Finance Officer

TUGAS DAN TANGGUNG JAWAB
 
Membuat voucher pembayaran bank dan memastikan semua dokumen pendukungnya telah sesuai dengan SOP Yayasan BaKTI dan atau Financial Guidelines MCA-Indonesia
  • Membuat Voucher Penerimaan Bank dan memastikan semua dokumen pendukunganya telah sesuai dengan SOP Yayasan BaKTI dan atau Financial Guidelines MCA-Indonesia
  • Mencap semua dokumen yang telah dibayar melalui dana Program dengan stempel “PAID”
  • Melaporkan semua voucher baik penerimaan ataupun pembayaran bank setiap bulannya kepada Operation Coordinator.
  • Memastikan penggunaan anggaran program  sesuai dengan rencana kerja yang disusun.
  • Membuat laporan penggunaan dana Program yang sesuai dengan Standar Keuangan Yayasan BaKTI untuk diajukan ke Operation Coordinator (OC) program 
  • Menerima dan menyalurkan dana ke kantor Operasional  Program di wilayah kerja meliputi kantor NTB, Sulbar dan NTT
  • Menerima dan mereview laporan keuangan dari Kantor operasional Program Mengumpulkan dan menyimpan dokumen-dokumen program terkait dengan laporan keuangan sesuai dengan Standar Keuangan Yayasan BaKTI.
  • Membuat laporan kondisi keuangan Program.
  • Bekerjasama dengan Operation Coordinator dalam memberikan penjelasan kepada Donor dalam proses audit eksternal atau Tim Operation Yayasan BaKTI terkait penggunaan dana Program.
  • Melakukan pelatihan/pendampingan/mentoring kepada kantor operasional  Program dalam hal pengelolaan keuangan program
  • Melaksanakan tugas lain yang masih berhubungan dengan Operation Unit  ketika diminta oleh Operation Coordinator.

Administration Officer

TUGAS DAN TANGGUNG JAWAB

  • Sebagai penanggungjawab Petty Cash, harus membuat dan melaporkan penggunaan petty cash sesuai dengan SOP Yayasan BaKTI dan Financial Guidelines MCA-Indonesia
  • Bertanggungjawab dalam menerima semua Travel Request, timesheet, klaim medical dan permintaan cuti staff Program untuk kemudian diserahkan kepada HR&AO Yayasan BaKTI.
  • Bertanggungjawab dalam menerima semua surat masuk ataupun surat keluar untuk kemudian di arsipkan dengan baik.
  • Bekerjasama dengan Field Assistant dalam menyiapkan tiket, akomodasi perjalanan dinas staff sesuai dengan Travel Request yang telah disetujui Program Manager.
  • Membuat dan mengajukan procurement untuk pengadaan barang dan jasa.
  • Mengarsipkan dokumen procurement program 
  • Berkoordinasi dengan Finance Officer dan Operation Coordinator dalam memberi penjelasan mengenai dokumen yang berkaitan dengan pengadaan barang dan jasa program berkaitan dengan pertanyaan dari Donor dan Yayasan BaKTI.
  • Berkoordinasi dengan Operation Coordinator berkaitan dengan penggunaan Asset program dan memastikan asset tersebut dalam keadaan baik.
  • Membantu Finance Officer dalam melengkapi kelengkapan administrasi guna pelaporan keuangan.
  • Membantu team program dalam menyediakan logistic kegiatan.
  • Membantu Finance Officer dan Operation Coordinator dalam membuat perkiraan anggaran pelaksanaan program berkaitan dengan pengadaan barang dan jasa.
  • Melaksanakan tugas lain yang masih berhubungan dengan Operation Unit Program ketika diminta oleh Operation Coordinator.

THE INDONESIAN CLIMATE CHANGE TRUST FUND
MENCARI KANDIDAT UNTUK POSISI FINANCE OFFICER UKCCU – PHASE 1
 
Penjelasan Singkat
Indonesia Climate Change Trust Fund (ICCTF) yang berdiri sejak tahun 2009 adalah satu-satunya lembaga wali amanat nasional di Indonesia untuk penanganan perubahan iklim yang dilengkapi dengan mandat Pemerintah. ICCTF didirikan dengan tujuan utama untuk meningkatkan efektivitas dan efisiensi koordinasi penanganan perubahan iklim di Indonesia sesuai dengan Rencana Aksi Nasional/Daerah Penurunan Emisi Gas Rumah Kaca (RAN/RAD-GRK) dan Rencana Aksi Nasional Adaptasi Perubahan Iklim (RAN-API). Sesuai dengan tujuan didirikannya, ICCTF mendukung target mitigasi penurunan emisi Indonesia sebesar 29 persen dengan usaha sendiri dan 41 persen dengan bantuan internasional di tahun 2030 dengan menyalurkan sumber daya domestik dan pendanaan internasional ke program-program yang selaras dengan pelaksanaan RAN/RAD-GRK. Satuan Kerja Majelis Wali Amanat ICCTF berada di Kementerian Perencanaan Pembangunan Nasional/Badan Perencanaan Pembangunan Nasional.
 
Tujuan
Di bawah bimbingan dan pengawasan Project Finance Coordinator , Finance Officer bertanggung jawab kepada Deputy of Finance & Operation atau Executive Director untuk mendukung dan mengkordinir implementasi dari proyek pendanaan ICCTF hibah luar negeri yang bersumber dari hibah UKCCU, khususnya pada manajemen keuangan dan pelaporan administrasi.

Hivos Southeast Asia is a Dutch non-governmental organization guided by humanist values. Hivos Southeast Asia provides financial support for local NGOs, is active in networking, lobbying and exchanging knowledge and expertise. Functional context

The Islands of Southeast Asia Network on Male and Transgender Sexual Health (ISEAN) and the Humanist Institute for Co-operation with Developing Countries (Hivos) jointly implemented the ISEAN Hivos Program supported by Global Fund Round 10. The Program is called: “Strengthening Community Systems to Reduce Vulnerability to and impact of HIV Infection on Males having Sex with Males and Transgenders in the island of Southeast Asia”.
This program has the main goal of reducing the risks, vulnerability and impact of HIV and AIDS on the lives of MSM and transgender community in Island Southeast Asia Nations. It intends to address critical gaps in supporting and scaling up activities that reduce HIV/AIDS among MSMs and TGs.

The Finance Officer ISEAN Hivos position is part of one or more programme or project teams and ensure the compliance regarding donor requirements in the primary process: results, budget and development of proposals and contract (implementation).

The Finance Officer ISEAN Hivos Works in partnership with: Grant Officer and coordinates with: Program Officer, Training Coordinator, Administration Officer implementing partners, national stakeholders.

Roles and responsibilities

  1. Lead in the internal finance operations tasks of the PR-PMU, including cashier and procurement duties, including preparing daily accounts, bookkeeping and financial reports for the project, coordination with GO.
  2. Lead in maintaining accounting records and preparing financial reports, including PUDR, EFR (Enhanced Financial Reporting), OSIRIS, Accurate systems, in close coordination with the GO;
  3. Assist the OAM in arranging payments and logistical requirements for the PMU staff travel, PMU-organized activities and other needs;
  4. Lead in communication with Hivos Head Office in finance related matters;
  5. Maintain and monitor office petty cash.
  6. With the GO, Provide advice to RPD on budgetary and financial matters;
  7. With the GO, liaise with RPD in disbursing grants to program implementers;
  8. With the GO, review, revise and develop Phase 2 fiscal and administrative policies and ensure that these policies are applied in daily practice;
  9. With the RPD and GO, develop and implement the financial processes for the IHP Phase 2;
  10. With the GO, ensure that adequate internal controls are in place that are compliant with Hivos and GF requirements;
  11. With the GO, ensure budget tracking, sound financial management, including programmatic budgeting, quarterly spending projections, monthly spending reviews, and monitoring of payments;
  12. With RMEO and SPO and in coordination with the GO, monitor the achievement of indicators, including program achievement and budget expenditure, and ensure that variance analysis is conducted, and prepare the PUDR.


Knowledge, experiences and competencies

  1. Bachelor’s Degree in Accounting, Finance or related fields. A graduate degree will be considered as an advantage;Experience with project and programmme monitoring and evaluation.
  2. At least 2 years’ experience in accounting and financial records management, preferably in an NGO setting.
  3. Well versed in Excel and other accounting software.
  4. Preferably with experience working with Global Fund Programs or other developmental organizations or international NGO.
  5. Good communications skills preferably with fluency in written and spoken English.
  6. Familiar with Progress Update and Disbursement Request (PUDR).
  7. Capacity to work well within a team, in a multi-country context.
  8. Familiarity with the concerns of MSMs and TGs in the South East Asian context.

Finance Officer - Economic Justice Programme


Job Purpose:
 
Under the supervision of Senior Program Finance Officer RiC & EJP, Project Managers/Program Coordinator, she/he will provide finance assistance and program support to the management of the Economic Justice Program.

Key Responsibility:
 

1.        Support Oxfam Project Manager(s) with the financial management of  the EJ Projects. 
2.        Responsible for the statement of expenditure against budget on EJ projects on a regular basis and that will assist project planning and delivery.   
3.        Assist with the transactional and reporting aspects of the financial management systems of the relief program. 
4.        Prepare for financial reporting for internal and external stakeholder with support by Senior Finance Officer. 
5.        Assist the Senior Finance Officer with the financial management of the EJ Programme. 
6.        Contribute to the implementation of financial systems and control.   This includes training and briefings for staff and project partners on procedures and ensuring that financial systems are adhered to by EJ staff and partners and comply with the International Division Finance and Indonesia Finance Procedures. 
7.        Contribute to the finance operations this includes: payment processes; maintenance of cash and bank books; submission of on-line accounting returns to the Regional Centre; production of timely management information; verify cheque payment vouchers. 
8.        Manage the security of cash, namely cash forecasting, transfer, transportation and storage. This includes preparing cash forecast and submitting requests for top-ups. 
9.        To work with logistics and office admin staff to ensure that vulnerable and fixed assets are treated in adherence to Finance’s minimum standards. 
10.        Contribute to partner financial system and control.   This includes conducting partner financial assessment and building capacity of partners to comply with Oxfam and donor standard, including the regular partner financial monitoring. 
11.        Communicate with local external contacts, such as the bank and suppliers, if needed.
Job Requirements:
Essential 
- Minimum of 2 years experience working with a Local NGO or and INGO working with local NGO partners as finance staff.
- Education to university degree on finance or accounting .
 Ability to prioritize own workload, to work independently and to work to deadlines.
- Have a good communication skills and adaptability to the diverse and difficult circumstances.
- Well developed interpersonal and team skills and proven ability to be flexible in demanding situations.
- Willingness to travel at short notice and to remote locations.
- Share the common values with the aims and objectives of Oxfam to work with others overcoming poverty and suffering.
- Commit to gender equality values and  non-discrimination, also commitment to child protection. 
Desirable
- Good written and spoken English 
- Have sufficient knowledge on the dynamic of civil society group in Indonesia.
