ROLE PURPOSE:

Position Title                          : Agriculture Facilitator
Location                                 : South Minahasa, North Sulawesi, Indonesia
Group                                     : Coconut Smallholders Training Program (CSTP)
Reports to                              Program Associate in HQ
Level of Effort                       : 154 days, starting on ASAP to April 2016
 

Job Description
Position summary:
The agriculture facilitator will help design and implementing agriculture capacity building and support the monitoring and evaluation of 400 beneficiaries under CSTP in South Minahasa.
Responsibilities:
1.      Help design and implementing capacity building CSTP
-   Organize and manage the implementation of training events (around 24 training events)
including the administrative aspect of conducting training
-       Do coordination with CSR Cargill, main facilitators/trainers, extension agents, and beneficiaries
-       Ensuring all beneficiaries attend the training events
-       In coordination with Program Associate, Ag Facilitator prepares training materials
-       In coordination with Program Associate, Ag Facilitator revise the content of booklet
-       Ag Facilitator is responsible to enumerate the satisfaction questionnaire after trainings.
-       Ag Facilitator is responsible to document the training events (pictures, videos, record the event)
-       Ag facilitator compile the training documentation, drafting training report, and analyze the satisfaction data at fourth day after training events
-       Provide feedback on the design and implementation of trainings
 
 
2.      Do monitoring and evaluation activities
-    Submit 2 monitoring reports using before 25th per month (provide brief report on the challenges, solution taken by Ag facilitator, and one success story)
-    Do monitoring activities in each farmer groups (200 beneficiaries) in close coordination with Cargill
-    Provide technical support services to farmers on coconut – corn intercropping
-    Work closely with extension agents, lead farmers, and beneficiaries to collect reliable information
 
3.      Maintain and manage networks
-    Engage with Winrock partners of the program, i.e. Cargill, Local Government, Trainers, Extension agents and Farmers.
 
Qualifications and Experience:
·   Must have minimum two years’ experience managing agricultural development projects in collaboration with local communities
·   Priority local hire for this position/ around Sulawesi area
·   Experience in coconut and corn agronomy and supply chains desirable
·   Must be able to work with limited supervision
·   Experience working for international NGOs preferred
·   Must have good communication skills and demonstrated experience reporting to donors and other project partners
·   Strong writing & monthly reporting skills in English required
·   Accustomed to field-related development work
 

Education:
Candidates should have at a minimum Bachelor degree in Agriculture.

The Raja Ampat MPA Finance Officer reports to the Raja Ampat Senior Finance Officer and will work as an integral part of the finance team.
The purpose of the role is to ensure accurate and timely finance processing, reporting and monitoring of finance transactions, archiving of finance transactions/payment.
This position is required to implement finance procedures in accordance with CI’s policies and procedures for accountable and reliable report.
 
Key Duty/Responsibility
1. Financial Payment and Report
a. Financial entry data and disburse banking payment
b. Petty cash management. Verifies and disburse petty cash payment including cash count and replenishment
c. Ensures all expenses are charged to the correct charging codes
d. Ensures CI’s procedure and Donor’s requirements are applied on all financial transaction
e. Applies the CI's financial system
 
2. MPA Support, Cash Flow and Archives
a. Any related MPA payment and financial report
b. Maintain Petty Cash Flow
c. Archive financial document/voucher on petty cash payments
 
3. Other Significant Duties
a. Ensures that all tasks are delivered smoothly, timely and accurately
b. Coordinate with Marine Finance Manager and Raja Ampat MPA Manager
c. Any related tasks as assigned by the supervisor
 
Required
·         Academic degree level, with three years of experience in Finance and Administration
·         Experience with Non-Government Organization (NGO) is preferred.
·         Working based is in Sorong with possibility of travel to MPA Sites and Waisai
·         Posses good knowledge of local cultural setting in Papua
·         Solution oriented and possess conflict resolution skills
·         Experience in working with Agresso program
a) Adaptability to varied working environments and able to work under pressure
b) Ability to work with minimum supervising
·         Good interpersonal skills and teamwork skills
·         Demonstrate detail focus, self-confidence and an ability to follow procedures, meet deadlines, work independently and cooperatively with team members

Position Purpose 

Reporting to the Senior Project Manager, the Human Resource (HR) Officer is responsible for ensuring high quality HR recruitment, hiring and human resource management processes that are compliant with donor, Indonesian law and Pact standards and regulations. The HR Officer works closely with other admin team members in carrying out her/his responsibilities. 

Key Responsibilities 
• Manage job advertisements and ensure applications are well received.
• Pre-screen applications for shortlist and manage interview process.
• Ensure staff and consultant contracts are in compliance with Government of Indonesia and Pact requirements
• Manage and update staff on employee benefits, keeping them fully informed of any updates or changes to benefit packages. 
• Update personnel records including contracts, annual leave, sickness and benefits. 
• Ensure employment filing systems are complete and fully compliant to Pact policies.
• Assist in coordinating orientation for all personnel with respect to human resource and administrative process and procedures.
• Coordinate with the Senior Project Manager and Pact DC to set up the framework of staff recruitment, selection and staff development planning. 
• Coordinate with the Chief of Party and Senior Project Manager to conduct salary and benefits survey as needed.
• Assist in updating position descriptions as needed. 
• Draft and prepare employment contracts. 

Basic Requirements 

• BA and at least 4 years of relevant experience (or equivalent).
• Experience supporting international donor-funded programs, particularly USAID-funded contracts.
• Strong skills in management and coordination of multiple activities and teams. Able to multi-task.
• Excellent communication (written and verbal) and cross cultural skills.
• Highly motivated with strong attention to detail.
• Excellent oral and written communication skills; fluency in Bahasa Indonesian and English.

Preferred Qualifications 

• Knowledge of USAID rules and regulations as related to contracts and cooperative agreements; working knowledge of OMB Circulars.
