International Organization for Migration (IOM) Indonesia is looking for an  External Evaluator Consultant according to the terms of reference below:

II. PROJECT BACKGROUND 
Indonesia is a key source of cross-border and domestic trafficking in persons (TiP). A big majority of victims of cross-border TiP are women migrant workers being trafficked through labour migration channels for labour or sexual exploitation. Domestic TiP affects mostly women and children who are trafficked from rural to urban areas, for the purpose of domestic servitude or commercial sexual exploitation. Evidence also suggests that Indonesia is increasingly becoming a destination and transit country for trafficking in persons, with victims originating from other ASEAN countries or as far as from South America to work as prostitutes or fishermen.
 
Indonesia’s commitment to counter trafficking is well reflected through the adoption of its two consecutive National Plans of Action (NPA) to eradicate TiP, its Anti-Trafficking Law (hereinafter referred to as Law 21/2007), its National Standard Operating Procedures (SOPs) and Minimum Service Standards (MSS) for Integrated Services for Witnesses and/or Victims of Human Trafficking and the set-up of Anti-Trafficking Task Forces (ATTF) at national, provincial and district levels. However continued lack of livelihood options and awareness among source communities on the risks of trafficking, along with complex, costly and unclear migration procedures, as well as limited law enforcement, weak institutional capacities and coordination, have made TiP a serious threat to human security in Indonesia. 
 

III. PROJECT DESCRIPTION 
IOM will soon complete a 24-month project entitled “Combating human trafficking through government and civil society partnership”. Funded by the US Department of State’s Office to Monitor and Combat Trafficking in Persons, the overall goal of the project is to contribute to Indonesia’s efforts to fight trafficking in persons (TiP) through the following specific objectives: 
 
1.  Enhance victim protection 
2.  Improve prevention of trafficking and re-trafficking through improved reintegration assistance and increased awareness raising. 
3.  Reinforce law enforcement response to increase prosecution 
 
 To achieve those objectives, project’s activities include: 
·  Support better coordination of the National Task Force. 
·  Training on Return, Recovery and Reintegration. 
·  Provision of Assistance to victims of trafficking through national and sub-national state and non-state partners.
·  Develop Reintegration Assistance Operational Guidelines for referral partners.
·  Awareness raising on the risks, realities and consequences of TiP among families and communities. 
·  Train legal assistance NGOs and law firms on TiP and Law 21/2007. 
·  Establish a Legal Assistance Fund. 
 
The project is targeting the top eight source provinces of TiP in Indonesia, namely: West Java, Central Java, East Java, West Kalimantan, North Sumatra, Lampung, West Nusa Tenggara and East Nusa Tenggara. The provinces are selected based on IOM Counter Trafficking (CT) data gathered under its Victim Assistance Fund (VAF) which indicate that the combined percentage of trafficking victims from the selected eight provinces amounts to 88% of the total number of trafficking victims assisted under IOM’s VAF.  
 

IV. OBJECTIVES OF THE END OF PROJECT EVALUATION
The objective of the evaluation is to assess the overall performance, immediate impact and achievements of the project, vis-à-vis the stated overall goal, specific objectives and outcomes, as well as the anticipated sustainability of project achievements. It will seek to identify good practices, lessons learned, gaps and challenges in the design, management and implementation of the project and how these may be addressed or replicated in future interventions. More specifically, the evaluation will assess the project through the following five evaluation criteria: 
 
1. Relevance: The degree to which the project’s expected objectives, outcomes and outputs, activities and implementation strategy were justified and remain valid and pertinent in relation to assessed needs and Indonesia’s national strategy on TiP. 
2. Effectiveness: The extent to which the projects’ expected results (outputs and outcomes) and objectives have been achieved. The effectiveness of the project should be assessed against the indicators of the logical framework enclosed with the project document. Factors contributing to and detracting from the achievement of the project desired results and objectives should also be included in the analysis. 
3. Efficiency: the degree to which project resources have been optimally used in the implementation of the project and IOM’s performance in implementing the project in a timely manner. Under this point, the evaluation will also assess the quality and appropriateness of the inputs planned and  provided for the implementation of the project (i.e. budget allocation, human resources, administrative and financial management procedures).
4. Impact: The assessment of immediate impact achieved or likely to be achieved, analysing both positive and negative, foreseen and unforeseen changes generated and effects on the target beneficiary institutions and the communities they serve, directly attributable to the project. 
5. Sustainability: The extent to which the project benefits are likely to continue after the end of IOM’s intervention. Along with the durability of the project’s results, the Evaluator will also assess opportunities for and make recommendations on the design of specific follow-up interventions to bring about visible and permanent results. 
 
 
V. METHODOLOGY
he Evaluator will conduct a qualitative and quantitative assessment of the project implementation through desk work, interviews and/or focus group discussion with key stakeholders, and field visits to selected project sites in Indonesia. Activities will include, but may not be limited to, the following:
 
a)      Review project documents (project narrative, logical framework, timeframe and budget)  and outputs relating to the project, including: progress reports; meeting and training minutes; guidelines; victim assistance statistics; training curriculum; information, education and communication (IEC) materials; and other relevant external documentation such as Government of Indonesia’s Plan of Action on Eradicating Trafficking in Persons, Law 21/2007, and SOPs on victim assistance.  
b)     Conduct interviews and/or focus group discussions with IOM staff, main project beneficiaries and partners (e.g. members of the National Anti-Trafficking Task Force, local government, police, social services and health care centres, NGOs, communities, etc.)  and donor representatives.
c)      Conduct field visits to meet with stakeholders and beneficiaries in at least two of the eight target provinces of the project. The location of site visits will be decided in consultation with IOM.
 

VI.  PRESENTATION OF RESULTS AND REPORTING
The output of the evaluation will be a maximum 50-page long report in English (including an Executive Summary), outlining the methodology pursued and findings of the evaluation, including good practices, lessons learned, gaps and challenges on the design, management, implementation and impact of the project. 
 
The draft report will be presented to IOM for comments and input. Based on IOM’s feedback the Evaluator will integrate the inputs into the report and submit the final evaluation report to IOM no later than 5 days after the debriefing session with IOM. The report shall include recommendations on how some of the good practices, lessons learned, gaps and challenges identified during the evaluation  may be addressed or replicated in future interventions. 
 
 
VII. RESOURCES AND TIMING
The Evaluator is expected to commence the assignment on 3th December 2012. The assignment and outputs are expected to be completed, no later than 22th January 2013, with the detail as described in the below table:

IOM will assist the Evaluator in:
establishing contact with relevant respondents; 
arranging meetings and field visits as requested by the Evaluator;
providing logistics support for any travel and accommodation bookings required for  field visits.
 
If needed, IOM will separately make available office space to the Evaluator during the evaluation period.
 

VIII. DESIRABLE QUALIFICATION
The evaluation will be undertaken by an independent expert selected by IOM. The Evaluator should: 
 
a)      have a minimum Master degree (or equivalent advanced university degree) in Political Science, Social Science, International Relations, Development Management and/or Law, or an equivalent combination of training and experience.
b)     have extensive experience in conducting project evaluation.
c)      Familiar with project management.
d)     have a good understanding of issues pertaining to trafficking in persons and labour migration, preferably in the context of Indonesia.   
e)      have a good command of data collection and interviewing techniques (or any specific tools/program/technology).
f)       have strong analytical, verbal, and report writing skills, in English language.
g)      Willing to undertake in-country travel related to project. 
 

IX. REMUNERATION AND TEMS OF PAYMENT 
Consultant will receive attractive remuneration package. The remuneration shall cover: consultancy fee and any  communication, duty travel and accommodation expenses incurred in the conduct of the assignment. IOM shall not pay any additional travel expenses to Indonesia and accommodation in Jakarta.
 
The remuneration will be paid in 3 (three) instalments under the following conditions :
-          20% of the agreed payment will be paid upon signing of contract. 
-          An additional 30% upon submission of the draft Report;
-          50% upon submission and approval of the final report
 
Final Payment of  remuneration shall be done within 5 working days after written approval of the final evaluation report by IOM. IOM shall review and approve the report no later than 10 working days after submission of the final report by the Evaluator.
