II. Organizational Context and Scope

Under the overall supervision of the Project Manager for the “Management & Care of Intercepted Irregular Immigrants Project Phase II (MCIIP II)”, under the direct supervision of the Lead Project Engineer and in close coordination with the Consultant’s Team for Refurbishment Supervision & Management of Works, the incumbent shall be directly responsible for the management, supervision and completion of the refurbishment of one of the three Migrant Accommodation Facilities in his respective area (Batam or Balikpapan or Semarang).


III. Responsibilities and Accountabilities

1.       Responsible in the general management, supervision and completion of the construction of the Migrant Accommodation Facility project according to the plans, drawing, specifications, budget, milestones and contractual agreements with the Constructor:
2.       In close coordination with the Lead Project Engineer, Consultant’s Project Engineer and Constructor the incumbent shall prepare a master work plan, milestones and schedules of the project, including implementing guidelines, Quality Control and Assurance systems, procedures & methods of works;
3.       In coordination with Consultant Team monitor & review the daily work schedule of the Constructor and output at the end of the day, similarly review weekly and monthly outputs and chart against work plans and schedules, adjust work plans and schedules when necessary to meet timelines;
4.       Manage and supervise day-to-day activities of the Consultant Team and Constructor, monitor every aspect of works through Subordinate or Consultant Team and ensure it meets 1) engineering or construction standards and practices, 2) plans, drawings and design specifications and 3) contractual obligations;
5.       Prepare and maintain daily site diary report of the project highlighting major activities and accomplishments for the day, weather conditions, Team Compositions of IOM, Consultants & Constructors, equipment & usage, materials, visitors, challenges, actions taken and results;
6.       Ensure the Quality Control and Assurance system of the project is strictly implemented and adhered to in all details; as such, supervise and monitor all testing procedures and methods applied in testing of materials and works, testing & commissioning of different building services systems, and maintain records of results; 
7.       Ensure all scope of works, detailed drawings, technical specifications of the project are executed in complete harmony with work plans and schedule between the General Contractor and Specialist Suppliers & Installers hired separately by IOM;
8.       Organize, maintain and keep all construction records, photographs, drawings, test results, minutes of meetings, administrative records in a systematic manner in hard and soft copies whenever possible;
9.       Take sequential photographs of all works daily and ensure as built drawings are prepared simultaneously with the progress of works;
10.   Prepare and submit weekly and monthly progress reports highlighting plans against actual physical accomplishments, cost of the project to date, variations & cost, challenges during the period, actions taken and results, and work plans and schedules for the coming month;
11.   Closely coordinate with Consultant’s team and Constructor in preparing “look ahead” work plans & schedules, materials, equipment and manpower requirements and periodically guide and follow up with the Constructor;
12.   Review and recommend progress payments against physical progress and value of each work item, ensure that all standard requirements for payments are complied and attached to the bills;
13.   Lead and record the regular coordination progress review meetings between Consultant’s Team, Contractors & Sub Contractors and Stakeholders;
14.   Coordinate with IOM Procurement for scheduling of deliveries or works of IOM supplied furniture, equipment and specialized contractors/installers;
15.   Coordinate and liaise with Government agencies and partners in obtaining permits for construction or other permits necessary until the handover of the project to Imigrasi;
16.   Ensure that all government regulations and decrees are adhered to by the Consultant’s Team, Contractors or their sub-Contractors;
17.   In consultation with the Lead Project Engineer, Project Manager and Imigrasi Karudenim, interface with local municipality concerning any problem generated during the course of implementation of the project;
18.   Resolve technical or Constructors issues on the site; report site difficulties or unresolved problems encountered, recommend actions to be taken and seek help from Supervisor when necessary;
19.   Ensure strict compliance with the IOM Operational Guidelines and Code of Ethics.  
20.   Maintain the highest ethical standards when interfacing with Constructors, Consultants, Suppliers and Government partners;
21.   In the absence of the Lead Project Engineer, report to Project Manager for direction and guidance;
22.   Supervise the Consultant’s Refurbishment Supervision & Management of Works Team, IOM’s Engineering Assistant and Project Administrative Assistant; 
23.   Undertake duty travel to all MCIIP II sites, as needed
24.   Perform other duties as may be assigned.

e)      Proficiency in Auto Cad drawing and 3D presentation, Microsoft Office tools such as Word, Excel, PowerPoint and project management tools
f)       Good coordination, communications and negotiation skills. 
g)      Good experience in dealing with government agencies and professional design consultants.
h)     Ability to manage workload within general schedule of work, instructions and standard practices
i)       Able to work with minimum supervision and maintain composure under pressure



V. Education and Experience 


a)      University degree in Architecture, Engineering or Construction Management and relevant training and experience in construction field.  
b)     At least 6 (Six) years of working experience as Construction Project Manager, Project Engineer or Supervisor in the construction of a multi storey buildings, sprawling housing or commercial complexes, land development or soil stabilization projects;
c)      Three (3) years’ experience as Facility Operation and Maintenance Engineer will be an added advantage;



VI. Languages


Fluency in English and Bahasa Indonesia both oral and written is a must.

Job SummaryThe Team Leader is responsible, with Cardno, for the management of the AIPJ (Australia Indonesia Partnership for Justice) and for ensuring that governance arrangements are properly established. The Team Leader will work with reform teams and a range of partners to support Indonesian leadership of reform within State justice institutions and civil society, and lead the AIPJ team to deliver development results, especially for women who are poor and people with disabilities.  The Team Leader will operate within an approved organization structure that provides additional management and advisory resources.​
Key ResponsibilitiesSpecifically, the Team Leader will:

* Guide the strategic direction of the AIPJ in line with the Realising Rights Strategy, define this further into a coherent program of activities and knowledge products, and implement an expanded network of CSO/DPO partners and provincial offices;
* Provide management and leadership to a highly experienced team of national and international managers, advisers and support staff;
* Assure quality of AIPJ planning, implementation and reporting through direct management of Monitoring and Learning, Contract Performance, Gender and Disabilities and Communications functions and oversight, through a Deputy Team Leader (Operations), of technical implementation;
* Support partnerships with The Asia Foundation, the Federal and Family Courts of Australia, development partners and other approved institutions at a strategic level, and ensure efficient implementation of partnership activities;
* Work collegially with AusAID Jakarta and other Australian Government officials to ensure programming choices fit with policy objectives, information is current and accurate, and the best possible representation of Australia is provided in the law and justice sector;
* Ensure that high level specialist and strategic advice, from a range of authoritative sources, is directly accessible to decision makers, and present a balance of perspectives to inform debate, especially on highly complex or sensitive policy areas in which AIPJ is engaged; and
* Actively encourage capacity development through leading by example, especially in demonstrating evidence-based decision making and promoting positive examples of development success.

Other RequirementsThe Team Leader will require:

* Experience managing large, complex, multi-disciplinary programs and teams in the field of justice and development, preferably in South East Asia;
* Demonstrated strategic planning, report writing and communication skills; 
* A demonstrated ability to build productive and sustainable working partnerships with a variety of stakeholders (donors, Australian and/or partner government, civil society and the private sector) across cultures; 
* Experience in programming and building capacity in both State institutions and civil society organisations;
* Capacity to bring forward a range of highly specialist advice within the justice sector and build an integrated program that is understood and respected by stakeholders; and  
* Sound understanding of current policy issues in justice and development and the ability to translate these to implementation.

Reporting: To Cardno’s Contractor Representative, with close liaison with AusAID Post.  
Duration:17 months (to 31 May 2014) with an option to extend subject to head contract extension.

These personnel shall have qualifying university degrees, be fluent in the English language, and have the following minimum relevant experience: 
a. Sr. Civil Engineer will be the Co-Team Leader responsible for the performance of the assignment. She/he should have a minimum of 15 years of relevant professional experience since graduation, and have a professional qualification in water engineering, in particular dredging, drainage and flood control. She/he should preferably have at least seven years experience in the field of dredging.
Experience in flood control, rehabilitation of rivers and hydraulic structures and dredging operations 
in Indonesia will be an advantage. 
b. Construction Engineer should have a minimum of 10 years of relevant professional experience since graduation. She/he should have a professional qualification in engineering construction. She/he should preferably have at least five years experience in construction management. It will also be an advantage if the candidate has previously worked in Indonesia's river water operation and management. 
c. OAlOC Engineer should have a minimum of 5 years of relevant professional experience preferably experience in developing and monitoring the quality control of  the works. She/he should have a professional qualification in engineering or relevant field of study. 
d. Environmental Engineer should have a mnumum of 10 years of relevant professional experience since graduation. She/he should have a professional qualification in environmental engineering. Familiarity with the country's environmental laws and regulations is required. 
e. Geotechnical Engineer should have a mmimum of 10 years of relevant professional experience since graduation. She/he should have a professional qualification in geotechnical engineering. 
f. Field Supervisor should have a minimum of 10 years of relevant professional experience preferably experience in project field supervision. She/he should have a professional qualification in engineering or relevant field of study. Project field supervision experiences in dredging, sheet piling or river/waterway
rehabilitation works will be an advantage. 
g. Mechanical/Electrical Engineer should have a minimum of 5 years of relevant professional experience since graduation. The candidate should have a professional qualification in mechanical and/or electrical
engineering. She/he will have experience  in the rehabilitation/construction of hydraulic equipments and associated  appurtenances for drain flood control facilities. 
h. Geodetic Engineershould have a minimum of 10 years of relevant professional experience since graduation. She/he should have a professional qualification in geodetic survey. She/he should preferably have at least ten years experience in the field of water resources. 
i. LARAP/RP Specialistshould have a mimmum of 10 years of relevant professional experience since graduation. She/he should preferably have at least five years work experience in resettlement and
community development. 
j. Database Management Expert (DME)should have a minimum of 10 years of experiences in database development and management. She/he should be able to demonstrate skill in creating database for project construction supervision. Together with Management Information System and Website Specialist, she/he should develop systems that are applicable for project monitoring and supervision including but not limited to development of GPS tracking system for dredged material transport, integrated database for complaint handling, etc. 
k. Grievance Redress or Complaint Handling Advisor should have be well-recognized and having good
reputation, credible and trusted by all in their respective expertise. 

1. Conflict Resolution
Specialist should have at least 10 years extensive experience in facilitating conflict and provide alternative solution on dispute resolution. She/he should demonstrate ability in managing complicated tasks, particularly in term of conflicts among multiple stakeholders and have good interpersonal and networking skills, with a strong understanding of the institutional, social, political and cultural. 

m. Management Information System and Website Specialist (MISWS)should have minimum university degree in Management Information Technology with at least 10 years extensive experience in MIS and website development. She/he should demonstrate ability in managing complicated tasks, particularly in term of  implementation of MIS with multiple stakeholders and provide training to on site database and information operator. Together with Database Management Expert, she/he should develop systems that allow onsite operatorand relevant stakeholders to update the result of supervision/monitoring into the project database.  Support to the CPMU and CPIU 
n.      Programming & Budgeting Expertshould have a minimum of 5 years of relevant professional experience since graduation. He/she should have economic, finance, accounting or related background and relevant professional qualification to oversee issues of programming, budgeting and monitoring and evaluation of public financed projects. 
o.Financial Management Expertshould have a minimum of 10 years of relevant professional experience since graduation. She/he should have finance and/or accounting background and relevant professional qualification to oversee issues of  financial reporting, audit, transparency and good governance. 
p. Procurement Expertshould have a minimum of 10 years of relevant professional experience since graduation. She/he should have an engineering background and relevant professional qualification to oversee issues of transparency and good governance. She/he should preferably have experience in procurement for large contracts or projects, familiarity with the Bank Guideline will be an advantage.

A. Background

United Cities and Local Governments Asia Pacific (UCLG ASPAC) is one of the eight Regional Sections of the United Cities and Local Governments (UCLG) and based in Jakarta, Indonesia. UCLG is the largest local government organization in the world and the officially recognized voice of Local Government by the United Nations. The Asia and Pacific region is the biggest of the eight sections in UCLG with linkages to more than 7.000 local governments. It represents well over 3.76 billion people –more than half of the world population- and incorporates economically fast developing countries such as China, India and Indonesia.

UCLG ASPAC is the key knowledge management hub on local government issues in the Asia-Pacific region. It promotes democratic local government, supports cooperation between cities and their associations, and facilitates programs, networks and partnerships to develop the capacity of local governments and the associations. 

Moreover, UCLG ASPAC represents local governments politically within the international community, and with the United Nations and its agencies. It also promotes inclusive societies which safeguard equality, social and economic justice, and sustainable development.

UCLG ASPAC is engaged in all relevant thematic fields for nurturing sustainable development comprising poverty alleviation, climate change, decentralization, local finance and MDGs.

Currently, UCLG ASPAC plans to re-design its website. The website would be the front line in ensuring the visibility and promoting UCLG ASPAC programmes and engagement. The website would be also the main source for UCLG ASPAC’s members in looking for information, sharing knowledge, best practices, and experiences. 

UCLG ASPAC is accepting expression of interests from qualified individual, company or organizational to be the Consultant for Website Development. 

B. Responsibilities

The Consultant will be responsible for the following:

1.Designing  the new UCLG ASPAC Website
2.Ensuring that the website is easy to navigate at the same time addressing users’ needs.
3.Ensuring the effective operation and security of the website
4.Providing guidelines for UCLG ASPAC Secretariat staff
5.Training of UCLG ASPAC Secretariat staff in updating the website
6.Enabling the Secretariat to sufficiently maintain the website
7.Integrating other relevant websites incl.  the Korean version into the new UCLG ASPAC website

C.  Special requirements of the assignment
1.Minimum of 3 years proven  work experience in media work and website development 
2.Have a good command over My SQL, PHP, HTML, jquery
3.Have experience and knowledge regarding Photoshop, Flash and other major design applications
4.Fluency in English, both written and oral.

D.   Assignment period

The assignment will be for a period of maximum 4 months. It shall commence in January 2013.
