Invitation to Tender - Finance Audit of Implementing Partner of Caritas Germany/ Caritas Italiana Indonesia: 
 
Background of the Organization
Foundation for the Rehabilitation of Diffable and Inclusive Development (YRDPI) has designed this Community-Based Rehabilitation (CBR) Program for children and adults with disabilites in Aceh as a continuation of the project that Alma Sisters have implemented since 2005 and with funding from Caritas Germany since 2007. The idea for this project came up in response to Alma Sisters’ decision to conclude their work in Aceh in December 2010.  YRDPI was established as a local organization based on the initiative of and with the support from Caritas Germany in order to continue the efforts of Alma for people with disabilities. YRDPI implements its program by applying Community-Based Rehabilitation (CBR) model. Relating to the intervention of program achievement, YRDPI focuses its intervention on 3 (three) main fields, a) Health and Rehabilitation to conduct a health promotion, prevention of disability also rehabilitation for PWD, b) Empowerment and Advocacy to raise awareness, understanding and collaboration with various parties in order to empower people with disability from, by and for community, c) Livelihood which is to create economically independent of both PWD and family

Overall Objective
The overall objective is to provide audit service to Foundation for the Rehabilitation of Difable and Inclusive Development (YRDPI) for the project of “Empowerment of Children and Adults with Disabilities through (CBR) in Aceh Indonesia” budgeted €97.000 for the financial report period 1 January 2012 – 31
December 2012.
 
Specific Objectives
1. Financial Review
The objectives of the financial review are:
* To determine the financial statement of the project/partner, whether or not the financial reports provide a complete overview and are in line with Caritas Germany’s reporting guidelines;
* To determine whether the financial reporting was done in accordance with International Accounting
Standards.

 
2. Compliance Audit
The objectives of the Compliance Audit are:
* To determine whether or not the claims made on Caritas Germany/Caritas Italiana, as recorded in the financial statement, were in accordance with the project/YRDPI conditions, supported and approved by appropriate documentation;
* To determine whether or not the goods and services produced under Caritas Germany’s/Caritas Italiana funds are in conformity with the terms of the accountable facilities, and have been accounted for using properly maintained inventory records which are reconciled periodically (at least annually) to the
physical inventories;
* To determine whether or not the all necessary supporting documents, records, and accounts including but not limited to the Fixed Asset Register for all significant fixed asset procured using Caritas Germany/Caritas Italiana funds have been kept in respect to all project ventures. 
* To determine the accordance between the book of accounts and the reports represented to Caritas Germany/Caritas Italiana
* To determine whether or not the Fixed Asset Register indicates the location of all significant fixed asset as well as verified the physical assets on a periodic basis (at least annually);
* To determine whether or not the use of special accounts have been maintained in accordance with the Project Agreement.

 
3.  End-Use Audit
The objective of End-Use Audit is to verify whether or not the goods and services produced under Caritas
Germany’s/Caritas Italiana funds were used for the purpose intended.
 
Timing
The initial contract period is for 5 weeks. An extension of the contract period is subject to the common appraissal of the auditor and Caritas Germany/Caritas Italiana during the inital phase of the audit.
 
Reporting
The final report would be expected to be submitted after the audit has been completed (not more than 1 month), and should be issued in English to Caritas Germany, Caritas Italiana and YRDPI.
