Higher Education and Leadership Management Project (HELM)

Chemonics International Inc. seeks qualified Indonesian personnel for the USAID Higher Education Leadership and Management (HELM) project in Indonesia. Position is noted below the project background description.

Project Background:
The USAID/HELM project was awarded to Chemonics International onNovember 28, 2011. Chemonics implements HELM with support from partners: the Indiana University Alliance; JBS International Inc.,Aguirre Division; and the University of Kentucky (UKY). The five yearproject was designed to support Indonesia’s Higher Education (HE) sector in increasing its quality and relevance through improved focus on administration and management capacity. In partnership with theMinistry of Education and Culture (MoEC) and the Directorate General of Higher Education (DIKTI), HELM provides technical assistance, training, and additional support to strengthen the leadership capacityand increase effectiveness in the following four core management areas:
           1.   General administration and leadership
2.   Financial management           
3.   Quality assurance
4.   Collaboration with external stakeholders
 
HELM works in close collaboration with DIKTI and, by Year 3, partnerswith 50 Indonesian Higher Education Institutions (HEI). The project isdesigned to address the USAID Education sub-intermediate result,“increased management capacity of Indonesian Higher Education Institutions” which contributes to the intermediate result “improvedquality of higher education” under the over-arching assistanceobjective: “students better prepared for success in learning and work.”
 
The Bookkeeper will be responsible for the following:
 
1.       Maintaining the project’s accounting file system, ensuring all vouchers are in order, complete, correct, have bank slips/copy of checks and other required supporting documents attached and scanned completely.
 
2.       Assisting Finance Assistant to maintain accurate Finance File Index systems to ensure compliance with auditing practices.
 
3.       Assisting Finance Assistant to prepare documentation for payment transactions included but not limited to advances, petty cash voucher, in-house transfer, checks and transfer form. Ensuring all transaction is supported with proper and complete back up documents and in alignment with Chemonics and USAID standard procedures.
4.       Assisting Finance Assistant to enter financial transactions into the correct account billing code and the correct CLINs and prepare Abacus coding sheet for posting purposes.
5.       Assisting Finance Assistant to prepare coding sheet and journal entries for posting purposes in Abacus.
 
6.       Assisting Finance Officer to prepare payment transaction in Citidirect (Citibank online banking).
 
7.       Complying with all HELM project policies and procedures as noted in the Indonesia Country Policy Manual and FACT Manual and SOP Training.
 
8.       Performing other duties as requested by Senior Finance Manager or his/her designee.
 
Supervision and Reporting
 
The Bookkeeper will report directly to the Senior Finance Manager.
 
Duration of Assignment
 
This is a long-term, full-time position an annual approved level of effort of no more than 260 days for each project year. The employment agreement will be renewed on an annual basis following a positive performance evaluation. The HELM project began on November 28, 2011 and ends on November 30, 2016.
 
Job Qualifications
 
1.       Bachelor Degree in Accounting is a must.
 
2.      Minimum 1 year working experience as an accountant in USAID project or other International Donor experience preferred.
 
  1. Proficiency in Microsoft Office software including Microsoft Excel, Access, Word and also experience with accounting software programs such as QuickBooks and Abacus preferred.
 
  1. Strong verbal and written communication skills in English and Bahasa Indonesia required.
 
  1. Must possess excellent organizational, analytical, oral and written communications skills.
 
  1. Must be organized, detail oriented, self-motivated, and able to work well on teams.
 
  1. Must be interested in working with a multi-cultural, international team in a dynamic and fast-paced environment.

AMARTA II

AMARTA II is a USAID funded program that aims to improve the competitiveness of the value chains of three high-value commodities: Coffee, Cocoa and Horticultural crops and to increase the access to credit of small holder farmers in these three sectors.
 
The project will work extensively with local government, farmers groups, marketing companies, processors, input suppliers and other stakeholders to increase the income of the whole sector and the proportion of income retained by farmers.
 
Our project and offices are in Medan, Makassar, Bandung, and our National Office is located in Jakarta.
 
We are currently seeking experienced professionals to fill the Bookkeeper based in Jakarta.

Bookkeeper.S/he will be responsible for supporting the Finance Manager in the implementing of the overall accounting and financial control systems for AMARTA II and for using adequate and appropriate internal controls to meet generally-recognized accounting standards. The Bookkeeper will report to and be under direct supervision of the Finance Manager or designee.
 
Tasks and Responsibilities:           
 A. Financial Management: 
-  Maintain daily records of cash receipts and disbursements including receipt, payment and general journal vouchers  and input to QuickBooks
-  Maintain bank accounts and petty cash funds and ensure timely replenishment.
-  Audit travel expense reports, benefits claims, out of pocket expenses and reimburse expenses, upon authorization by the COP and in accordance with USAID & AMARTA II policies and procedures.
-  Preparing and reporting tax report.
-  Make a payment to the bank.
 
B. Financial Budgeting & Forecasting: 
-  Assist the Value Chain Leader & Finance Manager in preparing budgets, cash forecasts and other projections 
-  Monitor conformity of expenditures to budgets.
 
C. Financial Reporting: 
-  Scanning all monthly data transaction.
 
 
Requirements:University Degree in Accounting, Finance or similar field, minimum 2-3 years of experience in project management and operations, finance and accounting of USAID funded programs. Experience with QuickBooks and understanding tax regulation. Native speaker of Bahasa Indonesia; very good speaking, reading, writing proficiency in English. Very good working knowledge Microsoft Office applications including Excel, Word, Outlook & Power Point, the internet including email and web browsing. Demonstrated initiative and self-motivation in handling all assigned tasks required.

WWF

WWF US Regional Program Office (RPO) in Jakarta is currently seeking for a Bookkeeper. There are 2 projects under the RPO, namely Coral Triangle Support Partnership (CTSP) and Marine Protected Areas Governance (MPAG). Both are USAID funded project. Job Title: Field Office Bookkeeper 
Job Type: Full-Time 
Location: Jakarta, Indonesia 
 
1.Major Function
Under the direction of the Chiefs of Party for the Coral Triangle Support Partnership (CTSP) and Marine Protected Areas Governance (MPAG) projects, and working closely with the Program Coordinator for the Coral Triangle, the senior bookkeeper will be responsible for providing effective financial and administrative support to the Regional Program Office (RPO) team and ensuring compliance with WWF-US and WWF-Indonesia policies and procedures. 

2.Major Duties & Responsibilities
A.Maintain close relationship with WWF-Indonesia staff members who provide support to the CTSP and MPAG offices (collectively, the RPO) for local staff payroll, office space rental and maintenance, and other services as required. This person will serve as the key facilitator for finance and operations tasks, as well as obtain and follow up on required approvals and instructions to enable successful working relationships between the RPO, WWF-Indonesia, and WWF-US headquarters. 

B.Prepare accounting forms and expense reports for approval, secure signatures, and distribute documents to appropriate parties. Maintain information and files pertaining to consultant and vendor agreements, payment requests and expense reports.  Collect, record, and submit scanned receipts for invoices, expense reports, and PNC credit card charges. Organize all receipts, bank statements and other supporting documentation for audit purposes.  

C.Maintain petty cash account by processing request forms, tracking expenditures, collecting and recording receipts, and submitting a weekly journal report to WWF-US. Reconcile cash balance in the safe each month.

D.Ensure that recurring bills (including but not limited to rent, electricity, landline phone, staff mobile phone) are paid on time. Liaise with vendors to correct errors or lapses in service.

E.Interface with the Kofax accounting software to: upload invoices for payments; code (add cost centers to) the expenses, and track the status of payments, ensuring vendors and travelers are paid in an expeditious manner.

F.Facilitate agreement issuance for local consultants in coordination with WWF-Indonesia. Prepare pre-award screening documents, Agreements Information Forms (AIFs) and monitor compliance with agreement terms. Ensure local agreements and payments are processed in a timely manner, in accordance with WWF policy and procedures. 

G.Support RPO staff in accomplishing finance-related tasks (e.g., paying a vendor or consultant, obtaining a travel advance) while complying with WWF policy by clearly delineating the timeline, procedures, and processes to RPO staff. 

H.Use Bridger software in accordance with WWF procedures to ensure compliance with the US Anti-Terrorism Act requirements for direct payments to vendors and contractors from local funds.

I.Provide support to the management and coordination of day-to-day administrative operations of the RPO. 

J.Perform other duties as may be required.

Minimum Requirements (ALL of the following must be met):
•Minimum 3 year degree or equivalent in bookkeeping, administrative management or related field;
•Experience (preferably 3 years) in bookkeeping or administrative management, preferably with an NGO or USAID project;
•Proficient text and spreadsheet processing skills;
•Initiative and analytical judgment;
•Integrity and honesty;
•Proven ability to meet deadlines and operate effectively in a deadline-driven environment;
•Flexible, resilient, able to perform in stressful situations; 
•Strong communication skills, ability to work in a team and interact effectively across distances and cultures;
•Very good to excellent working knowledge of English and Bahasa Indonesia.

Availability and Duration
The position is full-time and offered for a one year period with some possibility of renewal.
