Assistant Procurement Manager

DEPARTMENT: Procurement

LOCATION: Singapore Office

REPORTING TO: Senior Manager, Procurement

DIRECT REPORT POSITIONS: Team of 3 to 6

POSITION GOAL: To manage and develop project procurement strategy to
ensure that cost is reduced by maximizing on our potential with
suppliers and achieve a high quality of goods and services

DUTIES & RESPONSIBILITIES

· Work closely with Project Manager and Project team to meet
project schedule and budget.

· Attends all Project meetings and with suppliers as necessary.

· Maintain Request For Quotation Register and other reports as required.

· Delegates job to team members.

· Review and approve all Commercial Bid Evaluation.

· Review supply chain by identifying key partners and major
problem areas and organizing supply chain improvements for Projects.

· Review strategic sourcing of Project.

· Review all existing purchasing arrangements and put forth
recommendations.

· Manage contract negotiations and develop strategic alliances
and supplier relationships.

· Develop service level agreements with suppliers.

· Coach and develop procurement team.

· Acting Department Head in the absence of Head of Department
(For Asst Manager only).

KEY PERFORMANCE MEASURES

· Costs are reduced by 5% through evaluations and negotiations made

· Team members follow our core values and ethics

· Goods and services are reliable and of high quality

· Standardisation of equipment for project

· Improve company cash flow

· Goods and services are delivered on time and in the right place

EMPLOYEE SPECIFICATIONS & QUALIFICATIONS

· Diploma or Degree in Marine, Mechanical, Electrical or
Electronics, Purchasing or Business Administration

· Minimum 5 years of Procurement experience, preferably in the
oil & gas, marine or petrochemical industry

· Knowledge and understanding of supply chain management

· Proven contract negotiation skills

· Work with integrity

· Able to coach

· Detailed, conscious and methodical

· Good project management skills
