COLLABORATIVE FOREST MANAGEMENT (CFM) SPECIALIST


The Collaborative Forest Management (CFM) Specialist designs and implements a CFM initiative in natural forest logging concessions in East Kalimantan. S/he also is responsible to mainstream the CFM concept within the APHI and Ministry of Forest by influencing policy and regulations. Internally, s/he coordinates closely with the Community Development Manager and Improved Forest Management (IFM) Manager as well as with terrestrial senior management team, establishes and maintains partnerships at all levels.  These include the following functions:

•      Develops CFM guidance materials and design support mechanisms for local NGOs to facilitate cooperation between natural forest concessions and local communities.
•      Identifies, assesses, and selects NGOs which will be engaged, in collaboration with TNC Community Development Manager and IFM Manager.
•      Trains NGOs in CFM approach, processes and methods to enable them to facilitate CFM on the ground effectively.
•      Works with local NGOs to facilitate behavior and practice changes within partner concession to implement CFM in collaboration with TNC Community Development Manager and IFM Manager.
•      Maintains relationships with key personnel at all levels within partner organizations.
•      Secures on-going commitment and regulatory support from key actors (esp. APHI, MoFor) to enable CFM program success and mainstreaming.
•      Reports progress against CFM work plan to RAFT2 project lead.
•      Develops ToR and oversee contracts for CMP consultant(s).

The CFM Specialist will be based in Berau, East Kalimantan. She/he will report to ITP (Indonesia Terrestrial Program) Improved Forest Management (IFM) Manager.

Requirements:

•        BA/BS degree and 7 - 10 years’ experience in natural resource management, social science, or equivalent combination of education and experience.
•        Ability and willingness to apply science to decision-making and guide activities.
•        Ability to communicate and work closely with scientists.
•        Working with media and influential officials, especially governmental, to improve Conservancy programs’ outcomes.
•        Familiarity with principles of collaborative forest management, PRA, social research analysis and survey.
•        Knowledge of social and community development principles.
•        Knowledge of current trends and practices in conservation, land management, and natural resource preservation.
•        Experience in training and curriculum design.
•        Demonstrated experience communicating effectively with the public and/or media.

•        Completing tasks independently with respect to timeline(s).
•        Managing time and diverse activities under deadlines while delivering quality results.
•        Working knowledge of common software applications (e.g. Word, Excel, Web browsers).
•        Excellent communication skills via written, spoken, and graphical means in English and other relevant languages.

The Agency for Technical Cooperation and Development (ACTED) is a French non-profit organization working in over 30 countries worldwide to provide emergency response, early recovery, and development assistance to
communities in need. ACTED's interventions seek to cover multiple aspects of humanitarian and development crises through a multidisciplinary approach that is both global and local, and adapted to each context. ACTED's vision is to establish emergency, rehabilitation, and development. ACTED aims to guarantee the sustainability of relief interventions carried out during crises by remaining in the field after the emergency to engage in long-term
support to communities in food security, health, education, economic assistance, microfinance, advocacy, and cultural promotion. ACTED's actions are needs based and identified in a participatory manner with communities in
the areas where we are present. ACTED has been active in Indonesia since April 2005, assisting those affected by the tsunami and Nias earthquake and is now working to support livelihoods, community-based disaster risk
reduction, and child protection in North Sumatra, Nusa Tenggara Timur (NTT), and elsewhere.

Currently ACTED has an immediate need for qualified and experienced staff to be part of our RADKOM-DRR project in southern Belu District, NTT. ACTED, in partnership with CIS Timor, proposes to establish a community radio and provide training that will contribute to improving communication and capacity among southern Belu communities in order to improve the timeliness and nature of response to multiple coastal hazards. The intervention will also work to raise awareness of and integrate environmental management into risk reduction among communities and the government, expanding their focus and planning from simple emergency response to longer-term strategies of disaster preparedness and mitigation.

NATURAL RESOURCE MANAGEMENT SPECIALIST

Under the supervision of the Area Coordinator, the Natural Resource Management Specialist is responsible for managing implementation of natural resource management and environmental protection activities related to
disaster risk reduction 33 villages targeted by the RADKOM-DRR project in Belu District, NTT. This component includes village-level environmental assessment in collaboration with communities and community mobilize staff,
development and delivery of training content and awareness campaign, facilitating micro-project proposals with communities, and managing a contest for funding of selected projects, as well as liaising with related government authorities to ensure alignment with district policy and strategy. 

Professional Qualifications and Skills:
- Minimum bachelor degree in Environment, Education, or another relevant discipline required, masters degree preferred;
- Minimum of four (4) years of experience working management of community-based natural resource management and protection activities required; 
- Experience in developing and delivering community-based training required; 
- Experience developing environmental awareness campaigns desired; 
- Experience with integrating natural resource management into Disaster Risk Reduction strategies desired;
- Experience managing small community grants and/or village projects desired;
- Experience working for other local and/or international NGOs (especially in NTT) desired;
- Good communication skills and written/spoken fluency in English required;
- Good interpersonal skills, including patience, diplomacy, willingness to listen as well as respect for beneficiaries required;

Personal Qualities:

DATA MANAGEMENT SPECIALIST

IMMEDIATE CHALLENGES :
To establish an impact database system for all programs
To create applications for data processing
Produce analysis reports of existing database
To support analysis of baseline surveys conducted in Sumatera Utara, Riau and Jambi provinces.

PRIMARY RESPONSIBILITIES :
· Design an M&E database (or M&E data management system) for the project, including input entry forms, and systems to filter/separate data on the central, provincial and district levels;
· Generate reports as needed, based on data in M&E system
· Develop M&E instruments for specific projects.

OTHER DUTIES:
· Maintain and update project data management system, inputting new information gathered at provincial and district level
· Reviewing with M&E Coordinator, all project objectives, benchmarks, indicators, and measurement tools
· Designing specifications and system for all databases and monitoring an evaluation tools to be integrated into the performance monitoring systems;
· Managing data collected for performance monitoring systems, incorporating inputs from all project component and activities
· Manage the development, design, and implementation of program activities, as necessary
· Conduct training for staff on M&E subjects;

QUALIFICATIONS:
· Knowledge in M&E, experience in data management and data analysis
· S1 in Information management, computer science or relevant field
· Basic understanding of corporate social responsibility principles is important for this position.

Proficient in the use of Microsoft Access (especially Excel & Access), possibly SPSS Software

WORKING CONDITIONS:

FINANCE OFFICER

The Finance Officer is a mid-level position based in the Foundation’s Jakarta headquarters. The position is responsible for maintaining day-to-day accounting process, payment processing, tax administration, banking relations and the development, updating and implementation of related SOPs. The position is also responsible for providing financial service and accounting supports to the Foundation’s various programs, and for liaising with auditors. As mid-level officer of Tanoto Foundation, this position provides inputs to Management on financial and accounting matters.
RESPONSIBILITIES AND TASKS:
1. Accounting function:
a. Establish and monitor the implementation and maintenance of accounting control procedures including develop and maintain financial database, prepare and reconcile bank statements, perform cash controls and account reconciliation.
b. Ensure the smooth running of daily accounting and financial transactions such as record transactions into the computerized system, accurately post and balance all entries in assigned ledgers.
c. Maintain the accounts payable and accounts receivable systems in order to ensure aging AR and AP are conducted.
d. Management of the fixed asset process, policy, and procedure to ensure depreciation of the Foundation fixed assets are calculated correctly.
2. Payment and Budget Processing:
a. Review requests for payment to vendors originating from both Jakarta office and field offices to ensure accuracy of information, proper authorization, proper charging to budget components, compliance with the Foundation’s procedures, and complete documentation.
b. Process the payment vouchers to ensure timely payments.
c. Maintain efficient filing systems for all payment vouchers and the supporting documentation.
d. Review and prepare payment for expense reports including prepare monthly Outstanding Advances report.
e. Assist with preparation of the annual budget budgets and monthly forecast. 
3. Tax payment and administration:
a. Ensure that taxes are calculated accurately and paid in a timely manner.
b. Ensure that all tax reports are produced and filed in a timely manner. 
4. Banking relations:
a. Prepare necessary documentation and complete the authorization for opening and closing bank account.
b. Maintain custody of payment instruction forms, checks, and the registers.
c. Liaise and communicate with the banks on banking issues.
d. Propose investment of temporarily idle funds to the Head of Finance and Administration and to the Head of Tanoto Foundation.
5. Financial review, policy and compliance:
a. Prepare materials and conduct analysis on finance and accounting report for the monthly review meeting with Head of FA & Head of Foundation.
b. Assist the Foundation’s Management in ensuring that all financial and accounting policies and procedures are updated and understood by all staff. In this connection, the position also provides training to staff at the headquarters and at the field.
c. Provide suggestions and recommendations to improve the Foundation’s finance and accounting policies.
6. Audits
a. Conduct inspections to project sites to verify compliance.
b. Participate in implementation of audit recommendations.
c. Liaise with internal auditors and external auditors, including assisting with the preparation of audited financial statements, footnotes and supplemental information
7. Other functions
a. Participate in performance evaluation of peers and supervised staff, if any.
b. Any other duties that maybe reasonably assigned by the supervisor, including performance of other staff’s duties within the Finance & Accounting Unit when the respective staff is not in the office or due to the heavy workload in certain area.
c. Assist in development and implementation of new procedures and features to enhance the workflow of the department.
d. To manage regular communication/interaction with regional finance team.

SUPERVISES: (Indirectly) Field Finance and Administration Officers.
CONTACTS/KEY RELATIONSHIPS:
Project Officers, Project Managers, Program Managers, RGE Treasury, APRIL A/P Team, all staff.

QUALIFICATIONS:
· University degree in accounting from reputable university. 
· At least 5 years of well-rounded working experience in accounting, taxation and finance; previous working experience in development organization or NGO is not a must but is an advantage.
· Having tax brevet A and B would be an advantage.
· Good level ability to communicate in English, both spoken and in writing.
· Proficient in MS-Office, MS-Outlook applications and familiar with accounting software.
· Demonstrated ability to work independently with minimum supervision.
· Detail oriented and organized in work
· Ability to work cooperatively and collaboratively with all levels of employees, management, and external agencies to maximize performance and results
· Willing to travel to project sites.

WORKING CONDITIONS:
The position is based in Jakarta but from time to time may be required to travel to project sites (up to 20% of the time).

CAPACITY BUILDING MANAGER 

Under the supervision of the Area Coordinator, The Capacity-Building Manager is responsible for the overall effective and efficient coordination and management of ACTED's Disaster Risk Reduction (DRR) capacity-building
component of the RADKOM-DRR project in Belu, NTT. This component includes the establishment and/or strengthening and training of village disaster management committees in organizational development and technical areas, as well as village-based DRR activities including hazard mapping and risk analysis, disaster drills, disaster response and risk reduction planning, documentation of indigenous knowledge, and assisting village committees and authorities to develop micro-projects to reduce risk through environmental management. The Capacity-Building Manager will supervise a team of Community Mobilizers who will work directly in the project's 33 target villages in Malaka Barat and Malaka Tengah Sub-Districts.

Professional Qualifications and Skills:

- Minimum bachelor degree in social sciences or relevant area required, masters degree desired;

- Minimum of four (4) years of experience working in community capacity-building, organizational development, community-based disaster risk management/reduction, disaster preparedness and response, or other relevant
area;

- Experience developing and delivering community-based training at village level for at least two (2) years desired;

- Excellent understanding of how to ensure participation by women, disabled, and other vulnerable community members in community-driven development activities required;

- Experience facilitating and implementing Participatory Rural Appraisal (PRA) required;

- Experience conducting community vulnerability and capacity assessment and risk analysis desired;

Support the Secretary General for Statutory Meetings & Events • Coordinating preparations of bi-annual Executive Bureau, annual Council and bi-annual Regional General Assembly Meetings with the host local government/association • Preparing minutes of meetings and proceedings of events • Liaising with UCLG World for bi-annual World Executive Bureau (WExBu), annual Council and tri-annual General Assembly participation by ASPAC Presidency, Representatives and Secretary General • Reviewing and preparing relevant materials for the meetings/events 2. Representation of Secretary General/Secretariat in and organization of regional and international events • Attending strategic events in the Asia Pacific region or at world level • Preparing and conveying presentations at events • Assisting in preparing and organizing regional events 3. External Relationships & Liaison with ASEAN Secretariat • Liaison and development of relationships with international organizations and strategic stakeholders (UN organizations, EU, ADB etc.) • Liaison with ASEAN Secretariat on local governance agenda • Conduct policy analysis on matters related to democratic local governance • Preparing and organizing meetings of UCLG ASPAC Standing Committee 4. Assist Secretary General in managing the UCLG ASPAC Secretariat • Support development of strategic plan • Support formulation of bi-annual program and annual budget • Support implementation of annual plans • Support monitoring & evaluation at regular intervals • Support production of monthly and yearly reports on program implementation • Support composition of conference reports or proceedings 5. Special EU Projects • Assist in developing agenda and preparations for upcoming activities and events • Liaison with European Union, partner organizations, Indonesian authorities, members and relevant stakeholders • Preparation of policy paper(s)/inputs for regional and national dialogue C. Special requirements of the assignment •Minimum of a bachelor’s degree in public administration, international relations, economics, political science or related field •At least three years of professional experience in regional or international cooperation related to governance, decentralization, social inclusion, MDGs •Sound background in carrying out analytical work and research •Sufficient experience in preparing presentations for international events •Strong written and oral communication skills (Indonesia, English) •Computer software skills in all basic Microsoft word programs •Ability to develop liaison with senior representatives from partner organizations and stakeholders and work co-operatively •Ability to work under pressure and to deadlines required •Experience in working in an international environment, respecting different cultures and nationalities •Considerable domestic and international travel may be required D. Assignment period The assignment will be for a period of 12 months with a possibility of further extension, subject to performance review. It shall commence in October 2012.
