British Embassy
The British Embassy in Jakarta is part of a world-wide network of 230
Posts, representing British political, economic, security and consular
interests overseas.
Since 2000, the UK Department for International Development (DFID) has
been supporting Indonesia to strengthen governance in its forest
sector through a programme known as the Multi-stakeholder Forestry
Programme (MFP). A third phase of this programme (known as "MFP3") has
been agreed between the Governments of Indonesia and the UK. This will
support implementation of a Voluntary Partnership Agreement (VPA) - a
legally binding trade agreement that aims to ensure that timber
products exported from Indonesia to the European Union have been
legally harvested.
DFID and the European Commission (EC) have agreed to provide up to
£13.5 million of donor funding to support Indonesia implement the VPA.
Part of this support will be provided through a joint cooperation and
funding arrangement in which responsibility for management of EC funds
will be delegated to DFID. Other donors may also contribute to this
arrangement.
DFID will engage a Service Provider to implement the Multi-stakeholder
Forestry Programme activities. Its main activities will be to manage
the disbursement of donor funds to a range of organisations that will
contribute to achievement of the programme's goals.
DFID will engage a Finance Officer to monitor management of the
programme financial aspect.
The Finance Officer will ensure that the processes for evaluation and
awarding of grants by the service provider, the disbursement of funds
and proper accounting and payments meet donor requirements.
Main Duties
· Review and approve dossiers for calls for grant proposals
issued by the MFP Service Provider, with advice from the VPA
Coordination Unit (Facilitator) and UKCCU's Governance Programme
Manager;
· Participate in the Project Approval Committee that evaluates
grant proposals, in particular reviewing whether cost estimates
represent fair value for money and endorse each successful proposal;
· Countersign each grant agreement made with grantees by the
MFP Service Provider;
· In consultation with the VPA Coordination Unit, UKCCU's
Governance Program Manager (based in the UK Climate Change Unit in
Jakarta) and Senior Advisor, Forest Governance and Markets, DFID,
London, check activities reported by grantees, in particular that the
resulting payments made to them by the MFP Service Provider are
allowable in terms of their grants;
· Endorse invoices submitted by the MFP Service Provider
before submitting them to DFID's Financial Officer and Account Office
in the UK for payment;
· Ensure that accurate and timely quarterly and annual reports
Financial and Physical reports are submitted to DFID by the MFP
Service Provider;
· Keep programme records up to date and in a form accessible
to DFID and European Commission auditors; and
· Travel to grantees' office as part of monitoring on
grantees' financial management and accountability.
Requirements
· Education to the degree level in business management,
accountancy or equivalent;
· A minimum of 3 years experience working with DFID or
EU-funded initiatives, or an equivalent engagement in a donor-funded
project;
· Experience in working at a senior administrative level with
responsibility for exercising budget control of amounts equivalent to
several million pounds;
· Ability to evaluate financial aspects of proposals (e.g.,
whether estimates represent likely costs) and invoices (i.e., whether
claims are allowable in terms of grant conditions, and properly
supported);
· Ability to guide the Service Provider in preparing accurate
and timely reports;
· Excellent writing and speaking competence in English and
Bahasa Indonesia; and
· Excellent communication and presentation skills.
The Finance Officer will commence on or about 1 September 2012 and
will be engaged on a fixed term contract of 30 months. The appointee
will be required to undergo training on use of DFID's corporate record
and financial management systems, and DFID's and the European
Commission's procurement processes.
Employment offers are subject to successful clearance of

will need to arrange his/her own Police Certificate. The successful
