Program Manager – FEED Mobile Program Phase II
 
Program Summary:
In FEED Mobile Phase 1, we found that many of the farmers who were trained actually do have other businesses (farming or non-farming) apart from their farming activities. FEED Mobile Phase 2 is a continuation of Phase 1, which emphasized building farmers’ capability and expertise in managing their household finances. Phase 2 will focus on building farmers’ and urban small business owners’ capacity to manage their businesses through knowledge and skills in financial and business literacy through a digital curriculum. The bundling of financial literacy and business literacy is expected to increase the ability of farmers and small business owners to maintain financial records and their ability to conduct financial management and better business planning, so that farmers’ and small business owners’ access will be increased in the use of the financial products and services provided by bank and non-bank institutions. By increasing their access to the financial products of banks and non-bank financial institutions, it is hoped that the financial literacy of farmers and small business owners will increase and, in turn, their businesses will be more sustainable.
Phase 2 will further strengthen the engagement between farmers, small sized business owners, agricultural extension workers, the Mercy Corps Indonesia project team and Citi employees, and formal financial institutions (bank and non-bank). The increase in farmers’ and small business owners’ expertise in financial literacy, which focuses on business development and business literacy will further demonstrate their potential to be the targets of the business development of financial institutions, both banks and non-bank. The creation of these conditions is highly relevant to the goal of Citi Foundation to promote financial inclusion. Increased access for farmers and small business owners to financial products and services will have a positive impact on making their business development more efficient and expanding work opportunities. At the same time, the growth of small businesses in urban areas will provide a solution to the problems of urban areas, which are very dynamic as an impact of migration from rural to urban areas. This will be relevant to another focus of Citi Foundation, urban transformation.
By the end of the grant period, it is expected that:
·         1,000 of the 2,500 farmers who receive mentoring financial literacy and business literacy will select and use the appropriate financial products. 
·         20% (500) of the 2,500 farmers who receive mentoring financial literacy and business literacy will maintain changes to their financial behavior. 
·         20% (500) of the 2,500 farmers who receive mentoring financial literacy and business literacy will build and preserve financial assets. 
·         20% (1,000) of the 5,000 small business owners change, and maintain changes in, their financial behavior. 
·         20% (1,000) of the 5,000 small business owners will have built financial assets.
·         20% (1,000) of the 5,000 small business owners will have used financial products to help improve their financial stability.
The program will communicate to the public, professional peers and thought leaders through partnership with national press, local press and government institutions. Meanwhile, the program will also prepare the volunteer project for Citi Bank Indonesia employee.
 
1.     Program Manager – FEED Mobile Program Phase II
The Program Manager will develop a program design and work plan, including training and communication strategies, develop monitoring and evaluation framework to ensure the program will achieve the result statements above and select location, farmer groups and farmers in order to ensure 5,000 farmers (member of 250 farmer groups) will train at the end of program.
 
He/She will coordinate with Mercy Corps Indonesia Communication Officer to identify the partnership strategy with local newspapers, develop training modules and identify the delivery channels (classroom and digital) to the farmers and also prepare reports as required by the Citi Foundation.
 
Qualifications:
  • More than 3 years working as program manager (in agricultural sector would be an advantage);
  • Experiences with qualitative and quantitative target/measurements;
  • Experiences with training implementation and doing an evaluation of training program;
  • Experiences work with press (local press would be an advantage);
  • Computers skills with strong familiarity with Microsoft Word, Excel, and PowerPoint are required;
  • Excellent verbal and written communication skills and be comfortable dealing with senior (board) management level; 
  • Fluency in English verbal and written communication is essential
This position will be as temporary staff for 12 months.
 
2.     Training, M&E  Coordinator – FEED Mobile Program Phase II
The Training, M&E Coordinator will develop training plan and monitoring and evaluation framework to ensure the program will achieve the result statements aboveselect location, farmer groups, farmers, small business groups, small business owners in order to ensure 2,500 farmers and 5,000 small business owners will train at the end of program.
 
He/She will develop training modules and identify the delivery channels (classroom and digital) to the farmers and small business owners, monitor training implementation and track the training implementation results, implement baseline and end line research to measuring the training impact and also with Program Coordinator, prepare reports as required by the Citi Foundation.
 
Qualifications:
  • More than 2 years working as monitoring and evaluation officer (in agricultural sector would be an advantage);
  • Experiences with qualitative and quantitative target/measurements;
  • Experiences doing an evaluation of training program;
  • Computers skills with strong familiarity with Microsoft Word, Excel, and PowerPoint are required;
  • Excellent verbal and written communication skills and be comfortable dealing with senior (board) management level;
  • Fluency in English verbal and written communication is essential
