WWF US Regional Program Office (RPO) in Jakarta is looking for Communications and Outreach Specialist for their project named Marine Protected Areas Governance (MPAG). Please refer below to the Terms of Reference for the position mentioned above:

Title: Senior Communications & Outreach Specialist, Marine Protected Areas Governance (MPAG)
Reports to: Chief of Party, MPAG
 
I.        Major Function
 
The objective of the position is to strategically communicate to stakeholders and audiences about MPAG, including its work and impact; relationship to USCTI, the Regional Plan of Action and National Plans of Action; achievements to date; and expected outcomes. The Communications & Outreach Specialist will lead the MPAG communications efforts from the strategy to the implementation/ production of materials. He/she will manage the development of a range of awareness materials, including but not limited to fact sheets, press releases, and brief reports. The Communications & Outreach Specialist will also ensure there
are clear lines of communication with key partners including USAID-Indonesia, MMAF, and Consortium organizations. The Communications & Outreach Specialist reports to Chief of Party and receives technical guidance from the MPAG Regional Program Office Management Team, consisting of the Conservation
Coordinator and Monitoring and Evaluation Coordinator. That said, the Communications & Outreach Specialist is expected to take the lead on any and all initiatives involving communications.
 
II.      Major Duties and Responsibilities
1. Lead the finalization of MPAG communication strategy, including refinement of approach or products, or outreach events.
2. Develop and execute MPAG communication work plan which is derived from MPAG communication strategy and within the allocated budget.
3. Review and propose changes or modification to the MPAG communication strategy to CoP every fiscal year.
4. Manage production of communication materials of MPAG including:
·  content development;
·  collection of data/information from countries/sites or relevant sources;
·  approval as necessary; and 
·  production process of the materials.
1. Anticipate and coordinate communication activities within MPAG sites to ensure proper representation and documentation follow-up.
2. Work closely with the consortium organizations’ communications departments to harmonize efforts.
3. Ensure compliance with USAID Indonesia branding strategy and consortium member communication policy among MPAG field teams.
4. Respond to ad hoc requests on communications matters from the USAID and MMAF.
5. Ensure that all target audiences receive/ have access to MPAG communication materials. Incorporate any stakeholder feedback into product development.
6. Ensure clients receive communications materials.
7. Encourage and enable field teams to contribute communications materials to RPO.

IV. Working Relationships
1.  Internal to WWF:   Coordination with Chief of Party, Conservation Coordinator, Monitoring and Evaluation Coordinator, Program Specialist, Senior Admin Assistant
2.  External to WWF:  Maintain regular contact as needed with all MPAG consortium member NGOs and Ministry of Marine Affairs (MMAF)
 
 
V.  Minimum Requirements
1.  Education/Experience: Education: University Master Degree; Excellent written and oral English language communication skills; 5 to 10 years of communication experience. 
2.  Skills and Abilities:
·  Excellent interpersonal skills and demonstrated ability to lead and work effectively in insecure environments is critical
·  Knowledge of and familiarity with USAID branding and marking guidelines
·  Knowledge of and familiarity with marine conservation issues
·  Self-motivated and able to manage own time and workload as well as those of others (both support staff and vendors)
·  Detail-oriented
·  Able to work in small, interactive team
·  Strong analytical thinking skills and judgment
