Performance Oversight and Monitoring (POM) program

The Performance Oversight and Monitoring (POM) program supports AusAID’s Education Partnership with the Government of Indonesia. POM is currently seeking to recruit a Finance and Procurement Manager, who will oversee a range of finance, procurement and associated administrative activities related to the successful implementation of the POM. Interested candidates should have:
 A minimum of 10 years’ experience in the field of finance and procurement, preferably in international donor-funded projects
 Extensive knowledge and experience in finance and accounting, in particular with Accounting Excel spreadsheets, petty cash management, cashflow, forecasting and negotiation.
 Extensive knowledge and experience in logistics and procurement.
 Thorough understanding of IT systems
 Demonstrated ability to promote and initiate work processes and complete given assignments with minimum supervision.
 Fluency in Bahasa Indonesia and a good working knowledge of English.
 Advanced computer skills in MS Word, MS Excel, and the internet.
 Trustworthiness, integrity, good analytical thinking and attention to detail.
 Ability to work in a team and be customer-satisfaction oriented.

Responsibilities and Tasks:

Office Financial Management:
 Implement established systems and procedures to support financial management operations.
 Take responsibility for financial transactions and data input within the POM office using financial systems.
 Verify authenticity and accuracy of all accounts rendered to the POM Office.
 Be responsible for the management and control of petty cash.
 Prepare, distribute and supervise accounts payable and subsequent reconciliation.
 Operate in-country Bank Account(s) in accordance with the POM operating procedures.
 Attend to all correspondence from POM suppliers regarding payment of accounts.
 Ensure that bank statements are collected weekly and reconciled to POM Office records.
 Monitor encoding of all payment requisitions.
 Ensure acquittals/receipts are reconciled against all funds expended by the POM office.

Financial Reporting:
 Ensuring that a copy of all financial reports and accounts are retained and sequentially filed at the POM office.
 Be responsible for ensuring that sound audit trails are in place in relation to all POM office paid accounts.
 Provide the cashbook (reconciled bank balance) and the bank balance to GRM International Brisbane office each Friday or as requested.
 Be responsible for closing the office financial accounts on a monthly basis and e-mailing financial reports to Brisbane office in accordance with the dates specified by the

Financial Controller, GRM International Brisbane.
 Prepare POM budgets, three monthly forecasts and funds transfer requests.

Personnel Logistics Support:
 Assist POM staff and advisors as required with travel and accommodation arrangements
 Manage the work assignments of the “Driver/Assistant for General Affairs” and other short term administrative support personnel (e.g. office helper, temporary secretarial support, etc.)

Payroll and Personnel file management:
 Be responsible for processing the payroll for all locally engaged personnel.
 Preparation of all required forms and payments associated with locally engaged personnel i.e. Jamsostek, Tax, Health contributions.
 Maintain accurate records of all locally engaged personnel.
 Assist in formulating and committing to contract short and part-time services from local companies or individuals.

General Affairs:
 Ensure that all enquiries from the Financial Controller GRM International Brisbane are answered in a timely manner and where possible, on the same day.
 Ensure arrangements to support POM team travel to conduct field visits and also audit and monitoring and evaluation teams.
 Handle all matters related to the maintenance and operation of the office vehicle including supervision of the Driver/General Affairs staff.
 Ensuring the maintenance of appropriate computer based and other records necessary for managing financial operations including: preparation of pay sheets, overtime records - in liaison with the
Operations Manager when appropriate;
 Any other duties as directed by the GRM International Financial Controller or POM Operations Manager.
 Have capability on handle simple IT problem related to networking, share drive and internet connections
