Program 

The dramatic rise of large scale aquaculture industries in Indonesia in the 1980s and 1990s and the resultant loss of mangrove ecosystems saw a massive shift in the capacity of coastal communities in South Sulawesi to maintain traditional livelihoods. As a result, poverty in these communities has increased steadily in the last decades with a disproportionate impact on women and women headed households. 
The official policy and legal frameworks of the government, as well as a lack of capacity of these communities to engage with governments, have also contributed to increased poverty. 
This project presents an opportunity to address many of these issues, through capacity building of civil society organizations and governments in Community Based Coastal Resource Management approaches and mangrove and other ecological restoration. This will support the creation of sustainable livelihoods and strengthen the capacity of communities to engage with their governments in the development of pro-poor and gender sensitive polices and programmes. Women will develop their leadership skills whilst working to secure their access to and control over productive resources. 


Oxfam looking for Senior Finance Officer for Eastern Indonesia 

One (1) position to be based in Makassar 
Grade D1; starting immediately. Fixed term one year contract with possibility of extension 
Overall purpose: 
Senior Finance Officer will support the finance function related to the implementation of all programme and office operational in Eastern Indonesia area office. 


Key Responsibilities.   
·        To assist the Project Manager of RCL Project and Finance and System Manager with the financial management of the Indonesia Programme. 
·        Overall responsibility for the implementation of financial systems and control.   This includes training and briefings for all staff on procedures and ensuring that financial systems are adhered to by all levels of personnel and comply with the International Division Finance and Indonesia Finance Procedures. 
·        Provide management with a statement of expenditure against budget on all programmes on a regular basis and that will assist project planning and delivery.   Assist with the transactional and reporting aspects of the financial management systems of the relief program. 
·        Prepare financial reporting for internal and external stakeholders. 
·        To work with logistics and office admin staff to ensure that vulnerable and fixed assets are treated in adherence to Finance’s minimum standards. 
·        Overall responsible for partner financial system and control.   This includes conducting partner financial assessment and building capacity of partners to comply with Oxfam GB’s standard.    Also, to build the capacity of programme staff to be able to perform regular financial monitoring. 
·        Communicate with local external contacts, such as the bank and suppliers. 
·        Manage finance operations this includes: payment processes; maintenance of cash and bank books; submission of on-line accounting returns to the Jakarta office; production of timely management information; verify cheque and approve payment vouchers. 
·        Manage the security of cash, namely cash forecasting, transfer, transportation and storage. This includes preparing cash forecast and submitting requests for top-ups. 
·        Responsible to enter the financial transactions into Oxfam computerize financial packages and ensuring it accurate and meet deadline and running trial balance. 
·        To be responsible of financial documentation and filing system (paper and electronic). 
·        Responsible to prepare Monthly Financial Report (Balance Sheet Reconciliation, Bank Reconciliation, Cash Counts) and submitted to Jakarta on monthly basis 
·        Maintain good communication with Oxfam Canada and CIDA 
·        Assisting external auditor of RCL and other project in Eastern Indonesia Office


Competencies: 
·        Education to part-qualified level with proven accounting experience. 
·        Computer literacy - good working knowledge of spreadsheets essential. 
·        Ability to prioritise own workload, to work independently and to work to deadlines. 
·        Experience of management/supervisory responsibilities. 
·        Good written and spoken English is essential. 
·        Well developed interpersonal and team skills and proven ability to be flexible in demanding situations. 
·        Strong commitment to gender, diversity issues, equal opportunities and capacity building
