EU – Indonesia Trade Support Programme II

EU – Indonesia Trade Support Programme II is a programme initiated by the European Union to facilitate a further integration of Indonesia into the International trade system.
 
The programme started implementation in 2009 and aims to upgrade the quality infrastructure that supports Indonesia’s access to international markets. The export quality infrastructure system comprises export quality
management and control, standardisation, inspection and certifications, rapid alert systems and market surveillance.
 
The programme has several stakeholders whom are considered as target groups:
§Ministry of Trade: Main co-coordinator of trade policy 
§Indonesian Standardisation Agency (BSN): setting of national standards and identification and dissemination of international standards
§National Accreditation Committee (KAN)
§Ministry of Industry, Agency for Research and Development of Industry (ARDI)
§Ministry of Marine Affairs and Fisheries (MMAF)
§National Agency for Drug & Food Control
§Ministry of Agriculture (MoA
§Research Centre for Calibration, Instrumentation and Metrology
 
The project is looking for:
 
I.         Technical Officer 

 Responsibilities
§  As part of the support to the Senior Key Expert for Standardisation and Accreditation (KE2), coordinate
on a daily basis with the National Standardization Agency of Indonesia (BSN) and the National Accreditation Committee of Indonesia (KAN) to successfully deliver subproject activities laid out under the Annual Program Estimate 
§  Ensure that the EU project operations in BSN/KAN are in line with EU rules and regulations
§  Support the Senior Key Expert for Testing & Conformity Assessment (KE3) in preparing for and implementing subproject activities with the Ministry of Industry and its selected Centres (Balai Besar and Balai Riset) 
§  Coordinate closely with KE2, KE3, the lead contractor, consortium partners, and the Project Officer in the commissioning of Short Term Experts to deliver subproject activities 
§  Ensure that Short Term Experts who are under the supervision of KE2 fulfil their administrative obligations to TSP2 in a timely manner after the end of each activity 
§  Under the supervision of the Operations Manager, manage and prepare monthly petty cash report for the Technical Assistance Team’s office based in BSN/KAN
§  Prepare funding request for the implementation of each subproject activity under the purview of KE2 and KE3
§  Prepare financial report of the total incidental expenditures after each project activity is completed
§  Prepare mission requests for project missions under the purview of KE2 and KE3 
§  Maintain project files in accordance with EU established rules and guidelines
§  Ensure all core project documents are filed electronically 
  
II.             Project Officer

Responsibilities:
·         Day to day project operations, general administrative services, management of office supplies 
·         Works in close collaboration with other Ministries: Ministry of Trade, Ministry of Industry, Ministry of Agriculture, KAN/BSN to successfully deliver operations services.
·         Supervises the Drivers/Messenger and any supporting employee who might be assigned. 
·         Ensuring compliance of EU projects operations in Ministry of Trade with EU rules and regulations.
·         Maintain project files in accordance with EU established rules and guidelines
·         Support to company for backstopping in relation to the management of completion of Local Disbursement Management and management of Petty cash
·         Assistance to the Team Leader and Key Expert 4 in servicing Programme Steering Committee meetings, organisation of Project Seminar and workshop (in relation to the payment of perdiems; ticketing ; organisation of visas; outside venues, refreshment etc.)
* Ensure all core project filed electronically and undertake role as administrator of website, ,shared drive, etc for MoT, EUD Transtec SA desk officers (i.e. ensure regular backups of key document)
·         Collection and recording of expert timesheets and other justifying documents related to approved Incidental Expenditures and Direct Costs
·         Assistance to the Short Term Experts under the sub project of KE1/ Team Leader and Key Expert 4. 
·         Assistance for all Key Experts to manage visa, KITAS and other official documents related to their assignment.
 
General requirements: a minimum three years of experience working for international development agency and good command of English is a must.
