We are looking for Qualified Indonesian National personnel for the Grant Agreement Procurement Specialist for an initial 6 months input with possible extension up to additional 6 months.

Key Responsibilities


Job Key Responsibilities
The Grant Agreement, Procurement Specialist will support the Government of Indonesia (GoI) in the preparation of the Grant Agreement and Procedures Manual. The Specialist will facilitate inputs from relevant GoI counterparts and AusAID. For both the grant agreement and procedures manual, the Adviser will need to ensure AusAID’s requirements and specific safeguards in procurement are included.

The Specialst will be required to develop solid working relationships with key counterparts at the Board of Education Human Resource Development and Education Quality Assurance (Badan PSDMP & PMP) at the Ministry of Education and Culture (MoEC), the Ministry of Religious Affairs (MoRA), the Ministry of Finance (MoF) and AusAID.

The Specialist will work directly with the AusAID Basic Education Unit and key Government of Indonesia (GoI) representatives to Provide specialist procurement advice to the Ministry of Education and Culture (MoEC) for the
preparation of Component 2 Grant Agreement.

Requirements

Job Other Requirements
The Procurement Specialist must have the following skills:
§  A minimum of 10 years of practical experience in the procurement of goods, works and services in the public sector in Indonesia
§  Experience in preparation of procurement plans
§  Experience and knowledge of all aspects of procurement cycle management. An understanding of internationally recognised best practices procurement and processes is highly desirable.
§  Strong interpersonal skills, excellent written and verbal English language communication skills, and an ability to affect positive working relationships with a wide variety of stakeholders at senior levels.
§  Familiarity with Government of Indonesia’s procurement systems and practices
§  Familiarity with the Australian Commonwealth Procurement Guidelines would be desirable.
