RTI is seeking for a Regional Capacity Building Officer for our RTI Indonesia - SCALING UP FOR MOST-AT-RISK POPULATION 2 (SUM 2) Project - based in Jayapura, Papua.  

Program Background
SCALING UP FOR MOST-AT-RISK POPULATION 2 (SUM 2) is a USAID- funded program, which provides technical  assistance in organizational performance required to scale-up effective, integrated HIV interventions that lead to substantial and measurable behavior change among Most-at Risk Populations (MARPs) in targeted locations in Indonesia.  The project is managed by Training Resources Group, Inc in partnership with RTI International.  The organizational performance topics include accountability; administration; advocacy and partnership; financial system;, good governance, organizational leadership and management; planning, resource
allocation and mobilization; monitoring and evaluation, networking,  policy development. SUM 2 provides and
monitors small grants to qualified civil society organizations to support the scale-up of integrated interventions in “hotspots” where there is a high concentration of one or more MARP and high-risk behavior is prevalent. 

ESSENTIAL Duties and Responsibilities
* Work in coordination with the provincial and district government and other stakeholders to implement of the SUM2 “package of support” that includes s organizational and program management capacity development, management of small grants and HIV technical services for continuum of HIV prevention to care.  

* Provide extensive technical assistance to CSOs that are funded under SUM 2 to implement small grants. The grants are designed to address organizational capacity development which  includes leadership and management; program planning and mobilization; community based management (mobilization and participation); advocacy, facilitation and training skills; proposal development; resource allocation mobilization plan; leveraging  funding to local government and units, and private sectors; monitoring and evaluation, and other needs that are relevant to
organizational performance. 
*  Ensure that small grants are well managed by the recipient CSOs.
*  Work with a range of  organizations (KPA, District of Health (DoH), and CSOs) at district level to assess  technical
assistance needs in support of HIV- prevention and care programs.
*  Ensure that the training and mentoring services provided at the project’s intervention sites is being delivered in accordance with the SUM2 “package of support”.
*  Provide technical assistance to provincial and district government, Provincial and District KPAs, government units, stakeholders in the areas of advocacy and project management including planning systems, resource mobilization and M&E.
*  Work in collaboration with SUM I staff to improve participation of MARP’s indigenous leaders in the implementation of the continuum of prevention to care (COPC); and promote the reduction of HIV-related stigma and discrimination by providing the most accurate information about HIV and Most At Risk Population (MARPs) through public speaking and political statements of government officials and community and
religious leaders.
* Participate in regular joint planning, field activities, and review progress with SUM I in the regions.
* Provide progress report in a monthly basis.  

Required Qualifications:
* A university degree or other suitable qualification in a related field
* At least one year experience in similar position.
* Knowledge of HIV and/or other relevant public health and community development issues.
* Excellent communication skills for advocacy, training, and facilitation.
* Excellent report writing skills
* Ability to provide leadership as well as work as a member of a team
* Fluent spoken and written Indonesian and some competence in English.
