ChildFund, one of the leading child development organizations in the world, is an international NGO dedicated to assisting children worldwide. We operate in 31 countries assisting 17.8 million children and their family members, regardless of race, creed or gender.

We help deprived, excluded and vulnerable children living in poverty have the capacity to become young adults, parents, and leaders who bring lasting and positive change to their communities. The position is responsible for establishing meaningful monitoring and evaluation system that captures the results of program interventions and its impact to children and their communities.
He/she shall lead in undertaking documentation, research and analysis to generate learning from existing program initiatives in support of program development, quality programming, proposal development and resource generation, and policy advocacy. Specific responsibilities, among others, include the design and implementation of effective M&E system that clearly links program activities and outputs with verifiable indicators and development outcomes, and spearhead the documentation of best program practices and innovative approaches.

DUTIES/RESPONSIBILITIES

§  Leads the development of ChildFund Indonesia’s research agenda in support of quality programming and policy advocacy.

§  Designs an effective monitoring and evaluation system for implemented programs and projects to clearly link program outputs and activities with verifiable indicators and ensure that desired outcomes are achieved.

§  Provides technical support to the Area Offices and the Project affiliates in the design and implementation of their M&E system and in the review of Area Strategic Plan (ASP) implementation particularly in undertaking program assessments.

§  Plan & manage M&E capacity building of staff and partners including M&E training need assesment, designing training programmes and facilitating capacity building initiatives and capacity building of staff and partners.

§  Spearheads the documentation of best program practices and innovative approaches and in the development of knowledge products, e.g. publications, research materials in close coordination with the Communication and Technical Specialists.

§  Supports the National Office in developing and implementing its Country Strategy Paper (CSP) particularly in ensuring that research and development activities, e.g. baseline/assessment studies, impact evaluation, etc. are undertaken/considered to come up with responsive plans and programs.

§  Conducts program/research studies (baseline, evaluation and other similar initiatives in coordination with the Technical Specialists, Field Office and Affiliates as the case may be.

§  Represents ChildFund in policy fora, development networks and coordination activities, adequately articulating the organization’s priority areas in child development and protection.

§  Explores and taps linkage opportunities for policy studies and operations research.

§  Coordinates and maintains productive tie-ups with linkage organizations for resource sharing, data exchanges and collaborative activities to broaden program outreach strengthen program impact and optimize resource utilization.

QUALIFICATIONS/EXPERIENCE

§  7+ years experience in planning, monitoring and evaluation with demonstrated knowledge on strategic planning approaches, needs assessment and program design, logical framework development, and learning-oriented analysis of both quantitative and qualitative M&E data;

§  Extensive knowledge of M&E methods, practices in statistical and data management processes, and above-average computer proficiency;

§  Good interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, ethnic, social and political issues; and

§  Above-average communication skills in English with strong analytical, organizational and technical report writing skills.

§  High computer proficiency in general office software applications (i.e. Word, Excel, PowerPoint, Outlook and Access), including deep knowledge of and practice in statistical and data management packages;

§  Demonstrated skills in training and M&E capacity development of staff preferred/ facilitation skills

§  Experience in sponsorship organization disirable

EDUCATION

Bachelor’s degree, preferably in Development Studies, Statistics, or relevant human services discipline, or equivalent relevant work experience; advanced degree desirable.
