Technical Assistance (TA) Recruitment Officer

The Program
AIPHSS Program is a partnership program between the Government of Australia and the Government of Indonesia focusing on strengthening of health financing systems & capacity building of health human resources in order to improve access to and quality of basic health services. AIPHSS Program is managed directly by the Government of Indonesia through the Ministry of Health (MoH) at National level and through Provincial/District Health Offices at sub national level.

To contribute to the AIPHSS program, Coffey is currently seeking applications for a TA Recruitment Officer.
The Position
TA Recruitment Officer - 492659
The TA Recruitment Officer is accountable to the TA Coordinator, but will have close working relationships with Implementing Services Provider (ISP) Operations Manager, ISP Team Leader, the ISP and Coffey HR Teams, ISP Procurement Manager and ISP sub national offices. The TA Recruitment Officer is required to manage and further develop a technical assistance pool by proactively sourcing technical consultants in health systems. In addition this position will be responsible to provide HR Administration support for the recruitment, contracting and mobilisation of TAs.

The Person
To be considered for this role you should have demonstrated experience in Human Resource Development or Technical Assistance program and/or in a donor funded program. You will have demonstrated strong recruitment background with proven ability to successfully undergo all steps in the recruitment process for both International and National candidates and extensive experience in managing the recruitment, selection and placement of highly skilled health development professionals. The successful candidate will have demonstrated experience in developing assessment methods for TA.

1.  Deputy Chief of Party
Responsible for providing management oversight and coordination of local professionals, technical advisors, and short-term experts to implement project activities, ensure close communication and coordination with USAID
and DIKTI, and to implement timely achievement of project activities.

Qualifications
· Master degree required, doctorate preferred, in higher education, education policy, education administration, comparative and international education, or relevant education field.
· Minimum 10 years' relevant management experience in higher education policy, administration or management required.
· Familiarity with Indonesian higher education systems required.
· Experience working with international donors or international organizations strongly preferred.
· Fluent verbal and written communication skills in English strongly preferred; strong verbal and written communication skills in Bahasa Indonesia required.

2. Higher Education Core Technical Assistant 
Responsible for supporting the planning and implemention of capacity development activities in core management areas with HELM higher education institutional partner.  Collaborate closely with USAID, DIKTI, BAN PT, and
higher education institutions to support outreach. Research relevant topics, gather learning on topics of higher education management, and draft reports that summarize assessment findings and training activities. Support
activities that include a variety of audiences including USAID, higher education institution partners, and GOI officials. Travel will be required.

Qualifications
·  B.A./B.S. in relevant field required; Master degree preferred, in adminiatration, management or education. Other related fields will be considered.
·  Minimum 5 years’ experience in social development field required.
·  Experience in educational domain, preferred,
·  Strong preference for candidates with experience in either higher education accreditation / quality assurance systems
   or higher education finance including budgeting, auditing, procurement, student financial assistance, scholarships   and student loans.
· Strong experience with Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.
·  Strong verbal and written communication skills in English and Bahasa Indonesia required.

3.  Communications Assistant

Support program communications including note taking at events, letter writing and other outreach to members of the higher education community in support of the implementation of a program communications and outreach plan. Produce project success stories.  Edit all written program materials for content and grammar, and ensure timely project reporting. Compile, write, edit and format technical reports and deliverables for USAID, as well as correspondence. Support production of project written materials in both English and Bahasa Indonesia.

Qualifications
·  B.A./B.S. in English, journalism, or relevant field required, Master’s degree preferred.
·  Minimum 5 years of relevant experience with communication and outreach for international donor organizations or NGOs or other social development group.
·  Experience with communication and outreach in the Education domain preferred.
·  Strong experience with Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.
·  Strong experience with publication software, including Adobe InDesign and Photoshop, required.
·  Familiarity with Indonesian higher education system preferred.
·  Strong verbal and written skills in English and Bahasa Indonesia required.

4.   Translator/Interpreter

Responsible for translating internal and official documents for the HELM project from English into Bahasa Indonesia, and from Bahasa Indonesia into English, including GOI laws and regulations, official project correspondence, reports, press releases, monthly newsletters, presentations, and other project-related documents, as well as providing
consecutive and simultaneous interpretation (both oral and written) as needed at meetings, trainings, and other events. Travel will be required.

Qualifications
·  B.A./B.S. in relevant field required, Master’s degree preferred.
·  Minimum 3 years of relevant experience interpreting and translating required.
·  Experience working in the domain of higher education with international donor or NGO strongly preferred.
·  Strong experience with Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.
·  Strong verbal and written skills in English and Bahasa Indonesia required.

5.   Administrative Assistant

Responsible for ensuring all office administrative systems are effectively running on a daily basis, including receptionist responsibilities. Greets guests to project office, serve as first point of contact for telephone inquiries. Drafts letters and memos, arranges appointments, serves as key liaison to project vendors, manages procurement activities in accordance with USAID rules and regulation, and maintains official records and correspondences in project filing system.

Qualifications
· B.A./B.S. in relevant field required.
· Minimum 5 years administrative experience required.
· professional experience with international donor program or NGO strongly preferred.
· Experience with office administration duties including faxing, photocopying, answering phones, arranging meetings required.
· Strong experience with Word processing (Microsoft Word), spreadsheet (Microsoft Excel), e-mails (Microsoft Outlook) required.
· Strong verbal and written communication skills in English and Bahasa Indonesia required.

6.   Regional Coordinator
Responsible for coordination and management of regional sub office (Medan or Makassar) and for maintaining close collegial relationships with project point personnel in partner institutions. Ensures daily operations of sub-office, close collaboration with central office, and communications with regional HEI partners. Supports logistic and technical preparation for all regional capacity development activities, meetings and other events. Provides for monthly monitoring and coordination visits to all regional partners.

Qualifications
· Master degree required, doctorate preferred, in higher education, education, or relevant field.
· Minimum 5 years' relevant management experience in higher education, administration or related field required.
· Familiarity with Indonesian higher education systems required.
· Experience working with international donors or international organizations strongly preferred.
