General Information
ADRA Indonesia is seeking for service of an experienced consultant to carry out the final project evaluation as
summarize below.

Title: Consultant for Final Project Evaluation
Project Location: North Barus, Central Tapanuli, North Sumatra (WASH Project)
Responsible to: Country Director
Coordinate with: Program Director and Finance Director
Duration: December 03, 2012 up to December 21,2012 Closing date: November 20, 2012

Background
ADRA Indonesia is part of ADRA International global network and as a Welfare Agency of the Seventh-day Adventist Church. The mission is to work with people in poverty and distressedto create just and positive changethrough empowering partnership and responsible action.
 
ADRA Indonesia has been operating in Central Tapanuli, North Sumatra province, since February 01, 2012 in North Barus through a 10-month project called WASH (WaterandSanitation forHealth).
Supported by ADRA International,ADRA Indonesia directly implements the project. 
 
The overall goalof the projectis  “To provide good quality water and better sanitation in Barus Utara District through installation of clean water facilities” The objectives of the project are (1) To increase access to good quality water in Barus through water piping system (2) To increase personal hygiene and clean environment at 4 villages. The purpose of this evaluation is to measurethe project’sperformance on its efforts to meet the objectives and the goal. 
 
Objectives
·  To visit project sites and to make interview project beneficiaries, project staffs and other project stakeholders
involved to assess the achievements of the project.
·  To evaluate the relevance, efficiency and effectiveness of the project to provide the good quality water and better
sanitation in North Barus under the 10-month project.
·  To provide a comprehensive, summary report of field findings with lessons learned, best practices, outstanding gaps, and recommendation(s) to enhance the quality of the next project. 
 
Responsibilities
·  Review and analyze the stated project goal and outcomes with actual accomplishments, and examine the reason for such performance.
·  Make observations and—by case studies—obtain information and data on lessons learned and document the best practices arising out of the project.
·  Examine the sustainability of the project and Water Committees’ capacities to manage the facilities once ADRA Indonesia phases out.
·  Examine the facilitating and constraining factors, as well as the relevant processes that took place, and
recommend how to address constraints and capitalize on strengths.
·  Determine the appropriateness of strategies and approaches used to achieve objectives.
 
Qualifications Required
·  A master’s degree in Social Sciences or Health Sciences or having minimum of 5 years working as a consultant for
project evaluation.
·  Experienced in project evaluations on water, sanitation and hygiene themes withparticipatory learning approach.
·  Experienced in assessing qualitative impacts and processes relating to building awareness, social mobilization, or behavioral changes.
·  Well-experienced with program monitoring and evaluation, and preferably having a previous experience working in Sumatera.
 
Procedure
Deadline to submit the expression of interest is November 20, 2012. Short listed Consultants/NGOs/Firms will be requested to submit/present a detailed evaluation work plan with description of evaluation methodology and budget.
 
The proposed work plan and budget will be approved by ADRA Indonesia and it will act as the agreement between parties as to how the evaluation will be conducted.
