The American Red Cross Tsunami Recovery Program

The American Red Cross Tsunami Recovery Program (TRP) had been
established to direct the organization’s response to the
South Asia tsunami disaster. The TRP activities focus on
integrated community recovery and preparedness interventions in tsunami
affected countries in Asia and East Africa in
collaboration with Red Cross and non-Red Cross partners. Please visit www.redcross.org/tsunamirelief




The Indonesia TRP Delegation
operates from offices in Banda Aceh, Calang, Lamno. It also has liaison offices
in Jakarta , and
other areas in Aceh province in collaboration with the Indonesian Red Cross.

Duties and Responsibilities
:

Duties applicable to all

·
Work towards the achievement
of American Red Cross goals in the country/region of operation through
effective managerial, lateral relations and teamwork.

·
Ensure understanding of
roles, responsibilities, lateral relationships and accountabilities

·
Perform other work related
duties and responsibilities as may be assigned by the
supervisor.



Technical support, training
and reporting:

·
Support PMI staff
and volunteer to interpreted ARC PSP strategy and develop culturally
appropriate activities for each site to implement PSP program.

·
Provide training
and technical support to PMI staff and volunteers in planning monthly, weekly
and daily activities inline with overall PSP annual implementation plan.

·
Support PMI
program officer and field officers to compile monthly implementation plan and
cash request, ensure each activity’s appropriateness

·
Support SPO to
access effectiveness of IEC materials (e.g., training manuals, poster, etc.),
identify needs for improvements and work with program manager to improve

·
Identify training
needs within PMI teams and support ARC instructional unit to develop, organize
and facilitate relative trainings.





Monitoring & Reporting:

·
Monitor program
implementation in the field to ensure efficiency

·
Write monthly
narrative reports for activities done for each month



Operations:

·
Support PMI to
setup program operations, assist in improving effectiveness of utilization of
logistics



Coordination and
Communication:

·
Support PMI
Program Officer to create a continual system of provide feedback, sharing and
quality improvement of program interventions, conduct regular monthly and
weekly meetings within ARC team involve other sectors as required

·
Regularly update
SPO with ongoing things, seek assistance where required

·
Assist ARC and
PMI PSP team members in coordination and trouble-shooting with any stake
holders i.e. ARC Management, PMI, GOs, NGOs, INGOs

·
Support PMI in
developing partnering with local government agencies for ongoing program
implementation and sustainability of program.

Program Phaseout and Exit:

·
Support PMI to
develop phase-out and exit activities in coordination with ARC.

·
Provide technical
assistance to PMI for implementing program exit
and document best practices and lesson learned for PMI PSP in respective
district



Qualifications:

·
University degree in Social Work, Psychology, Community
Development, Sociology Preferred

·
Minimum 3 years experience in implementing Psychosocial support
programming in Aceh – Indonesia
is essential

·
Experience in demonstrating ability to train and manage staff

·
Ability to take initiative, think creatively and work
collaboratively

·
Excellent relational, administrative and oral communication skills

·
Proficiency in English (written and spoken)

·
Proficiency in computers especially MS office

: Water Treatment Operator

Duties and Responsibilities

·
Performance
basic maintenance of mechanical water pumps.

·
Perform operations of mechanical water pumps, this will include
starting and stopping the pumps as appropriate; check oil and fuel levels
before starting the pumps and filling the as necessary.

·
Ensure that the pumps are working properly and water reservoirs
are always filled.

·
Report any mechanical problems immediately to the office compound
manager/ Urban Watsan Engineer.

·
Ensure that the water pumps are kept clean at all times.

·
Fill in and maintain an up to date pump fuel consumption
sheet/log.

·
Fill in and maintain up to date pump operation hour’s sheet.

·
Do the preparation of chemical use in water treatment plant and
coordination with Urban Watsan Engineer.

·
Performs routine check to the water pipes used at the water
treatment site and reports immediately any damage to the Office/Compound
manager/Urban Watsan Engineer.

·
Ensure that no vehicles runs over the pipe used at the water
treatment site.

·
Pumping water to the tank and other vehicles collecting water from
the treatment facility.

·
Responsible for the security of all ARC asset and materials at the
water treatment site.

·
Maintains the compound and surrounding of the water treatment site
clean and tidy.

·
Ensure that there are open drains to clear all logged water at the
water treatment site.

·
Clean the water tanks whenever request by the Office/Compound
manager /Urban Watsan Engineer.

·
Keep awake at all times when on duty.

·
Assist with any other duties as required by Office/Compound
Manager/Urban Watsan Engineer.

Duties and Responsibilities

·
Lead technical team in
conducting assessments and supervision of construction projects.

·
Coordinate and closely
work with logistic and procurement department in finalizing construction
contractors and awarding the contracts.

·
Assist American Red Cross
Water and Sanitation Project Manager with overall management of the project,
including weekly revisions to operational timelines, review of engineering
design, construction documents, and change order requests, supervision of field
inspection and office staff and work to resolve potential issues or problems

·
Liaise with design
engineering consultant (s) and construction contractors to assure that works
are implemented on time and in accordance with contract agreements

·
Coordinate the
implementation of design and reconstruction with PMI Volunteers and Village
Water and Sanitation Committees (VWSC)

·
Maintain constant
communication about design criteria with BRR, consultants and villagers and
incorporate their feedback into the final designs. Communicate with technical
aspects of work to allow communities to make informed choices about the scope
and level of water and sanitation improvements, as well as their
responsibilities to sustain said improvements

·
Ensure that sustainable
systems are set in place for longer-term operation and maintenance of all water
and sanitation facilities. Train VWSC on technical aspects of infrastructure
operations and maintenance, including assisting in development of written training
materials and manuals

·
In cooperation with American
Red Cross staff, coordinate the implementation of the programs and individual
projects with the BRR, Un agencies, NGOs, International Federation of Red Cross
& Red Crescent and other participating National Red Cross / Red Crescent
Societies, in particular agencies who have shelter projects dependent on
provision of water and sanitation by AmCross

·
Ensure that projects are
implemented in a consultative, participatory manner, with gender sensitivity,
demand responsive and poverty sensitive approach

·
Develop all designs and
implementation activities ensuring that the framework of Fundamental Principles
of the Red Cross and Red Crescent Movement is fully respected

·
Provide monthly reports
following American Red Cross guidelines indicating the achievement of specific
project or program targets and developing the necessary analysis





Qualifications:

·
Fluent in both Bahasa and
English

·
Civil engineering degree
from Indonesia
or abroad

·
Minimum 5 years working
experience in construction.
