Catholic Relief Services (CRS)

Catholic Relief Services (CRS) is a US – based voluntary organization working in more than 80 countries around the world to assist people victims of disasters, people in need and the disadvantaged regardless of race, belief or nationality. CRS has been operating in Indonesia since 1957 under the Memorandum of Understanding with the Ministry of Social Affairs with programs primarily in the areas of community development, humanitarian
assistance, Disaster management and Emergency Response.  

PROGRAM SUMMARY
CRS Indonesia will be implementing an agricultural livelihood project in West Timor area, East Nusa Tenggara (NTT) province in collaboration with local partners. The program focuses on strengthening the target farmers’ knowledge and skill in appropriate farming practices and management of natural resources to increase food production that could lead improved food security at household level. This 2 – 3 years project activities will include: community profiling to identify the most vulnerable household and design the activities that will ensure their full participation in the program; provision of various training, technical assistance and accompaniment on appropriate farming practices, cultivation of drought resistance food crops, natural resources management to prevent further soil degradation, yield loss and conserve moisture for production, construction of farm level water infrastructures, introduction of improved post – harvest practices to reduce losses, and formation of farmers
group to advocate for and access government agricultural services. The project is also supporting various activities and approach to improve and strengthen the capacity of the local NGO partners in agricultural livelihood programming, including technical training and intensive accompaniment.

CRS/Indonesia is currently hiring for Agricultural Livelihood Program Officer to be based in Atambua, West Timor, NTT. This position will report to Program Manager.
 
JOB SUMMARY
This Position will provide overall day-to-day supervision, management and technical supports to the local partner(s) in the development and implementation of the agricultural livelihood program in West Timor, NTT. 

JOB RESPONSIBILITIES:
1.    Oversee and manage the overall implementation of the program activities at the partner level. This includes
working to together with partner to develop detail implementation plan and program activity schedule; regular visits to the target villages and communities to monitor the project progress including use of resources, providing technical and managerial assistance, and assist partner in finding alternative solutions to constraints encountered in the project implementation.

2.    Ensure proper technical skills and training are provided to partner agriculture staff in major agriculture
interventions (improved farming techniques, introduction and cultivation of drought resistance cash crops, natural resources management, construction of farm level water system, formation of farmer groups, facilitation skill to
train farmers). This may include identifying training needs related to technical interventions for agriculture activities and following up by providing the needed trainings.

3.    Provide technical support to partner staff to implement community assessments, apply PRA/RRA approaches into program design, and mobilize farmer groups for key agriculture interventions.

4.    In collaboration with the partner staff, provide training to the target communities in improved farming
techniques and practices, cultivation of drought resistance crops, construction of farm level water infrastructures, etc.

5.Under coordination and guidance of the Program Manager, develop and disseminate Behavior Change Communication (BCC) materials to promote key agriculture practices.

6.  Consistently maintain relationship with and involve the local government stakeholders in the program key
activities (community profiling, training, village visits, etc.) to ensure consistency, compliance and sustainability.

7.    With support from the M&E Officer and in collaboration with the partner, develop the program M&E plan,
schedule and tools and ensure consistent application of the agreed tools throughout the program period to ensure accountability. The M&E tools will include community feedback mechanism to ensure accountability to the people we serve, to improve the program quality.

8.      Other key program responsibilities and activities as appropriate
 
QUALIFICATIONS:
1. Bachelor’s degree in agriculture, Masters’ degree in technical agriculture is preferable.
2. English proficiency (written and oral) – ability to conduct verbal and written communication in English effectively, including proposal and reports writing.
3. At least 6 years of experience in agricultural livelihood program development and implementation, including previous experience as a trainer or facilitator.
4. Strong technical agricultural livelihood skill and capacity, including knowledge, skill and practices in improved farming techniques for dry land areas, skill in natural resource management for improved farming.
5. Broad knowledge of Indonesia’s, particularly NTT’s agricultural and farm – based livelihood situation and trends, as well as understanding of NTT community profiles.
6. Experience and proven skill in application of participatory approach and methodology for community development, particularly for livelihood programming, including experience in using Participatory Rural Appraisal and Rapid Rural Appraisal tools and other community – based assessment and M&E tools.
7. Strong program management skill, including program development, implementation, reporting and budgeting skill, and use of program design development tools (log frame, etc.).
8. Able to work independently or with minimum supervision, and able to lead the local partner in implementing high quality agricultural livelihood program interventions.
9. Strong inter – personal skill and culturally sensitive to local situation.
10. Previous working with International NGO in similar position is preferable
11. Willing to be based in the program area and travel extensively to the target villages.
