We are currently seeking to recruit a Project Liaison Officerfor a CIDA-funded project to Support Indonesia’s
Islands of Integrity Program for Sulawesi (SIPS)and to be based in Makassar, South Sulawesi.  The project currently assists local governments in South Sulawesi in implementing transparent government administration practices in three areas: a) the establishment and improvement of one stop services (PTSP) for licenses and other government services) support PAS (Disdukcapil) for identity cards and other personal information services, and c) fair and efficient procurement (PengadaanBarangdanJasa/PBJ) systems and processes. The successful candidate will play a pivotal role in delivering the project capacity development activities inSouth Sulawesi. 
 
Responsibilities of the ProjectLiaison Officer, Makassar-based
 
The primary duty of the Project Liaison Officer will be to provide on-the-ground project support, analysis, monitoring and reporting to the MakassarProject Officer. Specific responsibilities of the ProjectLiaisonOfficer will include: 
 
 ·    Work closely with the team of SIPS, technical advisors and specialists;
 ·    Facilitate meetings among government partners andCSOs as required;
 ·    Assist in capacity development needs assessments and implementation of SIPS; capacity and development activities with government bodies (executive and legislative) and civil society representatives;
·    Follow up on and monitor capacity development activities on a regular basis;
·    Liaise with various parties within their political jurisdiction including DPRD members, and CSOs on a regular basis;
·   Prepare and submit brief monthly activity reports summarizing key activities, and implementation issues and challenge and outlining key activities planned for the coming month;
·  Prepare and submit quarterly progress reports and work plansincluding monthly budget and expenditure forecasts to the Makassar Project Officer;
·  Support, apply and monitor environmental management and gender equality principles, as required;
·  Document lessons learned and promote good practices;
·  Liaise and coordinate with other similar donor activities in the area;
·  Provide administrative and technical support for SIPS activities; and
·  Provide inputs and advice to support the Project’s knowledge management strategy.

Qualifications:
· Minimum of undergraduate degree with specialization in public administration, project management, local governance reform or other specialties relevant to the position; 
· Minimum of 10 years of work experience providing technical, analytical and coordination support for project activities; 
· Practical knowledge gained through experience of local governance issues and reforms in Indonesia and more specifically Sulawesi; 
· Minimum of three (3) years previous experience working with bilateral or multilateral donors in a similar capacity;
· Experience in the areas of licensing/PTSP,disdukcapiland pengadaan barang dan jasa (PBJ)reforms is considered an asset; 
·  Ability to communicate in both spoken and written English is essential; 
·  Ability to be basedin Makassar,South Sulawesi for the duration of the project and willingness to travel frequently within South Sulawesi; and
· Indonesian citizenship.
