About Water.org

Water.org, a U.S.-based non-governmental organization working to increase access to water supply and sanitation (WSS). Water.org has been in operation since 1990, implementing sustainable and scalable WSS programs in conjunction with local partners including financial institutions, NGOs, and WSS service providers. Water.org has pioneered its WaterCredit initiative over the last several years, which works by building the capacity of carefully selected local financial institutions (FIs) to offer affordable financing for WSS facilities. Water.org is now exploring partnerships with other types of organizations (non-FIs) that can serve to increase access to WSS.

In Indonesia, Water.org is particularly interested in working directly with urban and peri-urban water utilities, Perusahaan Daerah Air Minums (PDAMs) and sewage utilities, Perusahaan Daerah Penanganan Air Limbahs (PDPALs). The goal of launching such a program would be to enable public utilities (PDAMs and PDPALs) to expand their overall coverage areas, reach a greater percentage of BOP households within their current coverage areas, and/or improve their quality of service. Support provided to public utilities could focus on financing, capacity development, and/or addressing regulatory constraints.

About Utilities in Indonesia

Perusahaan Daerah Air Minums (PDAMs) are public utilities responsible for providing piped water to residents in urban and peri-urban areas in Indonesia. The PDAM support agency, BPP SPAM, operates within the Ministry of Public Works to provide technical assistance to the PDAMs to improve their profitability. According to 2011 BPP SPAM data, there are 350 PDAMs operating in Indonesia, of which 50% are classified as healthy, 30% as unhealthy, and 20% as sick. PDAMs vary widely in terms of operational and financial capacity and service coverage.

There have been numerous efforts by the central government to strengthen the sector, including a debt rescheduling in 2008 and a loan guarantee and interest subsidy scheme in 2009. These efforts have had varying degrees of success but overall the sector has strengthened somewhat according to the BPP SPAM healthy, unhealthy, and sick monitoring scheme. There have also been several large programs delivered by international agencies in collaboration with the government of Indonesia including USAID’s IUWASH and AusAID’s INDII.

Over the last 10 months, Water.org partnered with Royal Haskoning DHV to conduct a thorough assessment of the utilities sector and develop a strategy for working with PDAMs and PDPALs to increase service quality and coverage. Water.org will now launch a pilot program working with at least three utilities to test the strategy. The pilot will include capacity building and access to finance components.

Position Description

Water.org seeks a highly skilled and highly motivated WaterCredit Officer to develop and manage the utilities pilot program.

This position will be based in Jakarta with regular travel throughout Indonesia. The WaterCredit Officer will report to the Indonesia Country Director and work closely with Program Managers at the Water.org head office in the US.

Core Responsibilities

Utilities Pilot program development: Conduct assessment and identify strong utilities with potential to expand WSS access for their customers. Key tasks include, but are not limited to:

a. Review key findings from utilities research study report for insights about utilities business opportunities and challenges.

b. Analyze the utilities project activities and assess potential utilities recommended in the research study report.

c. Develop programs, work plans and partnership agreements between utilities and Water.org.

d. Hire consultants as necessary to provide services to Water.org and/or partner utilities.

PDAM Program Implementation: Oversee utilities partnerships and achievement of program objectives . Key tasks include, but are not limited to:

a. Develop and manage program work plans.

b. Maintain regular communications with partners; provide program management and technical support.

c. Ensure partners are allocating adequate resources and personnel for successful project completion.

d. Maintain regular contact with Water.org USA program managers to submit partner progress and reports any address issues impacting achievement of program deliverables.

e. Manage any consultants contracted to provide services to utilities under pilot program.

f. Document program, develop program marketing materials and case studies.

g. Present to FIs information about opportunities for investment in utilities.

PDAM Program Monitoring and Coordination: Monitor the utilities pilot program and coordinate with relevant stakeholders. Key tasks include, but are not limited to:

a. Develop the pilot program report and documentation.

b. Assist utilities in designing appropriate internal monitoring and evaluation.

c. Conduct regular monitoring visits and develop midterm and final reports.

d. Collaborate with PDAM stake holders such as BPPSPAM, Ministry of Public Works, and Dinas PU of local government.

e. Coordinate with local governments, PERPAMSI, NGOs, donors, MFIs/banks.

Professional Qualifications

a. At least five years of relevant experience with PDAM or PDPAL sector

b. Deep understanding of the landscape of PDAMs/PDPALs, especially the challenges and constraints on expanded services in urban areas

c. Experience building the capacity of PDAMs/PDPALs including in technical, operational, and financial

d. Fluency in Bahasa Indonesia and English required

e. Bachelor’s Degree in related field with demonstrated record of outstanding academic and career achievement

f. Project management experience and entrepreneurial mindset

About Water.org

Water.org, a U.S.-based non-governmental organization working to increase access to water, sanitation and hygiene (WASH). Water.org has been in operation since 1990, implementing sustainable and scalable water and sanitation programs in conjunction with local NGOs and financial institutions. Water.org has pioneered its WaterCredit initiative over the last several years, which works by building the capacity of carefully selected local financial institutions to offer affordable financing for water and sanitation facilities. WaterCredit programs support financial institutions through a combination of financial assistance and technical support. Since 2003, Water.org has implemented WaterCredit programs with 66 partner financial institutions, facilitating 603,000 water and sanitation loans totaling over $128 million.

Water.org launched operations in Indonesia in early 2014 and seeks to build relationships with a broad range of financial institutions (microfinance institutions, commercial banks, BPRs, cooperatives) and water/sanitation service providers.

Water.org partner microfinance institutions (MFIs) design, pilot and launch loan products for financing the construction of household-level water/sanitation facilities such as toilets, septic tanks, wells, and piped water connections. As part of these programs, each MFI develops a strategy for engaging the water/sanitation supply chain to support client access to construction inputs and services.

There is very high demand for sanitation microloans among Water.org’s partner MFIs in Indonesia. The MFIs have taken a variety of different approaches to how they engage with the sanitation supply chain. For example, some MFIs are directly contracting the construction partners on behalf of clients, while others are empowering clients to select their own contractors. In all cases there is potential to further accelerate the construction of household sanitation facilities by providing additional support to the sanitation supply chains.

Water.org seeks to strengthen sanitation supply chain capacity in the operational areas of partner MFIs through two approaches:

1)Provide supply chain actors with technical and operational capacity building andfinancial management skills to maintain and scale their sanitation services. Capacitybuilding could be delivered by the partner MFI, directly by Water.org, or by a thirdparty.

2)Increase the flow of capital to finance the expansion of sanitation supply chainbusinesses. Investments could come from Water.org partner financial institutions ordirectly from Water.org.

To accomplish the above, Water.org will hire dedicated staff with technical expertise in this area.

Position Description

Water.org seeks a highly skilled and highly motivated WaterCredit Officer to support the launch

and implementation of sanitation supply chain capacity building and financing. This position will be based in Jakarta with regular travel throughout Indonesia. The WaterCredit Officer will report to the Indonesia Country Director.

The WaterCredit Officer will develop and manage supply chain focused programs in partnership with Indonesia and U.S.-based staff, including program and financial management, partner development, and program monitoring and evaluation. Major responsibilities include:

1) Improving coordination between partner MFIs and sanitation supply chains and building the capacity of supply chains in MFI operating areas. The focus area of work is to remove any existing bottlenecks to the scaling of sanitation microfinance and accelerate the impact of existing and future Water.org MFI programs.

2) Identifying opportunities for Water.org or local financial institution investment in the sanitation supply chain, such as manufacturers (e.g. squat pans, septic tanks, etc) and contractors (e.g. associations and networks of sanitation entrepreneurs). This area of work will identify new investment opportunities to increase the flow of capital to support the growth of the sanitation supply chain.

Detailed Tasks

 Assess sanitation supply chains of partner MFIs and supply chain engagement model of each MFI. Identify the most critical supply chain bottlenecks.

 Conduct assessment the potential local supply chain providers in the MFI operating areas.

 Develop reports on each MFI’s supply chain situation and propose to Water.org colleagues a strategy and approach to resolve the critical supply chain bottlenecks.

 Working closely with Water.org WaterCredit Officers and Program Managers, develop a work plan specifically for improving sanitation supply chains which aligns with the MFIs existing WaterCredit programs and workplans.

 Work closely with sanitation supply chain providers to improve services and accelerate sanitation construction, particularly through collaboration with MFIs providing customer financing.

 Develop supply chain training materials and capacity building tools; Deliver trainings to supply chain providers in different areas.

 Support the supply chain providers to pilot new technologies and business models and evaluate pilot results.

 Conduct workshops to share lessons learned and best practices among sanitation supply chain providers.

 Analyze the supply chain bankability and identify the supply chain actors ready to access investment capital from local banks or Water.org.

 Identify potential FIs for supply chain investment, assess bank requirements for investment, present to FIs information about the supply chain market, build FI understanding of supply chain investment opportunities, and provide guidance to FIs in underwriting loans.

 Develop the sanitation supply chain program internal reporting and documentation.

 Collaborate with local organizations such as sanitation associations (PAPSIGRO, APPSANI), sanitation businesses, Dinkes /Puskesmas, Sanitarians, PU, Pokja AMPL/STBM program, and PKK.

 Act as a regular liaison between Water.org, partner financial institutions, sanitation supply chain and other stakeholders.

 Coordinate with local governments, NGOs, donors, MFIs/banks, community leaders to arrange relevant activities.

 Other duties as required by Supervisor.

Professional Qualifications

 At least five years of relevant experience with water/sanitation supply sector and institutions, water and sanitation organizations, and/or related organizations

 Deep understanding of the landscape of sanitation provision in Indonesia, particularly the challenges constraining rural access

 Experience building the capacity of sanitation service providers including company registration, operations, management, and communication

 Familiarity with microfinance, particularly for water/sanitation or home improvement

Wildlife Conservation Society (WCS)

The Wildlife Conservation Society (WCS) has a distinguished history of scientists exploring and saving wildlife in some of the most remote and wild places remaining on Earth. WCS has long recognized that successful conservation requires a long-term commitment to individuals and places. Such a commitment has defined the culture and style of the Global Conservation Program, including the Indonesia Program. 

The Wildlife Conservation Society – Indonesia Program (WCS-IP) has significantly grown over the last decades, and contributed substantially to the conservation of biodiversity in Indonesia. We currently work in several landscapes in Sumatera and Sulawesi where we aim at protecting threatened species and their habitat.

A partnership of prominent conservation NGOs, led by WCS, has developed the Spatial Monitoring And Reporting Tool (SMART), to provides a platform to standardize the collection, management, evaluation, and communication of patrol-based monitoring data, such as from protected areas. It is aimed at improving ranger and eco-guard based crime prevention patrolling–and thus the quality and accountability of on-the-ground law enforcement efforts, facilitating adaptive management by government authorities. SMART is currently being rolled out across 31 sites across Asia, Africa, and Latin America. 

In Indonesia, WCS’s strategic approach is to use SMART as a tool to encourage Indonesian national parks to improve management practices and systems, with the aim of curbing forest and wildlife crimes in key landscapes. This is currently being rolled out in Gunung Leuser and Bukit Barisan Selatan National Parks in Sumatra and at the national-level with PHKA (Ministry of Forestry). 

WCS is now preparing to implement SMART in in northern Sulawesi.  The SMART Officer will be required to support the implementation of SMART in key landscapes in Indonesia, with a principal focus on WCS projects in Northern Sulawesi, under the supervision of respective landscape programme managers and the SMART Coordinator. This will involve supporting Bogani Nani National Park and private sector partners in the adoption of SMART, delivering training, accompanying patrols, establishing a SMART database and by advising on the planning, management and monitoring of implementation. In order to increase the effectiveness of our conservation interventions and strengthen the role WCS-IP in implementing SMART, WCS-IP is looking for a strong and motivated candidates to fill the following vacancy:

Main purpose of roles :

Livelihood Officer will support Program Manager in areas of assessment, designing and implementation of livelihood program, the task will also include designing an a improved and sustainable household based food security.  Livelihood Officer will guide and supervise the overall livelihood program implementation. The suscessful candidate is expected to  extend and maintain contact with all livelihood related stakeholder.  Under the guidance of the Program Manager, the Livelihood Officer shall work closely and mutually with Area Coordinators in regards to technical planning, implementation as well as monitoring of designed intervention programs.

Duties and responsibilities:

1.        Ensuring that projects are designed with technology package aimed at creating self-sufficiency, as well as enhancing the the supply of food  combination balance for households/local communities;

2.        Preparing logframe, work plan and budget of livelihood activities;

3.        Supporting field staff for the timely implementation of activities at field level;

4.        Conducting regular field visits to verify quality /progress of Livelihood Program interventions

5.        Providing technical guidance and advice to community facilitators;

6.        Formulating service plans and priorities in cooperation with other providers;

7.        Ensuring that baseline data (survey) on existing livelihood systems and income generating activities is frequently updated for planning and monitoring activities;

8.        Leading assessment in the operational area for livelihood interventions;

9.        Engaging with individuals and community groups, such as residents' associations, parents' groups and young people;

10.     Identifying local interests and needs and ways to meet them;

11.     In coordination with government and other stakeholders, ensure livelihood/food security and livelihood asset development activities are well planned, coordinated and monitored;

12.     Ensuring proper documentation of best practices /lesson learnt through monitoring and evaluation are captured, capitalized and incorporated into future proposal designs;

13.     Handling timely and proper documentation: all progress challenges, best practices, stories and communication pieces;

14.     Ensuring that technical leadership is provided in the development and implementation of livelihood activities, including income generation, market development, livestock and climate change adaptation as prioritized by communities and local authorities through technical best practices and targeted training;

15.     Monthly, quarterly and annual program reports prepared as required and submitted to the Program Manager;

16.     Perform other duties as required.

Qualifications :

1.        In-depth knowledge and methodology in livelihood  issues;

2.        Have knowledge in family finance management, cooperatives, micro enterprises
