Background

UNDP Indonesia's mission is to be an agent for change in the human and social development of Indonesia. We aim to be a bridge between Indonesia and all donors as well as a trusted partner to all stakeholders. We work in four key areas of development: Governance Reforms, Pro-Poor Policy Reforms, Conflict Prevention and Recovery, and Environment Management, with the overarching aim of reducing poverty in Indonesia. Besides the four priority areas, UNDP Indonesia is also engaged in a variety of crosscutting initiatives focused on HIV/AIDS, gender equality, and information and technology for development.”


In order to accelerate the human development process in Papua, the Government of Indonesia granted a special autonomy status to the provinces (OTSUS). Its full implementation has been delayed due to limited civil society participation and lack of capacity and coordination between national provincial and district level institutions, which has lead to the absence of an inclusive framework for developing sustainable economy.


Since 2006 the People-Centred Development Programme (PCDP) has been supporting local government institutions, civil society organizations and communities in the Papua Region in their efforts to improve human development and to achieve the Millennium Development Goals (MDGs). 
In the second phase, the PCDP is established primarily to support the government at provincial and district level to achieve The Millennium Development Goals. 
During the implementation, the project has produced many assessment reports, Standard Operating Procedures, Draft regulations, along with results that can be communicated to wider audience through website or lessons-learned events. As part of the project exit strategy, finalization of these knowledge/advocacy products is urgently needed to be implemented in due time. The Consultant will be responsible to ensure all knowledge/advocacy products are finalized, published and properly archived to enable easy access for future needs of relevant stakeholders.
As PCDP has supported the provincial government of Papua and West Papua in the development of Human Development Reports and MDG Reports as the main important references for the pro-poor budget and planning to ensure the achievement of the MDG in both provinces.  The Consultant will support the PPMU Papua and West Papua to develop all necessary knowledge/advocacy products, including lessons learned and good practices from the project that can be used for the advocacy, to ensuring the sustainability of the program as well encouraging the local governments and other stakeholders to adopt and/or replicate the approaches introduced by the PCDP.
This position is located primarily in project under the overall guidance of National Project Manager (NPM) and in close coordination with the Monitoring and Reporting Officer in Jakarta as well as the project staff in Papua and West Papua.
SCOPE OF WORK, RESPONSIBILITIES AND DESCRIPTION OF THE PROPOSED ANALYTICAL WORK
1.       Coordinate material collection with the PCDP field-team and consultants to finalize the knowledge product
2.       Establish proper archiving of PCDP knowledge/advocacy products, and ensure the dissemination and distribution of the documents such as TORs, activity reports, research reports, studies and evaluations and so on as needed.
3.       Provide liaison function to communications officer at the Country Office pertinent to all UNDP communication standards for all knowledge products
4.       Ensure timely production of PCDP’s knowledge/advocacy products.
5.       Collect good practises and lesson learned
6.       Develop brochures, result sheets, photo-book, video and other published information related to project results
7.       Manage and maintain PCDP Website, update the website with current information of the project activities, lessons learned, knowledge/advocacy products, and so on
8.        Manage events on knowledge sharing and advocacy to disseminate PCPD’s results and as efforts to build good public relations.

REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS
  • Master degree in Communication, Journalism, Social Studies, Public Policy, International Relations, development studies, and/or similar area is preferred 
  • 3 years of professional working experience in writing/editing documents.
  • Proven communication and knowledge management experience, particularly related to issues of poverty reduction, community development, public policy, and economic development
  • Previous experience working in producing information, materials of reports or similar project product
  • Strong analytical and good narrative/script skills demonstrated through in reputed publications
  • Excellent written and verbal communications skills; particular experience in and knowledge of design, layout and creative presentation a merit
  • Ability to work efficiently and responsively within a multicultural environment, while demonstrating strong initiative and high degree of personal motivation
  • Ability to meet tight delivery schedules without compromising quality of results
  • Strong personal commitment to gender equality, human rights, and respect for diversity
  • Extensive working experience in publishing company, production house and/or similar institution will be considered.
  • Fluency in written and spoken Indonesian and English
