Through the Education Partnership Australia supports the Indonesian Government’s long-term strategy to strengthen and consolidate its national education system, with a particular focus on the current Indonesian five-year plan (2010 – 2014) and support for the initial stages of the subsequent five-year plan (2015 – 2019). The Education Partnership builds on the successes of previous Australian Government supports to the Indonesian education sector by strengthening government systems. Under the Education Partnership, there are three managing contractors and the largest, School Systems and Quality (SSQ) contract, is managed by Cardno. SSQ covers three components, each relating to a different aspect of the Education Partnership. Each of the SSQ-supported components is national in scope, supporting existing government structures. Component 3 supports the MoRA’s five-year plan to achieve universal national accreditation of private madrasah (Islamic schools) in the Islamic education sub-sector. *The Islamic Schools Accreditation Component (Component 3) of the SSQ program works closely with the Ministry of Religious Affairs and its School Accreditation Unit. In this regards, we are looking for qualified candidates to be based in Jakarta, East Java (Surabaya) and West Java (Bandung) to fill the following position:* *PROVINCIAL SNIP & MADRASAH AUDIT COORDINATOR* The Provincial SNIP and Madrasah Grants Audit Coordinator is responsible for auditing and monitoring the work of the SNIP finance teams and Madrasah. The Coordinators will carry out ongoing audit, capacity development and expenditure assessments of the implementation of the Block Grant program in East Java, West Java and other Provinces as required. The Provincial SNIP and Madrasah Grants Audit Coordinator under the direction of the Grants Co-ordinator of Component 3, in consultation with the SSQ Finance team has the following key responsibilities: - Independently perform desk and field audits in relation to the SSQ Program of Block Grants to Madrasah and SNIP to report on timely expenditure of funds, assist in reporting of expenditure; to detect fraud, diversion of assets, mismanagement of assets and other more general issues as required; - Deliver appropriate capacity building activities in fraud awareness and development of anti fraud systems and procedures; - Advise on the strengthening of internal controls within the SNIP and madrasah; where this is possible to enhance the transparency and accuracy of financial information; - Examine and analyse financial records, public records, internal and external reports and other records and conduct interviews to determine the accuracy of the reports received; - Produce and distribute relevant reports (both regularly and as required) to be used by the SSQ team; - Contribute to the Program M&E system as required. The essential skills required for this position include: - A university qualification in accounting, or Islamic business/financial management and at least three years experience in auditing large programs; - Ability and experience in working as part of a large, culturally diverse team, delivering on all aspects of operational requirements and promoting a culture of customer service; - Knowledge and experience of financial management, AusAID procurement requirements, contracting laws and regulations, grants and risk management; - Excellent interpersonal skills with an ability to build effective working relationships and a sound appreciation of the sensitivities of working in the Islamic Education subsector.
