The American Red Cross Tsunami Recovery Program

The American Red Cross Tsunami Recovery Program (TRP) had been established to direct the organization¢s response to the South Asia tsunami disaster. The TRP activities focus on integrated community recovery and preparedness interventions in tsunami affected countries in Asia and East Africa in collaboration with Red Cross and non-Red Cross partners. The Indonesia TRP Delegation operates from offices in Banda Aceh, Calang, Lamno. It also has liaison offices in Jakarta , and other areas in Aceh province in collaboration with the Indonesian Red Cross.

The American Red Cross seeks dynamic individuals to fill the :


POSITION : Water Quality Officer
No of Hired : 1 Person
Base of Assignment : Calang
Type of contract : Fixed Term

Duties and Responsibilities :
· Testing water supplies as requested and reporting results
· Quality Water Supply Testing
· Reporting results to all interested parties using ARC forms
· Water Quality Testing results within a few days of test completion
· Trip Requests scheduled ahead of time

Key Performance Indicator:
· Number of Water Tests completed correctly
· Number of reports sent each week
· Time between test and date report sent

Qualifications:
· At least 2 years prior employment performing water quality tests
· Strong attention to detail required
· Organizational sills including the ability to keep up to date and accurate records in different formats (log books, whiteboards and spreadsheets)
· Ability to plan and organize schedule to meet all the logistics needs of the growing water and sanitation programmed
· Team-working, time management skills
· Good written and spoken Bahasa Indonesia, English, and other languages as required





POSITION : Project Engineer
No of Hired : 1 Person
Base of Assignment : Calang
Type of contract : Fixed Term

Duties and Responsibilities :

· Support the Partnership Coordinator with managing AmCross Partner relationships and Under direction of Project Manager, reviews engineering designs, construction documents, and change order requests, supervises Site Supervisors, and works to resolve potential issues or problems.
· Conducts field inspections as needed to verify claims by contractors.
· Assist Project Audit during construction period.
· Implements quantity surveys for materials required, stored and consumed.
· Coordinate the implementation of design and reconstruction with PMI Volunteers and Village Water and Sanitation Committees (VWSC).
· Maintain constant communication about design criteria with BRR, consultants and villagers and incorporate their feedback into the final designs. Communicate technical aspects of work to allow communities to make informed choices about the scope and level of water and sanitation improvements, as well as their responsibilities to sustain said improvements.
· Ensure that sustainable systems are set in place for longer-term operation and maintenance of all water supplies and sanitation facilities. Train VWSC on technical aspects of infrastructure operations and maintenance, including assisting in development of written training materials and manuals.
· In cooperation with American Red Cross staff, coordinate the implementation of the programs and individual projects with the BRR, UN agencies, NGOs, International Federation of Red Cross & Red Crescent and other participating National Red Cross / Red Crescent Societies, in particular agencies who have shelter projects dependent on provision of water and sanitation by AmCross.
· Ensure that projects are implemented in a consultative, participatory manner, with gender sensitivity, demand responsive and poverty sensitive approach.
· Prepare project documents for submission and liaison to obtain project approvals from various government departments, VWSCs.


Qualifications:
· Fluent in both Bahasa and English preferred.
· Civil Engineering degree from Indonesia or abroad.
· Minimum 5 years working experience in design, project management and
· Commissioning rural water and sanitation projects in Indonesia .





POSITION : Logistic Officer

Base of Assignment : Banda Aceh
Type of contract : Fixed Term


Duties and Responsibilities :

· Perform day to day warehouse duties and provide support and over site to the transport fleet and drivers
· Receive and inspect inventory as it is delivered to the warehouse and ensure items match procurement and requestor specifications
· Prepare and file disposition forms for approval in relation to liquidating or disposing of assets
· Liaise with administration department in regards to the storing and releasing of luxury items as laptops and cameras.
· Oversee and update the asset list regularly
· Fill and file logistics forms and reports. This includes waybill, bin cards, stock requests, delivery reports, daily stock records, stock report, transport forms and reports.
· Sustain an effective transportation service to staff ensuring the driver corp. and vehicle fleet is adequate
· Provided over site to the fueling and maintenance of vehicles
· Supervise drivers and certify the driver schedule
· Liaise with the Federation Transport Department as required
· Coordinate with procurement and program staff in preparing rental cars as needed as well as leasing and insuring IFRC vehicles
· Oversee the ordering and stocking of spare parts, tires, emergency equipment, and other related items
· Analyze vehicle log books
· Ensure that daily and weekly vehicle checks are performed and that regular servicing is completed
· Visit field site offices to ensure compliance with American Red Cross Systems and supply support and training to field site logistics teams

Common duties:
· Attend and participate in trainings identified/organized by your supervisor.
· Follow any new procedures and guidelines designated in circulars from ARC regulation and procedures.
· Report any violations of the American Red Cross Sexual Abuse and Exploitation Code of Conduct as per the American Red Cross reporting mechanism. The reporting of violations is an obligation on the part of all staff members.
· Assist where necessary in undertaking activities that aim to prevent the occurrence of sexual abuse and exploitation of any form to any body by American Red Cross and other humanitarian workers.

Carries out other duties as assigned by your supervisor.



Qualifications:
· A first level university degree with a relevant combination of academic qualifications and experience in areas such as transport or logistic operations/management, warehouse management, etc. may be accepted in lieu of the advanced university degree.
· At least 3 years of responsible experience in logistics operations.
· Good communication skills including ability to prepare and present concise oral and written logistics operations reports, briefings, updates and other documentation

· Ability to establish priorities and to plan, coordinate and monitor work plans.

· Sound judgment in applying technical expertise to resolve issues/problems.

· Good interpersonal skills; ability to develop and maintain effective working relationships with logistic counterparts in a multi-cultural, multi-ethnic environment with sensitivity and respect for diversity.






POSITION : National Contract Administrator

Base of Assignment : Banda Aceh
Type of contract : Fixed Term


Duties and Responsibilities :
· Liaise with WatSan Engineers in regards to up and coming purchase requests, design accuracy, purchase request preparation, and site visits.
· Conduct pre-bidding conferences and, together with the procurement, Watsan and finance staff.
· Organize appropriate technical and financial review of all bids with WatSan Engineers, procurement and finance staff.
· Write a procurement summary for each contract approved.
· Work with procurement staff to appropriately inform all bidders of winning bid selection and inform those that were unsuccessful.
· Together with WatSan and finance staff, conduct appropriate due diligence on all selected contractors.
· Lead the process of contract signing with selected contractors.
· Provide objective advice on customary and reasonable contract terms.
· Assist in identifying and pre-qualifying firms for the above contracts.
· Monitor contract progress and payments, ensure that all contractual provisions are enforced.
· Monitor and facilitate resolution of quality issues, errors, omissions and required or desired field changes as well as contract disputes and claims.
· Monitor contract close-out and maintain archive of all communications and files related to the contract.
· Assist in development of new standards of practice or policy for managing contracts.
· Ensure compliance with all corporate policies and procedures.

Qualifications:

Experience in construction works contracting, claims preparation, contract management, and contract dispute resolution
On-site experience in construction works and monitoring of construction
Experience of planning and managing budgets, time lines, and projects
Experience of preparing narrative and financial reports a plus
Experience of procurement processes and bid analysis
Experience of working for a humanitarian aid organisation in a developing country
Good organisational skills, with ability to balance proactive and reactive roles, organise and develop own workload
Competence in IT (Word, Excel, Windows, etc)
Fluent in written and spoken English
