Governance and Anti Corruption Operations Analyst
 
To accelerate poverty reduction, the Government of Indonesia has been implementing a national-wide community-based empowerment program for poverty reduction, inclusive of the following core programs: PNPM Perdesaan, PNPM Perkotaan, PNPM Rural Infrastructure (RIS-PNPM), and PNPM PISEW. Currently PNPM is in full-scale and already covers all kecamatan and almost 80% of villages across Indonesia. Managing such a massive program is complex that requires a tool and well-functioning data management system. To support Pokja Pengendali PNPM Mandiri in developing and managing a Data Warehouse, the Sekretariat of Pokja Pengendali PNPM Mandiri in the office of the Coordinating Ministry for People’s Welfare requires Governance and Anti Corruption Operations Analyst.
 
Tasks and Responsibilities
 
a)   To manage the overall data and information of PNPM Complaint Handling System, conducting analytical work such as study, review, policy paper relates to governance and anti corruption in the implementation of PNPM Programs.  
b)   To support the Secretariat of Pokja Pengendali in developing initiatives on better governance, anti corruption areas as well as mainstreaming access to justice within PNPM Programs. 
c)    To support the Secretariat of Pokja Pengendali in the Complaints Handling Unit (CHU) data integrations of PNPM core programs.  
d)    To support the Secretariat of Pokja Pengendali to respond to complaints in PNPM implementation. 
e)    As the described job cannot be exhaustive, the position holder may be required to perform others related duties that may be assigned.     
 
Output and Reporting
 
The outputs of these tasks will include the following:
a)       Regular policy recommendation paper of the current status of the implementation  governance, anti corruption and complaint handling data of PNPM core programs. 
b)       Brief review of complaint handling data of PNPM core programs 
c)       Progress report of the development GAC initiatives developed by the Secretariat of Pokja Pengendali 
d)       Regular input for other PNPM issues as requested by the Secretariat of Pokja Pengendali  
 
Selection criteria
 
a)     Master Degree with 2 years relevant experience, or Bachelor Degree with 5 years.
b)     Strong background in policy analysis and research in the areas of good governance, anti  Corruption, access to justice and community driven development.
c)      Strong understanding of poverty reduction and or community empowerment and experienceof working with donors and government agencies.
d)      Excellent written and verbal communication skills with the ability to prepare short and    concise reports and information materials.
e)      Demonstrated excellent leadership and analytical skills.
f)       Excellent time management and organizing skills.
    g)      Ability to work under pressure to meet deadlines with minimal supervision.
 
The selected candidate will be assigned  to Sekretariat PNPM Mandiri  in the office of Kemenko Kesra working as a team in coordination with other Consultants assigned in Secretariat of Pokja Pengendali as well as CHUs of PNPM programs, as well under overall oversight by the PNPM Support Facility’s officer in charge.
Length of Assignment
This initial contract is for 75 days covering 6 months period starting effective immediately.
