respective Standing Committee within UCLG ASPAC
•Supporting the development of a work mechanism with strategic regional organizations, in particular ASEAN 
•Conducting research mapping and analysis of relevant  policies, programs and actors on local governance in South East Asia
•Composing discussion papers on essential  local governance issues
•Carrying out continuous monitoring on implementation and emergence of new policies
•Drafting monitoring reports on a regular  basis and summarizing  the research work
•Preparing policy briefs summarizing and translating the research data into practical information for network members
•Developing an outline and agenda for regular meetings of the Standing Committee and regional events which involves  network members, ASEAN and other representatives involved in LG
•Supporting the organization of seminars, workshops and internal meetings
•Liaison and development of relationships with international and regional organizations as well as strategic stakeholders 
•Perform other duties when viewed necessary

C.  Special requirements of the assignment

•Master’s or equivalent  degree in public administration, international relations, economics, political science or related field
•At least three years of professional experience in regional or international cooperation related to governance, decentralization, local economic development,  MDGs, etc.
•Sound background in carrying out analytical work and research as well as monitoring
•Profound  knowledge of local governance, Local Government Associations and relevant policies of international or regional organizations (e.g. ASEAN, ADB, EU)  in South East Asia
•Sufficient experience in preparing presentations for international events
•Strong written and oral communication skills (Indonesia, English)
•Ability to develop liaison with senior representatives from partner organizations and stakeholders and work co-operatively
•Ability to work under pressure and to deadlines required
•Experience in working in an international environment, respecting different cultures and nationalities
•Computer software skills in all basic Microsoft word programs
•Considerable domestic and international travel may be required

D.   Assignment period

The assignment will be for a period of 12 months with a possibility of further extension, subject to performance review. It shall commence in January  2013.

Financial Research Analyst
PNPM Mandiri Revolving Loan Funds Capacity Building and Sustainability Pilot Project

Project Background and Objectives
PNPM Mandiri Perdesaan (Rural) and Perkotaan (Urban) are long running Government community-empowerment programmes, part-financed by the World Bank.  They have a Revolving Loan Fund (RLF) component with a combined $750m+ in assets, making them the largest community-driven microfinance operations in the world.  The “PNPM Mandiri RLF Capacity Building and Sustainability Pilot Project” (The Pilot Project) runs from 2010-2014 and aims to “achieve poverty reduction through ensuring sustainable
access to financial services”.  It will achieve this through capacity-building RLFs (inc. operations, MIS, legal status), and strengthening linkages with the commercial financial sector.  The Pilot Project primarily looks at Sumatera Barat, Java Tengah, DI Yogyakarta and NTT.  
 
As part of this work, The Pilot Project is collecting, monitoring and analyzing large amounts of data, mostly financial, from existing and new channels.  This data will be used to guide assessments, policy setting and monitoring of the RLFs, with respect to their ability to provide the poor with sustainable access to credit.  A basic example of the existing data sets and analysis can be seen on the PNPM

SCOPE OF WORK  
The Financial and Private Sector Development Department of the World Bank is hiring a Financial Research Analyst (the Analyst) to conduct research on PNPM RLF financial data.  This research is expected to drive policy and as such, this is NOT an operational finance/accounting role.  
 
The main tasks of the Analyst will be:
-    Provide evidence-backed policy advice on how to improve the sustainability of RLFs 
-    Ensure The Pilot Project has a complete set of the latest available monthly RLF performance related data for both PNPM Rural and Urban through coordination with relevant parties  
-    Organize and ‘clean’ the RLF financial data for ease of further analysis.  The data often comes in different formats and has discrepancies
-    Provide detailed financial analytical reports on quarterly basis of the four pilot provinces
-    Perform ad-hoc analysis and answer specific financial data questions from the Pilot Project Team or counterparties, e.g. is RLF liquidity seasonal?   
-    Assist in the testing, calibrating and dissemination of the RLF performance monitoring indicators (‘financial ratings’), and provide monthly monitoring of RLF performance
-    Assist in communicating the implications of findings and building financial analysis capacity at all
levels, starting from within The Pilot Project Team and other counterparties Assist in general tasks as a member of The Pilot Project Team, e.g. make slides, review documents

SELECTION CRITERIA
 
The analyst should have the following qualifications: 
-A minimum bachelor’s degree, and preferably a graduate degree in a subject that requires heavy financial data analysis (e.g. finance, economics, accounting, statistics).
-2-6 years’ work and or graduate research experience including financial data analysis.  
- Work experience in accounting or finance, preferably with exposure to lending operations and the
use of large “unclean” data-sets.
-Solid accounting skills (i.e. know the relationship between line-items in a Balance Sheet and Income Statement) and a familiarity with (micro) financial terms in Bahasa and preferably in English also.
-Advanced excel skills (extensive use of keyboard-shortcuts, and knowledge of advanced formulas).
-Good written and verbal English communication skills in order to present findings.
-Knowledge of microfinance and or the PNPM RLF program would be a major bonus.
-Familiarity with data management and analysis software such as MS Access and STATA would be a bonus.
 
In addition, the analyst should be comfortable with: 
a) Reading financial statements, including a good understanding of NPL treatment
b) Quickly cleaning 1000s of lines of data that are error-prone and in user-unfriendly formats
c) Writing up and presenting findings to team-members in English
 
Short-listed candidates will be tested on micro-finance accounting; excel data processing; and basic
statistics.
 
The initial assignment will be for a maximum of 150 working days per financial year (as a Short Term Consultant), and the expected start date is late February, 2013.   The Data Analyst will report to the
Task Team Leader of the PNPM RLF Pilot Project, and work closely with a Financial Sector Analyst.  (S)he will also report to the Lead Financial Economist.
