Jhpiego

Jhpiego, an international non-profit health organization affiliate of the Johns Hopkins University, builds global and local partnerships to enhance the quality of health care services for women and families around the world. Jhpiego is a global leader in the creation of innovative approaches to develop human resources for better health service.

The Jhpiego Indonesia programs are aimed to improve maternal and newborn health outcomes in Indonesia.  We are currently implementing EMAS ( Expending Maternal & Newborn  Survival ) program in Indonesia, funded by USAID.  In order to reach our goals, we are now recruiting some local based positions  to be part of the Jhpiego Indonesia great team. 1) Provincial Team Leader ( PTL ) 
 
Position Reports To:   Deputy for Provincial Operations
Positions Supervised: PPM & Technical Officer
Location:                          Medan, North Sumatera Province
                                                
Overview:
 
The Provincial Team Leader will provide managerial oversight at the provincial and district level.   He/she will lead a team of technical, programmatic, and administrative staff.  He/she will work closely with the Jakarta-based Deputy for Provincial Operations, who is responsible for the overall strategic direction and oversight for provincial and district-level activities across the Jhpiego program.  The Provincial Team Leader will represent the Jhpiego program amongst government and private-sector stakeholders at the provincial and district level.  
 
Responsibilities:
 
§  Overseeing all provincial and district-level activities including: 
o   Cultivating strategic relationships and alliances with Local Health Offices, Hospitals, professional organizations and the other local non-governmental organizations and donors including private sector partnerships 
o   Coordinate and collaborate with government officials, stakeholders, Jhpiego staff and consultants for effective implementation
o   Coordinating with technical team members in the design, analysis, and synthesis of interventions 
o   In collaboration with M&E officer, establish systems for tracking progress, indicators and deliverables according to agreed work-plans and prepare program reports to ensure state, donor and headquarter reporting needs are met. 
§  Work closely with Deputy for Provincial Operations to lead the design and implementation of all activities to ensure necessary technical input and coordination to achieve desired results
§  Advise provincial and district counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions, while ensuring overall technical quality of Jhpiego and/or EMAS processes and products. 
§  Troubleshoot to prevent and resolve potential problems and review outputs for quality control
§  Work closely with Provincial Program Manager to work on all programmatic aspects
§  Work closely with the Finance and Administration Officer to track program budgets and ensure that program finances are in order
§  Work with the technical team to identify and hire technical advisors/consultants as needed to carry out the work plan activities
§  Manage district-level subcontracts
§  Monitor the efficiency and effectiveness of the work of a short-term consultants in country
§  Facilitate trainings in conjunction with the technical staff
§  Develop and maintain excellent relationships with colleagues and donors in country and region
§  Keep Deputy for Provincial Operations informed of successes, challenges, and lessons learned. Work with Headquarters, to ensure smooth implementation of all program activities and to monitor financial and contractual obligations.
 
Qualifications:
 
§  Master’s Degree in health or social sciences or a related field 
§  A minimum of fifteen years of mid to senior level experience in designing, implementing or managing large, complex projects in developing countries
§  Previous experience working with USAID
§  Experience in maternal and newborn health and/or community interventions preferred  
§  Familiar with the Indonesia health system, key stakeholders and relevant government policies/strategies
§  Resident of local area preferred (see Job Location above)
§  Experience and demonstrated ability working with government health programs, counterparts and systems
§  Proven depth and breadth of technical and management expertise and experience
§  Strong ability to work and communicate within team members
§  Demonstrated excellence in oral and written Indonesian language; English language proficiency preferred
§  Ability to work independently and to exercise independent judgment
§  Ability to ensure adherence to applicable laws and regulations
§  Demonstrated ability to exercise confidentiality and professionalism
§  Microsoft Office computer skills, proficiency in Word, Excel , Power Point and Outlook
§  Willingness and flexibility to work on a wide range of tasks
 
 
 
2)                Provincial Program Manager ( PPM )
 
 
Position Reports To:               Provincial Team Leader
Positions Supervised:              Program Coordinator & Finance & Adm. Officer
Location:                                  Medan, North Sumatera
 
Overview:
 
The Provincial Program Manager (PPM) will responsible for the day to day management of activities for a large maternal and newborn health program. The PPM will participate in contribute to strategic planning, lead work plan development, facilitate technical discussions.
 
Responsibilities:
 
§  Develop work plan, detailed implementation plan and budget for provincial and district level activities  in liaison with technical advisors, Provincial Team Leader, Finance and Administrative officer, and Jakarta-based program staff
§  Mentor, support, supervise project support staff to align their efforts with program goals
§  Work collaboratively with project and finance staff to prepare and track the progress of project and activity budgets 
§  Contribute to the monitoring and evaluation of program  activities to ensure that targets are met
§  Actively participate in strategic planning meetings at the national, provincial, and district levels
§  Monitor the efficiency and effectiveness of the work of short-term consultants
§  Contribute to quarterly and annual reports, as requested
§  Upload documents into Jhpiego and knowledge management sites (e.g., JLibrary)
§  Coordinate and/or represent the project team in professional circles through meetings, conferences, and presentations
 
Qualifications:
 
§  Bachelor’s degree in health, education, or related field; Master’s degree preferred
§  Minimum 10 years’ experiences in program development and project management with international development organizations 
§  Experience in maternal and newborn health preferred  
§  Strong ability to work and communicate within a team, results oriented, and good decision making skills
§  Experience in public speaking and professional presentations
§  Comfortable with a team approach to programming and the ability to manage several major activities simultaneously
§  Demonstrated excellence in oral and written Indonesian language; English language proficiency preferred
§  Ability to work independently and to exercise independent judgment
§  Ability to ensure adherence to applicable laws and regulations

Job SummaryThe Team Leader is responsible, with Cardno, for the management of the AIPJ (Australia Indonesia Partnership for Justice) and for ensuring that governance arrangements are properly established. The Team Leader will work with reform teams and a range of partners to support Indonesian leadership of reform within State justice institutions and civil society, and lead the AIPJ team to deliver development results, especially for women who are poor and people with disabilities.  The Team Leader will operate within an approved organization structure that provides additional management and advisory resources.​
Key ResponsibilitiesSpecifically, the Team Leader will:

* Guide the strategic direction of the AIPJ in line with the Realising Rights Strategy, define this further into a coherent program of activities and knowledge products, and implement an expanded network of CSO/DPO partners and provincial offices;
* Provide management and leadership to a highly experienced team of national and international managers, advisers and support staff;
* Assure quality of AIPJ planning, implementation and reporting through direct management of Monitoring and Learning, Contract Performance, Gender and Disabilities and Communications functions and oversight, through a Deputy Team Leader (Operations), of technical implementation;
* Support partnerships with The Asia Foundation, the Federal and Family Courts of Australia, development partners and other approved institutions at a strategic level, and ensure efficient implementation of partnership activities;
* Work collegially with AusAID Jakarta and other Australian Government officials to ensure programming choices fit with policy objectives, information is current and accurate, and the best possible representation of Australia is provided in the law and justice sector;
* Ensure that high level specialist and strategic advice, from a range of authoritative sources, is directly accessible to decision makers, and present a balance of perspectives to inform debate, especially on highly complex or sensitive policy areas in which AIPJ is engaged; and
* Actively encourage capacity development through leading by example, especially in demonstrating evidence-based decision making and promoting positive examples of development success.

Other RequirementsThe Team Leader will require:

* Experience managing large, complex, multi-disciplinary programs and teams in the field of justice and development, preferably in South East Asia;
* Demonstrated strategic planning, report writing and communication skills; 
* A demonstrated ability to build productive and sustainable working partnerships with a variety of stakeholders (donors, Australian and/or partner government, civil society and the private sector) across cultures; 
* Experience in programming and building capacity in both State institutions and civil society organisations;
* Capacity to bring forward a range of highly specialist advice within the justice sector and build an integrated program that is understood and respected by stakeholders; and  
* Sound understanding of current policy issues in justice and development and the ability to translate these to implementation.

Reporting: To Cardno’s Contractor Representative, with close liaison with AusAID Post.  
Duration:17 months (to 31 May 2014) with an option to extend subject to head contract extension.

The Indonesia Urban Water Sanitation and Hygiene (IUWASH) project is a sixty-month program funded by the USAID. IUWASH works with government, the private sector, communities to improve access to water and sanitation in urban areas, and now we seek a BCC Advisor-Comp. I TEAM LEADER. The Advisor will provide  overall technical and strategic guidance in the implementation of project demand mobilization activities which include:

-      Behavior change communications (BCC) activities;

Position Description - Monitoring and Evaluation Specialist

 The Monitoring and Evaluation Specialist will report directly to the Team Leader and will provide advice and support to program partners and AusAID in managing the implementation of the program. 

 The Monitoring and Evaluation Specialist will have the following, skills knowledge and experience: 
* Masters Degree in relevant discipline and practical experience in developing and implementing, monitoring and evaluation activities, preferably in the gender equality area
* Minimum of five years of relevant professional experience in monitoring, evaluation, including data quality management, data verification, data collection and analysis
* Experience supporting the reporting requirements of donors such as AusAID
*  Experience supporting civil society organizations including demonstrated skills in fostering collaborative relationships across multiple organisations
* Ability to work independently, take initiative and manage a variety of activities concurrently
