BACKGROUND TO THE ROLE
 
KARINA (Caritas Indonesia) is the humanitarian arm of the Bishops’ Conference of Indonesia based in Central Jakarta and officially considered as a member of the Caritas Internationalist confederation. Karina is established in 2006 with focus on disaster management issue which is translate into 4 programs, namely DRR, Diocesan Accompaniment, Partnership for Resiliency, and Capacity Building for Emergency Response. KARINA (Caritas Indonesia) acts as an animator, coordinating and facilitating body for all the 37 Dioceses incorporated under the Bishops’ Conference of Indonesia. 
 
Emergency Response (ER) is the mandate of Karina. The Program officer will responsible for facilitation of Diocesan caritas to implement the role and function in ER Project. The facilitation rolw will cover technical assistance of ER , ER capacity building, manage emergency response team in the Karina network. He/She will manage the development program to strengthen the resilience of the target community.

The contract will be one year with the possibility for extension
 
SALARY SCALE
Karina will offering the salary Rp . 4.000.000 – Rp 5.717.500 (bruto)
 
KEY REPONSIBILITIES
Under the direct supervision of KARINA’s Program Coordinator , He/She will play as a key role in coering all aspects related to the DRR Mainstreaming Project and DRR Contact and Network in order to support the successfull implementation of project.
 

 
TASKS/DUTIES
 
1.      Facilitate dioceses regarding Project activities.
2.      Prepare materials necessary for Project activities.
3.      Provides technical assistance for dioceses to support the implementation of follow up actions
4.      Monitor budget for Project activities.
5.      Prepare and review project agreements between KARINA and Dioce.ses for Project activities
6.      Responsible to do project report writing.
7.      Ready to deploy to emergency areas as a representative of KARINA.
8.      Involve in coordination meetings wirh Diocesan Caritas.
9.      As institution’s representative in any coordination forums in Indonesia.
10.  Facilitate sharing of information, lessons learned, nad experiences for the staff and Diocesan Caritas institutions.
11.  Undertake any other taks given by the his/his supervisor and executive Director of KARINA (Caritas Indonesia)

REQUIREMENTS:
·         At least 3 year experience working with local partners on programmatic and organizational development.
·         Experience in working within consortiums highly desirable
·         Experience in organizational development highly desirable
·         Skills in advisory support to partners, whilst managing partner accompaniment of projects project
·         Excellent interpersonal skill and documentation skills
·         Experience in strategic planning approaches – including, needs assessment and project design, logical framework development, selecting indicators, implementing monitoring plans, coordinating evaluations and data analysis
·         Strong working knowledge of issues related to development and humanitarian programming especially for Emergency Response
·         Problem-solving skills
·         Result oriented
·         Sensitivity to gender issues.
·         Computer proficiency in general office software applications (i.e.Ms Office)
·         Fluent in English and Bahasa Indonesia:  written and oral.

Higher Education and Leadership Management Project (HELM)

Chemonics International Inc. seeks qualified Indonesian personnel for the USAID Higher Education Leadership and Management (HELM) project in Indonesia. Position is noted below the project background description.

Project Background:
The USAID/HELM project was awarded to Chemonics International on November 28, 2011. Chemonics implementsHELM with support from partners: the Indiana University Alliance; JBS International Inc., Aguirre Division; and the University of Kentucky (UKY). The five year project was designed to support Indonesia’s Higher Education (HE) sector in increasing its quality and relevance through improved focus on administration and management capacity. In partnership with the Ministry of Education and Culture (MoEC) and the Directorate General of Higher Education (DIKTI), HELM provides technical assistance, training, and additional support to strengthen the leadership capacityand increase effectiveness in the following four core management areas:
·         General Administration and Leadership
·         Financial Management
·         Quality assurance
·         Collaboration with external stakeholders

HELM works in close collaboration with DIKTI and, by Year 3, partners with 50 Indonesian Higher Education Institutions (HEI). The project is designed to address the USAID Education sub-intermediate result, “increasedmanagement capacity of Indonesian Higher Education Institutions” which contributes to the intermediate result “improved quality of higher education” under the over-arching assistance objective: “students better prepared for success in learning and work.”

TITLE: OPERATIONS OFFICER

Specific Tasks:
  1. To provide assistance in the organization of meetings, managing schedule, providing logistics support, preparing the agenda and materials, and documentation requirements for meetings. 
  2. To handle minute of meetings & reports and acting as interpreter and translator if needed.
  3. To assist the Operations Associate in providing day-to-day administration, including maintain partial HR files specifically in relation with health insurance files and accrual of annual leave and sick leave.
  4. To assist the Operations Associate in managing recruitment process, including advertisement, organizing interview.
  5. To assist the Operations Associate in managing COP residence monthly maintenance issues.
  6. To cover receptionist duties as required in the absence of Administrative Assistant.
  7. To work closely with the Administrative Assistant in providing logistics support in terms of stationery checking, working with contact person of provider to ensure all billings are correct prior to submission to Finance unit and performing other internal activities under the guidance of the Operations Associate.
  8. To supervise the work of the Driver of Jakarta Office, including managing project driver’s schedule, to perform review on car logs as required for completeness and compliance with regulations and to perform expenses verification to driver’s advances.
  9. To assist the Operations Associate in safety and security portal and to perform periodic checking on first aid in the office and car.
  10. To maintain hard copy of administrative files to ensure compliance with HELM operations documentation requirements and maintain electronic filing system as to follow Chemonics file index rules.
  11. To perform other tasks as assigned by the Operations Associate or his/her designee.
Supervision and Reporting:
The Operations Officer will report directly to the Operations Associate. He/She will prepare regular progress reports that demonstrate the status of assigned tasks and activities, as well as other reports as required.

Duration of Assignment:
This is a long-term, full-time position with an annual approved level of effort of no more than 260 days for each project year. The employment agreement will be renewed on an annual basis following a positive performance evaluation. The HELM project began on November 28, 2011 and ends on November 30, 2016.

Job Qualifications:
1.       Minimum Bachelor Degree in relevant field is required.
2.       Minimum 5 years administrative, human resources, procurement experience required. USAID or other international donor experience preferred.
3.       Experience in handling sensitive and confidentiality matter is a must.
4.       Good analytical skills and attention to detail.
5.       Proof of highly developed English communication skills both written and verbal required.
6.       Ability to use Microsoft Office applications including MS Word, PowerPoint, Excel, and Outlook.

Job Summary: The Landscape Spatial Planning & GIS Specialist provides day-to-day technical support in spatial planning and GIS to LESTARI landscape partners and project staff. This includes support for spatial plans, ensuring SEA-LEDS and LCP recommendations for HCV and HCS conservation and thus GHG emissions reduction are effectively integrated. It also includes support for SDI development and implementation as well as spatial data management. GIS support includes as necessary technical support and capacity building to ensure effective use of spatial data and maps in LESTARI work including forest and land-use governance, protected areas management and species conservation, and private sector support. The Landscape Spatial Planning & GIS Specialist will also support LESTARI monitoring and reporting requirements. Requirements include previous experience in similar roles either for donor projects, international organization, including but not limited to in depth knowledge of the assigned region/landscape, in depth understanding of GIS, land use, forestry, REDD+, spatial planning policy and conservation issues; familiarity with USAID procedures and regulations; and demonstrated ability to play a leadership role working on a multi-disciplinary team. University degree in related field required.

Job Summary: The Leuser Communication & Advocacy Specialist is responsible for implementing a landscape tailored communication strategy. LESTARI Communications engages specific stakeholders (audiences) for forest and biodiversity conservation and climate change mitigation, increases their knowledge and awareness, and guides them towards better practices (calls-to-action) that lower emissions and deliver sustainable development, through clear landscape specific messages. The Leuser Communication & Advocacy Specialist is also responsible for supporting government, private sector and community engagement and implementing effective communication and advocacy strategies that change practices of these constituents (supporters) for conservation. The Leuser Communication & Advocacy Specialist works closely with Landscape Climate Change MSFs and advocates for sustainable support through a variety of mechanisms (such as public and private finance). USAID’s LESTARI project supports the Government of Indonesia to reduce greenhouse gas (GHG) emissions and conserve biodiversity in carbon rich and biologically significant forest and mangrove ecosystems.

Job Summary: The Sustainable Land Use Planning Coordinator provides technical support to LESTARI partners to incorporate and operationalize Strategic Environmental Assessments (SEAs) and Landscape Conservation Plans (LCPs) recommendations in the landscapes. Alternative development options that mitigate impacts to climate change, increase resilience and ensure sustainable development have been designed in SEA but require integration through transparent governance. LCPs augment LEDS sensitive SEA by highlighting HCV and HCS areas important for conservation. Integration is required for districts to meet their GHG emission reduction plans (RAD-GRK) commitments.

Among stakeholders, regular reference will be made to the set of generic and customized landscape maps to ensure that the “what” of support will be complemented by the “where”, enabling appropriate clustering of stakeholders for more effective action.  Relevant results of such engagement will be conveyed to the GIS facility to improve maps. Every effort will be made to encourage stakeholders to take ownership of the landscape maps as tools to achieve their shared goals with LESTARI.  The Sustainable Land Use Planning Coordinator will also lead Jakarta based technical staff and governance and GIS staff and partner in monitoring implementation of spatial plans at the district level.  This includes building capacity for more scientific and participatory monitoring, and linking this to provincial and national plans.

The Sustainable Land Use Planning Coordinator will also lead further development of Landscape Baselines Assessments developed at the start of the project and, together with the Spatial Planning & GIS Specialist, document and communicate progress towards project and district GHG emission reduction targets.

Requirements include previous experience in spatial planning, forest governance and or sustainable landscape issues in Indonesia, preferably with experience in forestry, land-use and climate change issues in Indonesia; familiarity with USAID procedures and regulations; and demonstrated ability to play a leadership role working on a multi-disciplinary team. University degree in related field required.
