CARE International Indonesia (CII)

CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and 
nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit.

CARE Indonesia  in Head Quarter Jakarta  is currently recruiting the following position for its project: 
  
JOB TITLE : PROGRAM UNIT MANAGER (PUM) 
DEPARTMENT/PROJECT : PROGRAM/CIIHQ 
REPORTS TO : COUNTRY DIRECTOR 
    
 
JOB SUMMARY
The incumbent will oversee the planning, implementation, monitoring, budget management and contract compliance of CARE’s programs in Indonesia.  


The incumbent will ensure that appropriate operating systems are in place and continuously appraised, and modifications are implemented to ensure effectiveness of the programme and that different programs operating in the same area work in an integrated way, and CARE’s programs collaborate with other stakeholders working in the same area. 
It is the responsibility of the Program unit Manager to ensure accuracy and timely submission of all reports (donor reports, internal reports).
 
The Program Unit Manager will be responsible for relationship building and necessary coordination with donor representatives, Government officials, partners and other stakeholders at field level and as required by the Country Director at Jakarta level.
 
In addition, The Program Unit Manager ensures knowledge-sharing and learning related to programming across the CII, with other COs, the CARE International Members, and partners and with other stakeholders. S/he liaises closely with other parts of CARE, and stays informed of programmatic developments within the country and around the world. 
 
The Program Unit Manager is a key member of the Country Office Senior Management Team and as such is responsible for leading and supporting CII initiatives. S/He is responsible for relationship building and maintaining good working relationships with host Government officials, donors, CI Members, partners and other stakeholders. 
 
  
RESPONSIBILITIES AND TASKS

Responsibility #1: Oversee the programme implementation at the field
· Prepare and supervise programme implementation plan based on project log frame and strategies.
· Conduct periodical field visits to monitor programme performance and provide guidance to districts staff on implementation.
· Continuously gather and analyze data/information from the field, and feedback relevant information as inputs to project development and knowledge sharing.
 
Responsibility #2: Budget Control
· Working with the Project Managers, prepare field operations budget based on implementation plan and in line with approved budget.
· Monitor expenditure against approved operations budget and ensure compliance on all expenses in line with the signed donor contract and with CARE policies.
· Review financial reports and provide guidance on adjustments as necessary.
· Ensure Project Managers review and sign off on monthly financial reports prepared by the Jakarta finance unit.
 
Responsibility #3: Manage field staff and conduct performance appraisal
· Ensure every staff has an updated and well-defined job description clearly stipulating roles & responsibilities.
· Constantly monitor staff performances, & provide feedback on both strengths and weakness areas; initiate performance improvement plans and provide guidance, assistance and/or disciplinary action as needed.
· Working jointly with the Support Unit, recruitment and selection of new program staff.
· Conduct regular meetings with program staff to identify gaps within the project, recommend and implement modifications to reach desired goals.
· Identify staff training needs & organize trainings to build capacity of the staff.
· Undertake staff development through regular output review and conduct of annual performance appraisal.
 
Responsibility #4: Program Delivery
· Responsible for the implementation, management, supervision and evaluation of all activities of the programme.
· Responsible for the supervision and management of the Donor contract.
· Compile, maintain and report on the monthly, quarterly and annual program statistics as assigned.
· Analyze trends in the program, identifying issues and developing and recommending solutions to the PDQM and Country Directors.
 
Responsibility #5:  Consolidate & submit reports
· Work with the PDQM, M&E Officer and PMs to develop user-friendly formats for data/information collection and reporting.
· Coordinate the collection of field data needed for activity and donor reports.
· Analyze and compile all reports from the districts.
· Ensure timely preparation of accurate and complete donor reports are prepared at project level and submitted to the PDQ Coordinator in good time for review before reports are formally submitted to the donor.
 
Responsibility #6: Representation of CARE Programme at field level
· Uphold CARE’s image at all levels, internal and external
· Articulate to all stakeholders CARE’s mission statement, apolitical nature, and core values
· Develop effective working relations with all stakeholders including government, donors, other NGOs and communities
· Ensure compliance of all government protocols properly observed
· Maintain a high standard of transparency and accountability in all transactions carried out with partners.
· Liaison with all stakeholders pertaining to field programme operations
 
 Responsibility #7: Program Development 
· Guided by the CII strategic plan, and inspired by donors and government priorities, identify new programming opportunities; research, monitor, and collaborate on funding opportunities with a range of donors (international, multi-laterals, private foundations)
· Develop and maintain proposal development tools and quality control system (including Go-No Go decision for new opportunities, pipeline tracking ports, updated profiles of partners and networks, updated CII capacity statement, updated database of consultant and resource persons/institutions)
· Ensure that proposal pipeline target is maintained at viable level. Work with program Managers to generate viable program pipeline in line with CO strategy and assist in identifying and securing funding for those programs
· Ensure quality and timely submission of concepts and proposals; ensure that program proposals are complying with the requirements imposed by GOI in MOUs.
· Provide support to the PO General in the contract negotiation with donors
· Provide support to the PO General in maintaining effective communications with CI Members regarding program development
· Ensure that required appropriate project match is legitimately incorporated in the project design 
· Explore possibilities of program funding diversification, including approach by program or by sector, or new program implementation approaches (e.g., implementation through partners, market-based intervention delivery)
· Work closely with program operations and program support units (Admin/HR, GOI, Finance, CMS) to ensure proper coordination exists for efficient program development
· Ensure that updated mapping of donors are maintained
 
Responsibility #9: External Relations and Partnerships
· Establish and maintain regular and transparent communications and effective working relations with relevant counterparts of GOI, CI Members, donors, INGOs, Local NGOs, networks, coalitions and stakeholders relevant to Program Quality.
· Uphold CARE’s good image at all levels, internal and external
· Articulate to all stakeholders CARE’s mission statement, apolitical nature, and core values
· Ensure compliance to all local and national government protocols properly observed
· Maintain a high standard of transparency and accountability in all transactions carried out with partners
 
Responsibility #10: General Management 
· Participate in the performance of SMT functions.

QUALIFICATIONS
1.  Education/Training: Bachelor's Degree in related field; Master’s degree desired.
2.  Experience: Minimum 8years in senior management position in development field . 
3.  Technical Skills:
a.  Program Management
·  Demonstrated leadership and management skills in a complex operational setting.
·  Extensive conceptual skills including development of program strategy. 
·  Demonstrated experience in program design, implementation and evaluation.
·  Demonstrated experience in writing clear, logical & informative concepts and reports in English.
·  Demonstrated experience with proposal development with range of international donors. 
·  Knowledge and experience in developing project budgets and in donor compliance and reporting.
·  Knowledge and experience in community participatory processes, M&E, livelihood programs. 
 
b.  People/Relationship Management
·  Demonstrated leadership and interpersonal skills.   
·  Experience with performance management.
·  Strong representation and negotiation skills.
·  Demonstrated use of positive coping strategies in stressful environments.
·  Demostrated cross cultural communication skills.

· Ability to establish a learning culture within the CO. 
 
d. External Relationships/Fundraising
·  Experience in successfully managing institutional partnerships with national and international NGOs. 
·  Experience in establishing and maintaining collaborative relationships with donors and government counterparts.
·  Proven work experience in managing multi-sector development projects including emergency response projects (minimal 8 years).
·  Exceptional organizing and planning skills.
·  Proven capacity to accept responsibility & able to work independently.
·  Proven team building and coordination skills.
·  Proven capabilities to write clear logical & donor compliant reports in English.
·  Ability to adapt to changing environment, sensitive to the local culture and demonstrated positive attitude towards work.
·  Experience in project support systems (finance, HR, administration) 
·  Computer literate and able to work with various packages; Ms Excel, word, power point a must.
·  Able to work under strenuous conditions and produce tangible results.
·  Able to operate in a matrix management structure.
