Palladium is currently seeking a Rural Finance Specialist. The position will run for three and a half years and will bebased in Surabaya, Indonesia.
Primary responsibilities
The Finance, Administration and Personnel Assistant will be part ofa project management team. The team will work with financial institutions, small and medium enterprises and the sector teams in other DFAT projects in eastern Indonesia to equip them with the skills and capability to engage in profitable applications of agricultural value chain financing (VCF). Core responsibilities of the position include project management, administration and personnel management.
Key responsibilities
Support to project financial management including: establishing the project?s chart of accounts; the preparation of monthly financial statements; the reconciliation of bank accounts; the preparation of budgets; financial reporting in compliance with DFAT standards; clearing payments; and the training of staff in terms of the necessary financial reporting systems and procedures.
Administration including: supporting the development of contracting templates for short term consultants, local employees and grants (when appropriate) to project stakeholders; the execution of all above mentioned contracts including compliance with contractual milestones and deliverables.
Support to personnel management including: staff recruitment, selection and salary negotiations, monthly staff payments, and ensuring performance assessments are regularly conducted.
Qualifications and experience
Relevant bachelor?s degree or similar qualification in business or accounting;
A minimum of 4 years of relevant work experience;
Good communications skills in English and Bahasa.
Minimum 2 years of people management experience, including setting clear performance objectives, managing for results, giving and receiving feedback, performance evaluation and mentoring and coaching consultants/employees is desired.
Minimum 3 years? experience in similar projects, or projects of another bilateral donor is desired.
Knowledge of Indonesian public sector and experience working with government agencies is desired.
Experience working on Rural Development or Development Finance projects or initiatives is desired.
